***VILLAGE BOARD MINUTES*** May 16, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, Bill Rudolph-present and Jesse Duckart-present. Others Present: Dawn Wagner, Chief Rob Meyer, Julie Friede, Michael Babcock – Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF May 2, 2023 MEETING. Rudolph/Nowlen made a motion to approve minutes of May 2, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. PUBLIC HEARING – Amended 2023 General Fund Budget Nowlen/Rudolph made a motion to open Public Hearing at 7:05 p.m. Motion Carried. Wagner stated the amendment is in compliance with the Expenditure Restraint Program that calculates the allowable budget increase to one decimal point. Nowlen/Fischer made a motion to close Public Hearing at 7:06 p.m. Motion Carried. ORDINANCES – RESOLUTIONS – PETITIONS Resolution #1377 - Amended 2023 General Fund Budget Fischer/Nowlen made a motion to approve Resolution #1377 – Amended 2023 General Fund Budget. Motion Carried. Ordinance #830 – Ordinance Amending § 8-1d. of the Code – Board of Review (BOR) - Confidentially Rudolph/Duckart made a motion to waive the first reading of Ordinance #830 – Ordinance Amending § 8-1d. of the Code – Board of Review (BOR) - Confidentially. Motion Carried. Nowlen/Rudolph made a motion to waive the reading of Ordinance #830 – Ordinance Amending § 8-1d. of the Code – Board of Review (BOR) – Confidentially. Motion Carried. Nowlen/Fischer made a motion to approve Ordinance #830 – Ordinance Amending § 8-1d. of the Code – Board of Review (BOR) - Confidentially. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Next Scheduled Meeting June 13, 2023. Public Works/Cemetery Committee Seitz reported on the Meeting on May 16, 2023. Public Safety Committee No Report. Finance Committee Hebein reported on the meeting of May 16, 2023. Possible Action Regarding Appointment Process for Vacant Village Trustee Position. Seitz/Fischer made a motion to appoint Pamela Duckart as Village Trustee. 3 ayes – Fischer, Seitz and Rudolph, 2 nays – Hebein and Nowlen, Duckart recused himself. Motion Carried. Fischer provided an update on the WWTP Project. Other Matters Wagner stated Ehlers will be at the June 20, 2023 meeting to provide an overview of their services to the Village. Wagner added in previous years, there was one board meeting held in July. Meeting is scheduled for Tuesday, July 11, 2023. Public Safety Meeting is scheduled for June 6, 2023. Fire/EMS Small Working Group is scheduled for May 30, 2023. Financial Management Planning is scheduled on Tuesday, August 29, 2023 at 6:00 p.m. Wagner stated there is a potential candidate for the Finance Director Position and a conditional offer of employment was given. Fischer requested an amendment to be made in the Finance Minutes from the May 2, 2023 meeting. For the record, Fischer’s vote should only reflect an aye for Pamela Duckart to fill the Vacant Trustee Position. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee No Report. Library Board Duckart reported on the May 9, 2023 Meeting. Library Board Minutes will be sent when available. Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS See Attached. LIQUOR LICENSE APPROVALS See Attached. CITIZEN MATTERS AS NOTICED None.
