***VILLAGE BOARD MINUTES*** March 19, 2024 SAUKVILLE MUNICIPAL CENTER and VIA ZOOM 639 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 6:30 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present, Jim Nowlen-absent, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner and Julie Friede PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF MARCH 5, 2024. Rudolph/Seitz made a motion to approve minutes of March 5, 2024. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS –PETITIONS Ordinance 832 – Create Chapter 40 Elections Rudolph/P. Duckart made a motion to waive the first reading of Ordinance #832 – Create Chapter 40 Elections. Motion Carried. Seitz/Fischer made a motion to waive the reading of Ordinance #832 – Create Chapter 40 Elections. Motion Carried. J. Duckart/Fischer made a motion to approve Ordinance #832 – Create Chapter 40 Elections. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Fischer stated the Utility Committee did not meet, but that he met with Ray Hartmann and Dawn Wagner to review the WWTF Upgrade Project Financial Summary. Fischer noted that the project came in under budget. More information will follow at the April 3, 2024 Finance Committee Meeting. Fischer shared a statement Hartmann made regarding the completion of the project. When other municipalities inquire if Hartmann would have made any changes to the WWTF Upgrade, Hartmann responded, “he wouldn’t change anything”. Public Works/Cemetery Committee Seitz stated the Street Sweeper has been delayed and will be arriving this week. The current Street Sweeper has been listed for sale on an Auction Website. Seitz added the Columbarium is scheduled to be built by April 24, 2024. Public Safety Committee Drone Demonstration has been rescheduled for April 16, 2024. Finance Committee Hebein reported on the Meeting of March 19, 2024. Reviewed the Investment Report. Discussion was held on the Policy to Fill Vacant Trustee Positions. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee No Report. Library Board P. Duckart reported on Meeting of March 12, 2024. P. Duckart informed the Board about concerns regarding the Library’s outdoor lockers and ongoing maintenance & repair costs. Mid-Moraine Municipal Association Rudolph shared the minutes from February 14, 2024 and March 13, 2024 meetings. Next Meeting is scheduled on Wednesday, March 27, 2024. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Fischer made a motion to adjourn.
