***VILLAGE BOARD MINUTES*** April 3, 2024 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 6:54 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present, Jim Nowlen-present, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner, Julie Friede and Brandon Ashley - Resident PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS Seitz commented on the Plan Commission, the Trustee Members need to have 2/3 of the Board’s vote to have them placed on the Commission based on State Statue. Wagner stated she would talk to the Village Attorney to confirm the Village is meeting State Statue requirements. Seitz included information regarding Act 73 – Cigarettes and Vaping. Seitz stated he would forward information to Hebein regarding Act 73 – Cigarettes and Vaping. Wagner stated she would have the Village Attorney review the information once received from Seitz and verify the Village of Saukville is in compliance with WI State Law. APPROVE MINUTES OF MARCH 19, 2024. P. Duckart/J. Duckart made a motion to approve minutes of March 19, 2024. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Hebein thanked Clerk Friede for all her work done on the Spring Election and all the volunteers involved. Hebein also commented on the referendum that passed on April 2, 2024, adding history is in the making for all the surrounding communities. Hebein added his gratitude to Mueller Communications. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner added that Jesse Thyse from the Village of Grafton and herself reached out to Mueller Communications to thank them for all their work. A Press Release was distributed stating the Referendum passed with all 3 Communities. ORDINANCES – RESOLUTIONS –PETITIONS Resolution #1400 – Procedures for Filling vacancies of Village President and Village Board P. Duckart/Nowlen made a motion to waive the reading of Resolution #1400 – Procedures for Filling vacancies of Village President and Village Board. Motion Carried. J. Duckart/Nowlen made a motion to approve Resolution #1400 – Procedures for Filling vacancies of Village President and Village Board. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works/Cemetery Committee No Report. Public Safety Committee No Report. Finance Committee Hebein reported on the Meeting of April 3, 2024. Approved Claims for March 2024 in the Amount of $769,933.12. Reviewed the 2023 Audit Report. Reviewed the WWTP Update/Phosphorous Removal System Project Summary. Other Matters AO Tour is scheduled for Monday, May 13, 2024 at 4:30 p.m. PWSB – Community Enhancement Project – Celebrating 125-year Anniversary – Donating new playground equipment for Schowalter Park, including the barrier around the playground. The estimated cost for the playground is $30,000. DPW will install the equipment. Saukville WWTP was Awarded the Wastewater System of the Year by WRWA. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee No Report. Library Board No Report. Mid-Moraine Municipal Association Next Meeting Scheduled on April 10, 2024. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Nowlen/P.
