***VILLAGE BOARD MINUTES*** June 25, 2024 SAUKVILLE MUNICIPAL CENTER and VIA ZOOM 639 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 6:01 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Jim Nowlen-present, William Rudolph-absent, Jesse Duckart-present, Pamela Duckart-present, Wendy Smith-present and Brandon Ashley-present. Others Present: Dawn Wagner and Julie Friede PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF MAY 21, 2024 MEETING. J. Duckart/P. Duckart made a motion to approve minutes of June 4, 2024. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Next Finance and Village Board meeting has been scheduled for Tuesday, July 30, 2024 per the Boards decision. Hebein wished the Village Board to have a safe and enjoyable 4th of July. REPORT FROM THE VILLAGE ADMINISTRATOR The next Live at the Triangle is scheduled for Wednesday, June 26, 2024 Through the generous donations, the Village was able to purchase over $16,000 in fireworks for the 4th of July. PUBLIC HEARING - Public Hearing to take comments on proposed Ordinance 835 to repeal and recreate Article XIX of Chapter 205 of the Village Code, the Floodplain Zoning Ordinance. Hebein opened the Public Hearing at 6:08 p.m. Wagner stated Plan Commission reviewed and recommended approval of the proposed Ordinance repealing and recreating the Floodplain Zoning Ordinance. Wagner stated the Public Hearing notices were completed by Clerk Friede. Nowlen/Smith made a motion to close Public Hearing at 6:10 p.m. Motion Carried ORDINANCES – RESOLUTIONS –PETITIONS Ordinance #835 - Review and possible motion on proposed Ordinance to repeal and recreate Article XIX of Chapter 205 of the Village Code, the Floodplain Zoning Ordinance, to update to comply with FEMA and DNR requirements for continued participation in National Flood Insurance Program. Nowlen/Ashley made a motion to waive the first reading of Ordinance #835 - Review and possible motion on proposed Ordinance to repeal and recreate Article XIX of Chapter 205 of the Village Code, the Floodplain Zoning Ordinance, to update to comply with FEMA and DNR requirements for continued participation in National Flood Insurance Program. Motion Carried. Ashley/Smith made a motion to waive the reading of Ordinance #835 - Review and possible motion on proposed Ordinance to repeal and recreate Article XIX of Chapter 205 of the Village Code, the Floodplain Zoning Ordinance, to update to comply with FEMA and DNR requirements for continued participation in National Flood Insurance Program. Motion Carried. Motion Carried. Resolution #1406 – Review and possible motion on proposed Resolution Accepting and Dedicating Ridge Road and Sumac Lane from the Town of Saukville to the Village. Wagner stated the property was annexed prior to 2001, when the annexation was completed the roads were not conveyed to the Village of Saukville. Nowlen/Smith made a motion to waive the reading of Resolution #1406 – Review and possible motion on proposed Resolution Accepting and Dedicating Ridge Road and Sumac Lane from the Town of Saukville to the Village. Motion Carried. Smith/Ashley made a motion to approve Resolution #1406 – Review and possible motion on proposed Resolution Accepting and Dedicating Ridge Road and Sumac Lane from the Town of Saukville to the Village. Motion Carried with P. Duckart and J. Duckart voting Nay. Wagner inquired with the Duckart’s why they voted against the Resolution. She noted that the roads are already being maintained by the Village of Saukville. P. Duckart stated the neighborhood does not want to be apart of the Village and would prefer to be apart of the Town of Saukville. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report Public Works/Cemetery Committee P. Duckart reported on the Meeting of June 25, 2024. P. Duckart stated the committee made a recommendation to the Finance Committee the proposed bid by Barrientos Design & Consulting Ins. in the amount of $26,829. Public Safety Committee No Report. Finance Committee No Report. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee No Report. Library Board Smith reported on the Meeting of June 11, 2024 Next Schedule Meeting July 9, 2024 Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS Approval of Renewal Operator Application for Dana Northrup – Saukville Softball Association. Nowlen/Smith made a motion to approve the Renewal Operator Application for Dana Northrup – Saukville Softball Association. Motion Carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT J. Duckart/Ashley made a motion to adjourn to July 30, 2024. Motion carried at 6:22 p.m. Julie Friede Village Clerk
