The Invocation was given by Rev. Matthew Southall Brown, Sr., Pastor Emeritus St. John Baptist Church, followed by the Pledge of Allegiance to the Flag. PRESENT: Mayor Eddie W. Brooks Stillwell Assistant City Attorney William Shearouse Upon motion of Alderman Bell, seconded by Alderman Miller, unanimous approval was given for the Mayor to sign an affidavit and resolution on Litigation, Real Estate and Personnel for an Executive Session held today where no votes were taken. (SEE RESOLUTIONS) MINUTES Upon motion of Alderman Bell, seconded by Alderman Miller, and unanimously carried the summary/final minutes for the City Manager’s briefing of February 4, 2016 was approved. Upon motion of Alderman Bell, seconded by Alderman Miller, and unanimously carried the summary/final minutes for the City Council meeting of February 4, 2016 was approved. LEGISLATIVE REPORTS ALCOHOLIC BEVERAGE LICENSE HEARINGS As advertised, the following alcoholic license petitions were heard. No one appeared in objection to the issuance of these licenses. Grady Johnson for Bank Wings and Things, requesting liquor, beer and wine (drink) with Sunday sales at 2416 Montgomery Street, which is located between West 40th Street and 41st Street in District 2. The applicant plans to operate a full-service restaurant. (New ownership/management) (Continued from the meeting of February 4, 2016) Recommend denial. Attorney Thomas Branch appeared with Grady Johnson stating it is his understanding Mr. Johnson’s application was being denied because of his past criminal history. Attorney Branch 1  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 stated none of us are the same person we were 20 years ago. Today he is six years sober and hasn’t had any trouble on his record with the exception of the incidents years ago. Mr. Johnson has a security plan in place that will require patrons to be 25 years or older to enter the bar area as there will be a partition separating the sections in the establishment. Attorney Stillwell informed Attorney Branch and Mr. Johnson since the City Manager’s recommendation is for denial Mr. Johnson is entitled to a due process hearing and asked anyone present that plans to speak or testify to raise their hand to be sworn in. Attorney Stillwell asked Mayor DeLoach if the City could be given the opportunity to present its evidence as to why the license is being recommended for denial. Sgt. Shinita Young, Alcohol Beverage Control Unit appeared stating she met with Mr. Johnson in reference to his application who indicated the location would be a bar/lounge. She stated he was unable to inform her how much food would be served or a menu. She stated they discussed rehabilitation for the building and Mr. Johnson has begun repairs and has submitted an application with zoning but has not obtained a building permit. She stated there is not a clear divider in the establishment to separate the two bars which are inside, food will be purchased from the same bar where alcohol is served. A concern that was brought to Sgt. Young’s attention was parking for patrons as there is not a designated area. Mr. Johnson’s license is suspended as of today in addition to the registration and insurance on his vehicle. Sgt. Young ended stating it is the stance of the Savannah Chatham Metropolitan Police Department that Mr. Johnson’s application be denied. Attorney Stillwell asked Sgt. Young if Mr. Johnson has a Savannah Business License, Certificate of Occupancy for the building, and if the Zoning officials approved this use under the zoning ordinance. Sgt. Young replied no to all questions. Alderman Johnson asked Sgt. Young if the items Attorney Stillwell questioned her about are a prerequisite for consideration to obtain a license. Sgt. Young replied yes. Alderman Johnson then asked Attorney Stillwell why the hearing is being held if the prerequisites have not been met. Attorney Stillwell replied it is the city’s recommendation that the license be denied. Alderman Johnson stated he understands the recommendation but if the prerequisites have not been met the hearing should not be occurring today. Attorney Stillwell agreed with Alderman Johnson’s statement. Alderman Shabazz stated she agrees with Alderman Johnson and doesn’t understand why the hearing is being held if Mr. Johnson doesn’t have everything needed in order to open the establishment and the private lives of individuals such as a suspended license should not affect someone from receiving an alcohol license. Attorney Stillwell stated the applicant can withdraw his application until he has met all requirements to obtain an application. Chief Lumpkin, Savannah/Chatham Metropolitan Police Department stated the reason the hearing was held today is because the original report that came to the SCMPD was inadequate and did not contain all details that were heard today. The report was given to the City Manager last night which included the details about the applicant not having the building permit. He stated before staff was changed in the ABC unit the original report submitted was not adequate and Sgt. Young went back and cleaned the report up to be presented to Council. Attorney Branch stated this is the first he has heard about the issues as well, Mr. Johnson came to the firm few days ago because he was concerned about the denial and asked that the application be withdrawn at this time. 2  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 Melissa Johnson for LHMS, Inc. t/a Mellow Mushroom, requesting to add liquor (drink) license with Sunday sales at 11 West Liberty Street, which is located between Bull Street and Whitaker Street in District 2. The applicant plans to continue to operate as a full-service restaurant. (New request/existing business) Recommend approval. Hearing closed upon motion of Alderman Thomas, seconded by Alderman Miller, and unanimously carried. Approved upon motion of Alderman Johnson, seconded by Alderman Bell, per the City Manager’s recommendation. Sandesh Pardeshi for SDR Savannah, LLC t/a Congress Street Market, requesting beer and wine (drink) license with Sunday sales at 111 West Congress Street, which is located between Whitaker Street and Barnard Street in District 2. The applicant plans to operate as full-service restaurant. (New ownership/management) Recommend approval. Hearing closed upon motion of Alderman Thomas, seconded by Alderman Miller, and unanimously carried. Approved upon motion of Alderman Johnson, seconded by Alderman Bell, per the City Manager’s recommendation. Lonnie Peck for Key Savannah, LLC t/a Holiday Inn Historic District, requesting liquor, beer and wine (drink) license with Sunday sales at 520 West Bryan Street, which is located between Martin Luther King Boulevard and Ann Street District 2. The applicant plans to continue to operate as a hotel. (New management/existing business) Recommend approval. Brian Skinner for The Original Pancake House of Savannah, Inc. t/a The Original Pancake House, requesting beer and wine (drink) license with Sunday sales at 7201 Hodgson Memorial Drive, which is located between Eisenhower Drive and Mall Boulevard in District 4. The applicant plans to operate as a full-service restaurant. (New request/existing business) Recommend approval. Hearing closed upon motion of Alderman Thomas, seconded by Alderman Miller, and unanimously carried. Approved upon motion of Alderman Johnson, seconded by Alderman Bell, per the City Manager’s recommendation. ZONING HEARINGS Metropolitan Planning Commission, (MPC File No. 15-006685-ZA), requesting to amend Section 8-3002 Definitions to include a definition for Mobile Farmers’ Markets to include a definition for mobile farmers’ markets and to allow them in all zoning districts; and an amendment to Part 6 (Licensing and Regulation), Chapter 1 (Business Occupations), of the City Code include a definition, standards and procedures for mobile farmers’ markets. Metropolitan Planning Commission (MPC) staff reviewed the City’s current Zoning and Revenue Ordinances and Savannah City Code for uses/standards that are similar enough in nature to be applied to mobile farmers’ markets. None included a use similar in nature. MPC staff met and worked with Chatham County Health Department, Georgia Department of Agriculture, City of Savannah Community Development Services Department, City of Savannah 3  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 Community Planning Department, Healthy Savannah Food Policy Committee, Forsyth Farmers’ Market, and Farm Truck 912 staff to develop language and standards for inclusion in the City Zoning Ordinance and City Code regarding mobile farmers’ markets. Per those discussions, it was determined that it is most appropriate to have a definition added to the Zoning Ordinance to allow for the proposed use in all districts with the agreed upon standards and procedures added to the City Code. MPC Staff recommended approval of the text amendment to define mobile farmers’ markets and allow them in all zoning districts. Recommend approval. Marcus Lotson, Metropolitan Planning Commission appeared to briefly describe the request. He stated it has been a collaboratively effort for some time by many entities to find ways to make fresh fruits and vegetables more available in underserved communities. Alderman Bell asked if they can be on public property as well as private. Mr. Lotson stated the ordinance as it is being designed will allow them to be on public property. Agreements will have to be put in place between the private property owner and the mobile farmers’ market vendor and they will have to meet all the standards that go along with it. Alderman Bell asked who will monitor them. Mr. Lotson replied the city’s zoning enforcement office will issue permits for the use and tasked with enforcement. Alderman Bell then asked if there will be a fee. Mr. Lotson replied he’s sure there will be a fee but it has not been established yet. Mr. Lotson stated he believes the Forsyth Farmers’ Market will be the driving force in deciding where and when the locations will be set up. Gator Rivers came forward expressing his pleasure in the initiative stating it will be a great addition to the community. Teri Schell, Director of Forsyth Famers’ Market stating the intention on supporting the ordinance is to be a service to the community and bring more fresh fruits and vegetables to the people that needed. Approved upon motion of Alderman Johnson, seconded by Alderman Shabazz, and unanimously carried per the City Manager’s recommendation. PETITIONS Petition 141093: Request of Verizon Wireless (VZW) to Encroach onto City Real Property at Twenty-Six (26) Locations for Installation of Stealth Distributive Antenna System. In accordance with the Franchise Agreement between the City of Savannah and VZW approved by City Council on April 2, 2015, Harold Yellin, petitioner, on behalf of Cellco Partnership d/b/a Verizon Wireless (VZW) is requesting a license to encroach onto City real property. The Franchise Agreement governs the installation, operation, and maintenance of a stealth Distributive Antenna System (DAS) network and required the petitioner to come back before City Council for approval of specific sites proposed for the antenna. VZW is therefore requesting a license to encroach at twenty-six different locations in downtown Savannah. The DAS is a stealth cell tower system designed to be incorporated into light poles, building rooftops, and other typical streetscape structures. The DAS will enhance cellular telecom capacity in the downtown area without the need to erect large cell towers that would conflict with the architectural and historical skyline of the City. The designs of the DAS structures and proposed locations have been reviewed by the Metropolitan Planning Commission (MPC) and 4  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 the Historic District Board of Review and have been approved. A Certificate of Appropriateness (COA) has been issued. The proposed twenty-six (26) DAS encroachment locations follow and are depicted on the attached map. Oglethorpe Street: light pole • SV26 Intersection of Bull Street & Liberty Street: light pole • SV27 Intersection of Bull Street & Charlton Street: light pole The petition request has been reviewed by Real Property Services, Development Services, the Bureau of Public Works and Water Resources, the Bureau of Leisure Services, and the Information Technology Department to ensure no negative impact on City services and/or infrastructure access. An encroachment agreement would include the following conditions: • The encroachment petition is strictly for general location approval and Petitioner must submit a detailed site development plan, structural designs and data, electrical designs and data, proposed conduit and communication infrastructure locations, existing infrastructure locations, and any other information per location as may be deemed necessary by staff to complete a thorough review of the proposed improvements. The City reserves the right to reject any of the proposed sites or modify proposed plans based on a review of this additional information. 5  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 • Encroachment is subject to final plan review and approval, and issuance of applicable permits prior to the use of any of the sites. • The SV01 location involves a tower operated by Chatham County and Petitioner must obtain approval from Chatham County to locate on the tower as proposed. • The petitioner shall enter into a Revocable License Encroachment Agreement (RLEA) governing use of the property in form as attached to the Franchise Agreement. • Conditions outlined in the COA and related approvals must be satisfied. City Council may review and decide each site individually or as a whole. If a site(s) is rejected, then petitioner may request a replacement site to complete coverage of the proposed network. Request by petitioner that the City grant a Revocable License for Encroachment Agreement at the 26 sites listed for the installation, operation, and maintenance of a DAS cellular network, as submitted by Harold Yellin on behalf of VZW, subject to conditions noted; and authorization for the City Manager to execute the finalized encroachment agreement. Recommend approval. Approved upon motion of Alderman Johnson, seconded by Alderman Bell, and unanimously carried per the City Manager’s recommendation. ORDINANCES SECOND READINGS Ordinance read for the first time in Council January 21, 2016, then by unanimous consent of Council read a second time, February 18, 2016 placed upon its passage, adopted and approved upon a motion by Alderman Hall, seconded by Alderman Shabazz, and unanimously carried. Community Redevelopment Tax Incentive Ordinance. Adoption of program and procedures that identify real properties maintained in a chronically blighted condition, and establishes a mechanism to tax those properties at a higher rate by increasing the millage rate applied to those properties by a factor of 7. City Manager Cutter stated there have been a lot of concerns as it relates to the Community Redevelopment Tax Incentive Ordinance and recommended it being continued in an attempt to allow staff to respond to the questions from the citizens. Approved upon motion of Alderman Hall, seconded by Alderman Shabazz, and unanimously carried per the City Manager’s recommendation. Prohibition of Parking on Southern Boulevard. An ordinance to amend the City Code to prohibit parking in the cul-de-sac at the north end of Southern Boulevard, 1000’ north of Southern Oaks Drive. A mobile vehicle, or trailer, commercially licensed by the Department of Driver Services, from which uncut perishable fruits, vegetables, and herbs are sold. Commercially prepared and commercially prepackaged foods such as seafood, meats, and milk (excluding alcoholic beverages, homemade food products and craft goods) may be sold in addition to, but not without the concurrent sale of fruits, vegetables, and herbs. Prepared foods that are meant for consumption on site are not permissible. However, foods prepared for cooking demonstration purposes are permissible and may be consumed on site. The recommendation to limit it to three days is driven by what it takes to have a four day festival. Alderman Thomas stated he wanted to put the information out to the public as he feels phone calls will come in from business owners. Alderman Johnson asked if a half day was considered for Sunday. Marty Johnston, Deputy Assistant to the City Manager came forward stating City Manager Cutter is correct and although the festival period begins Thursday, things begin well before that. It is a day of preparation with police, the sanitation bureau and parking services. Ms. Johnston stated to extend the City staff beyond three days is a chore and the amount of man power it takes to do this is amazing. Alderman Johnson suggested engaging the businesses and making them aware on the front end before the phone calls are received. In an effort to improve safety and to address increased traffic volumes in areas of new development, Traffic Engineering has installed stop 12  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 and go signals to control all traffic at the intersections of East River Street and General McIntosh Boulevard and at White Bluff Road and Wilshire Boulevard. The redevelopment of the old Georgia Power building on East River Street at General McIntosh Boulevard will increase traffic volumes at the intersection. To best serve the hotel, the intersection was redesigned to allow for left turns off of General McIntosh onto East River Street. The change in geometry coupled with the additional traffic prompted the signal installation. Construction of a new grocery store on Wilshire Boulevard between Abercorn Street and White Bluff Road will increase traffic to that block. To provide for safe access and egress at White Bluff Road, a traffic signal was installed as part of the development. In order to provide for enforcement of the new traffic signals, it is necessary to place these two locations in Section 201 of the code appendix. Recommend approval. Approved upon motion of Alderman Bell, seconded by Alderman Durrence, and unanimously carried per the City Manager’s recommendation. Left Turn Prohibition on Ann Street. In the next few months, the new Fairfield Inn and Suites will open at 135 Martin Luther King, Jr. Boulevard simultaneously with a companion parking deck that fronts Ann Street. Based on a traffic engineering study, the majority of traffic leaving the parking deck is expected to exit Ann Street at West Oglethorpe Avenue in order to go east. Signalizing the intersection is not an option, as it is too close to the signalized intersection at Martin Luther King, Jr. Boulevard. Traffic Engineering and the Georgia Department of Transportation have worked with the developer to improve the median opening on West Oglethorpe at Ann Street so that eastbound drivers will be permitted to turn left onto Ann Street. Drivers on Ann Street will be required to turn right and then U-turn at Fahm Street to go east. Chatham Area Transit supports the partial closure of the median, as it maintains access for Greyhound buses to enter the east end of the terminal while eliminating conflict with southbound vehicles. In order for the prohibition to be enforceable, the City Code of Ordinances must be updated to reflect the change. Recommend approval. Approved upon motion of Alderman Bell, seconded by Alderman Durrence, and unanimously carried per the City Manager’s recommendation. Truck Traffic on East Washington Avenue and Kerry Street. Traffic Engineering has received complaints from residents in the Parkside neighborhood regarding truck traffic using East Washington Avenue between Waters Avenue and Bee Road. Currently, City Code prohibits commercial vehicles on East Washington Avenue, only from Bull Street to Waters Avenue. Additional concerns have been raised about commercial development on East Victory Drive spurring tractor trailer drivers to use Kerry Street as a cut through to avoid congestion. Traffic Engineering has investigated resident concerns. Based on their findings, they have determined that neither East Washington Avenue nor Kerry Street are suitable for truck traffic 13  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 and that commercial vehicles should use other more suitable, nearby streets including Waters Avenue and Victory Drive. Recommend that the “no truck” restriction be extended on East Washington Avenue to include the segment from Waters Avenue to Bee Road. It is further recommended that a “no truck” restriction be implemented on Kerry Street from Bee Road to Dixie Avenue. Recommend approval. BIDS, CONTRACTS AND AGREEMENTS Upon a motion by Alderman Thomas, seconded by Alderman Johnson, and unanimously carried, the following bids, contracts and agreements were approved per the City Manager’s recommendations: Coastal Workforce Services Career Service Center Lease: 140 E Martin Luther King, Jr. Boulevard, Hinesville, Georgia. Coastal Workforce Services (CWS) is seeking the approval of a three-year lease for 140 Martin Luther King, Jr. Boulevard Hinesville, GA 31313. In the spring of 2015, the Coastal Workforce Development Board (CWDB) approved a plan to re-locate services at sites throughout the 10-county region. A comprehensive one-stop is needed in the 3- county sub region to adequately serve the almost 1,800 employers and over 5,000 individuals currently unemployed. The CWDB Executive Committee voted and approved to sign and execute the lease on January 21, 2016. The lease was reviewed by Real Property Services and the City Attorney’s Office. The location will provide Adult, Dislocated Worker and Youth Services to Liberty, Bryan and Long Counties. The location will also serve transitioning military members and their spouses by connecting them to occupational training, open job orders, and academic services. The location is approximately 3,000 square feet and the rent will be $3,200 per month. The cost per square foot is roughly $10.67 and is well below the market rate of $14.00 per square foot. It is the role of the City of Savannah, as the fiscal agent, to authorize the CWDB to execute these types of contract agreements. CWS is seeking authorization to enter into a three-year lease for 140 Martin Luther King, Jr. Boulevard Hinesville, GA 31313. Recommend approval. Office Supplies – Contract Extension – Event No. 2964. Recommend approval to extend an annual contract with Staples Advantage in an amount not to exceed $60,000.00. The contract extension will extend the current contract until April 1, 2016. The original contract was for office supplies, small office equipment, and various small furniture items. Staples Advantage has held the annual contract for these items and services since 2011. A new proposal for these items and services is under review and is expected to be awarded in March 2016. Until that time, the current contract will remain in effect. This extension will allow the City to continue to receive discounts and rebates until the new contract is awarded. Recommend approval of the summary change order for time only to Dayenesi, Inc. The summary change order is needed to extend the contract deadline for the Industrial and Domestic Water Plant High Service Pump Building Electrical Upgrade to February 29, 2016. The original contract was for the installation of more robust electrical service to power the new, larger pumps at the plant. The extension is needed for the revision of the pump power feed duct- bank routing, the fabrication of substitute electrical components, revisions to the power switching sequence between the generator controls and new/existing electrical systems, the resolution of the building additional thermostat control sequence, and additional safety measures had to be put in place which delayed the project. Additionally, high rain volumes have impacted the site which caused further delays. The original contract was approved by Council on October 16, 2014, in the amount of $416,494.00. The contract amount will not be affected by the extension. The second lowest bidder was J.T. Turner Construction in the amount of $469,000.00. The date extension could not have been foreseen by any of the bidders. No funding is required for this summary change order as it is for time only. Recommend approval. Emergency Notification Service – Contract Modification No. 1 – Event No. 3221. Recommend approval of Contract Modification No. 1 to SwiftReach Networks in the amount of $3,000.00. The original contract was to purchase a system that offers web-based automated notifications to citizens. The system delivers timely messages via multiple communication channels to allow for reliable reports to citizens and members of predetermined groups regarding emergencies, weather events, and community activities. The current users of this system are personnel in Emergency Management, Savannah Chatham Metropolitan Police Department, Public Development, Public Information, and Chatham Emergency Management. The contract modification will allow for an unlimited number of telephone notifications to our citizens via phone and text. Bobby Chu has requested a water and sewer agreement for Walthour Oaks. The water and sewer systems have adequate capacity to serve this 16 equivalent residential unit development located off Walthour Road. The agreement is consistent with policy directives given by the Mayor and Aldermen and has been reviewed and approved by the City Attorney for legal format. Recommend approval. Memorandum of Understanding Between the City of Savannah and the Savannah- Chatham County Public School System for Sharing of Network Assets. The Information Technology Departments for the City of Savannah and the Savannah Chatham County Public School System (SCCPSS) have always collaborated with each other to share plans and projects, as well as to offer input to each other on different technology solutions. In the course of these discussions, it has become apparent that both agencies could benefit by having a formal agreement in place to allow sharing of fiber network resources. The goal is to share fiber network resources to extend the reach of each agency into areas where they currently do not serve. Each agency’s network would remain separate and distinct, but both networks could share the same fiber infrastructure to reach common endpoints. An immediate project the SCCPSS expects to pursue is to extend their connectivity into community centers that are on fiber connections. The SCCPSS would then be able to offer students the ability to access their network portal from the community centers to facilitate completion of after school assignments and homework. Recommend approval. Alderman Hall recognized and congratulated the members of the city’s IT and the school boards technology department for coming together and coming up with an agreement that is a win, win situation for our citizens who are the local school systems students. He continued stating this is how governments should work and will enhance the educational abilities of all students and benefit them greatly. Alderman Shabazz concurred with Alderman Hall stating this will enhance the community centers and will be a phenomenal thing for the children and parents that frequent the centers. Approved upon motion of Alderman Shabazz, seconded by Alderman Miller, and unanimously carried per the City Manager’s recommendation. Alderman Hall recused himself from the vote. 20  OFFICIAL PROCEEDINGS OF SAVANNAH CITY COUNCIL MEETING February 18, 2016 Intersection Improvements – Jimmy DeLoach Parkway at Crossroads Parkway – Event No. 3848. Recommend approval to procure construction services from E&D Contracting Services in the amount of $489,403.00. The services will be used by the Public Works Bureau to create improvements to the northbound Crossroads Parkway approach to the Jimmy DeLoach Parkway. The services include widening of the roadway embankment, adding pavement and guard rails, and re-striping to create a three-lane approach to the intersection. The project includes an overall MWBE goal of 23%, with the breakdown of 16% MBE and 7% WBE. Based on the proposed schedule of MWBE participation submitted by the low bidder, the overall MWBE participation will be 78%, with 16% MBE being performed by Cheong Construction Management. The WBE participation submitted by the low bidder is 62%, with 48% being performed by E&D Contracting Services and 14% being performed by Carroll & Carroll. Network Maintenance and Purchases – Annual Contract – Event No. 3886. Recommend approval to award an annual contract for network maintenance and purchases to Layer 3 Communications in the amount of $316,294.03. The contract will be used by the Information Technology Department for hardware and software maintenance for designated equipment from Juniper Networks, Aruba Networks, and Palo Alto Networks. The contract will also include equipment procurement that will encompass on-going hardware purchases and associated implementation services. The method used for this procurement was the Request for Proposal (RFP) that evaluates criteria in addition to costs. The criteria evaluated were experience with similar projects, project team, project approach, proposed schedule, MWBE participation, local vendor participation, and fee proposal. Announcements Alderman Hall recognized Council member Thomas Barbee from the City of Port Wentworth, GA and thanked him for attending the meeting today. Alderman Johnson announced a search committee has been appointed by Mayor DeLoach to oversee the executive search for a new City Manager. Alderman Johnson will chair the committee and Mayor DeLoach and Aldermen Foster and Shabazz will work alongside him in recommending a search firm to Council for its approval, working with the search firm and subsequently making recommendations on a selection process to the Council for its approval. The RFP has been completed and Council hopes to receive good firms to be able to present viable qualified search firms for approval. Alderman Shabazz announced the Cann/Jackson Park Neighborhood Association are in need of much need improvements to the park. She asked that Mr. Gator Rivers, Former Harlem Globetrotter be allowed to speak briefly about a basketball court they would like to incorporate in the community. Mr. Rivers stated the project is called Dream Courts which was founded by Nancy Lieberman whose Foundation partnered with the WorldVentures Foundation to build high-quality basketball courts for children living in underprivileged communities across the country. The goal of this program is to keep children off the streets and to provide them with a safe and competitive environment where they can develop skills such as teamwork and good sportsmanship. With that they would like to incorporate a three on three league. The areas they have in mind are 38th Street, Cann Park, Crawford Square and the Live Oak Park. The leagues will be comprised of men from local churches ages 45 and older who will serve as mentors to the youth to bridge the gap between grandparent and youth. Alderman Foster stated a priority of Council this year has been public safety and one of the needs of officers has been additional security camera and he is pleased to announce City Manager Cutter is looking to include additional security cameras in the upcoming bond issue and thanked her. Alderman Johnson stated there was another shooting in West Savannah last night where a young man lost his life, and two shootings in Liberty City within the last couple of days and its happening on Council’s watch. He continued stating he knows many thought it would be easy because they are here yet, crime is still occurring because the function of crime is much larger than Council and police. He asked that Council continues its vigilance, outrage and righteous indignation that any crime should frustrate Council and make them upset. People in the community are still being victimized, social issues need to be dealt with regardless who is in office and who the Chief of Police is and Council needs to keep their eye on that ball. Alderman Shabazz read a letter sent to Council from Michael Porter in reference to crime which gave a recommendation and rationale for youth to participate in a conflict resolution group.
