A Limited Agenda Meeting of the Board of Trustees of the Village of Scarsdale was
held in the Trustees’ Room in Village Hall on Tuesday, December 26, 2017 at 8:30 A.M.
Present were Mayor Hochvert, Trustees Finger, and Pekarek, Ross, and Veron (via
teleconference). Also present were Village Manager Pappalardo, Village Attorney Esannason,
Deputy Village Attorney Garrison, and Village Treasurer McClure.

The minutes of the Board of Trustees Regular Meeting of Tuesday, December 12,
2017 were approved on a motion entered by Trustee Pekarek, seconded by Trustee Finger,
and carried unanimously.

Bills & Payroll
Trustee Veron reported that she had audited the Abstract of Claims dated
December 26, 2017 in the amount of $734,833.29 which includes $13,637.28 in Library
Claims previously audited by a Trustee of the Library Board which were found to be in order
and she moved that such payment be ratified.
Upon motion duly made by Trustee Veron and seconded by Trustee Finger, the
following resolution was adopted unanimously:
RESOLVED, that the Abstract of Claims dated December 26, 2017 in the amount of
$734,833.29 is hereby approved.

Finance Committee
Trustee Finger reported on the statements of expense and revenue for the various
funds of the Village for the first six months of fiscal year 2017-18.

General fund appropriations were 43.91% spent as of November 2017 as compared
to 41.84% in 2016-2017. Prior year figures include $7,094,558 in bond refunding expenses.
Exclusive of these expenses, the prior period appropriations were 34.83%.
General Fund Revenues other than property taxes are $9,656,803 through
November 2017. After adjusting for the sale of 32 Ferncliff ($956,300) the resulting total of
$8,700,503 represents a decrease of $172,536 from the 2016-2017 figure of $8,873,039. The
2017-18 tax penalty revenue is down over $200,000 from 2016-2017. Last year’s revenue
included over $240,000 in tax penalties on a single property. Mortgage tax increased
$114,966. Building Permit revenue (included in License and Permit revenue) is up $101,100
from last year which is the bulk of the $105,085 increase in overall License and Permit
revenue. Parking revenue declined $35,600 in 2017-2018. Court fines are down $40,800
while miscellaneous sales are up $19,600. Recreation Department revenue decreased
$122,900 due to decreased enrollment in summer camp programs. Cable TV and gross
receipts taxes declined $82,100. Investment income increased $70,200 partially offsetting the
drop in other revenue categories. Sales tax receipts rose $31,600. Overall rental income
increased $21,900.
The actual collection of Village taxes through November 30, 2017 is at 99.12%.
This is a decrease of 27 basis points from last year’s collection rate.

Upon motion entered by Trustee Finger, and seconded by Trustee Pekarek, the
following resolution regarding Acceptance of a Gift to the Scarsdale Public Library was
approved by a unanimous vote:
WHEREAS, Jonathan Shugar has made a $1,500 donation to the Scarsdale Public
Library in support of the Rappaport-Shugar Fund; and
WHEREAS, pursuant to Policy #103: “Gifts to the Village of Scarsdale” of the Village
of Scarsdale Administrative Policies & Procedures Manual,
acceptance of all gifts valued at $500 or greater must be approved by
the Village Board of Trustees; now, therefore, be it
RESOLVED, that the Village Board hereby accepts the gift of $1,500 from
Jonathan Shugar to the Scarsdale Public Library; and be it further
RESOLVED, that the Village Treasurer take the necessary steps to complete the
transaction and accept these financial gift of $1,500 and deposit it in
the Library’s Rappaport-Shugar Fund; and be it further

RESOLVED, that the Board of Trustees hereby extends their heartfelt thanks and
great appreciation to Jonathan Shugar.

Municipal Services
Upon motion entered by Trustee Veron, and seconded by Trustee Pekarek, the
following resolution regarding the Sale of Surplus Vehicles and Equipment was approved by
the vote indicated below:
WHEREAS, the Village’s Internal Control Policy 202, attached hereto and made a
part hereof, authorizes the Village Manager to declare as surplus any
items of scrap metal, used equipment, motor vehicles, and any other
property, with Section 3.2 specifying that any such item valued at
greater than $5,000 shall only be disposed of after sealed bids or a
public auction has occurred and the Board of Trustees has approved
the sale by resolution; and
WHEREAS, the Village Manager reports that Village Vehicle # 984, a 2008
Crimson Rear- Mount Aerial Truck, also known as Ladder 28, was
certified to him in writing by the Fire Chief as having no further use
or need to the Village pursuant to the current Fire Department
Apparatus Reorganization and Replacement Plan, attached herewith;
and
WHEREAS, on July 20, 2017, the Village Manager declared Ladder 28 as surplus
with two subsequent auction attempts completed without bids
received, as related in the attached staff memorandum, thus
necessitating a tandem sale listing with a brokerage firm, Brindlee
Mountain Fire Apparatus; and
WHEREAS, on December 13, 2017, the Village received a $210,500.00 bid
through Brindlee Mountain Fire Apparatus from the Township of
Oro-Medonte, Ontario, Canada, representing the only bid for Ladder
28, despite staff having deployed multiple sales strategies, including
the required public auction efforts; and
WHEREAS, due to the absence of bids through two recognized auction outlets,
with the only bid having been received through a listing brokerage
rather than by auction, combined with the declining value of Ladder
28 as it approaches ten years of age, as well as the importance of
securing funding to advance the Apparatus Reorganization and

Replacement Plan, it is in the Village’s best interest to complete the
sale of Ladder 28 to the township of Oro-Medonte, Ontario, Canada,
for $210,500.00; now, therefore, be it
RESOLVED, that the Village Board of Trustees hereby approves the sale of Ladder
28 through the Brindlee Mountain Fire Apparatus brokerage for
$210,500.00 to the township of Oro-Medonte, Ontario, Canada, and
the payment of a 5% commission for the sale to Brindlee Mountain
Fire Apparatus.
