Ms. King called on Rev, Dave Chetram Shree of Ganesh iiilandir of Schenectady who provided the invocation. Ms. King called on Rev. Representatives on behalf of t 50 musicians affiliated with a Place for Jazz extended their gratitude for the recopition by the Mayor and the City Council. She asked the Council to stippod the 54,000 request. Damonni Farley, Schenectady - Noted he is with the Hamitton Hill Arts Center. He noted the organization recently I~oskedan event feeding 200 people and also offered 50 free haircuts. He noted the Center is a stable in the community and mmy will benefit from the proposed fitnding suppofl, Sharon Garter, Schenectadp - Noted she is employed with SlCbf and on the Board with the Hamitton Will Arts Center, She noted both organizations sewe vutneratble populations, She added the funds supporling the free summer lunch p r o g m help feed 50,000 meals over the summer. She asked the Council to reconsider the secufity deposit kndtng proposal. She noted the wuth progams offered by both organizations are safe, creative and diverse. She closed by asking the Council to suppod the $30,000 hnding proposal from the Hamilton Hill Arts Center to complete energy efficient renovations. Linda Mac Foolane, Seheneetady - Noted she is Executive Director o f the Community Loan Fund which has recently expanded to include a satellite office in Schenectady. She noted the orsanization is dedicated to ensuring low income residents and women owned businesses have access to affordable business loans. She added the Loan Fund will also be offi=ring an eight week training course related to starting up a business on May 3, 2014. She noted the organization is able to pay for services throu& grants and donations. Regarding the requested fknding through the 2014 CDBC the organization anticipates creating 57 jobs and 62 affordable housing units along with offenng 15 loans to minority owlied businesses, She closed by noting the organization is also applying for a federal g a n t which tvould allow for ma-tchir-lgfiinding, Kasirn Adeear-Hasan, Schenectady - Noted he is the Board President o f the Hamilton Hill Arts Center. Phil Grigsby, Sehenectady - Noted the need for ongoing funding related to the SIGI\/Z summer lunch progam which provided 55,000 lunches last year. James Ftacke, Schenectady - Noted he is the Assistant Director for Better Nei&borhoods, He reflected on the community partnership his organization has with others in attendance coni&t. He noted his specific support for the Community Loan Fund which has provided technical assistance to his organization. He noted Better Neighborhoods, in its 46 year, has rebuilt hundreds of homes and provided hours of counseling services to help prevent home foreclosures. He noted the requested 5300,000 will allow Better Neighborl~oodsto continue to assist with home repairs, foreclosure counseling and cover administrative costs, 3. Regarding the Pump station she recommended it be demolished and to make something more compatible. From this, ive gained specific in-depth knowledge of the North Ferry St. Pump Station, and during that time, I was the project engineer. As desiqed, the flooding in 201 1 did not damage the pumps, even thou& they were h l f y submerged. Damage was done to the generator and electrical equipment because water rose in the wet well and came through a relatively small area of an interior wall. Had the recommendations to move the equipment upstairs been followed, there would have only been minor damage m d clean rip were the station would not have been knocked out of operation. The City most recently requested proposals for replacement of the entire pump station, while keeping and relocating those same pumps and controls into the new pump station. In response. we provided a comprehensive proposal. Sic proposals %-erereceive with the three lowest fees being around $1 75,000 followed by ours at $236,000 and the third at around $330,000. The review committee publically presented the Council with the thee Iowest bidders, based on price with their recommendation to award to the apparent lowest bid at $175,000. By the committee presenting these three bids to the Council as they did the review process is misrepresented and misleading, as we were excluded from the intervietv process. Even thou& our k e was the second lowest, the committee chose to inteniiew two fims that had fees from $94,000 to upwards of $1 84,000 more than outs. W e were never contacted about our proposal or given an inrenriew to explain what was included. Our price was nd Iowest bid we tvere skipped over foran inteniew. We have teamed that a rating system was used to dismiss our experience and move us out of position to interview. This purely subjectite rating system is open to personal and political bias. Because of the committee's evaluations, if the Low bidder was unable to fctlfill their work the City tvould have skipped our bid and moved $190,000 or bi&er than the low bidder to the next bidder because of a flawed subjective process."
