Councilmember John Mootooveren offered the following: A Resolution Authorizing the Acceptance of the GIVE-2014 Grant WHEREAS, the City Council seeks to enter into a contract with the New York State Division of Criminal Justice Services (DCJS), which provides funding through the Gun lnvolved Violence Elimination (GIVE) Partnership, formerly known as IMPACT, for the purpose of securing funds allocated to the City of Schenectady and County of Schenectady through the GIVE grant program; and WHEREAS, pursuant to this grant the City shall receive $364,944.00 from DCJS to be used as described in the Budget Detail Worksheet of the Grant Award, and the agreement shall be effective from July I"', 2014 through June 3oth,2015: NOW, THEREFORE BE IT RESOLVED, that the City Council hereby authorizes the Mayor to enter into a contract between the New York State Division of Criminal Justice Services and the City of Schenectady for the purposes of securing grant funding as described in the GIVE grant award, to be allocated as provided in the Budget Detail Worksheet above described, a copy of which shall be attached to this Resolution, and incorporated herein by reference, and that the Commissioner of Finance and Administration is authorized to receive and allocate the funding as directed in the Budget Detail Worksheet. WHEREAS, Richard Brown is the owner of property located at 10 North Ferry St., (S.B.L. 39.63-2-48.1) in the City of Schenectady; and WHEREAS, that property was assessed at $244,000 in 2009,2010,201 1,2012, and 2013; and WHEREAS, the petitioner filed a petition pursuant to the Real Property Tax Law in State Supreme Court seeking a reduction in the appraised value for these properties; and WHEREAS, Office of Corporation Counsel and the City Assessor have recommended that it would be in the best interest of the City to settle this matter; and WHEREAS, the settlement was approved by the City Claims Committee: NOW, THEREFORE BE IT RESOLVED that the Office of Corporation Counsel is authorized to enter into a Stipulation Agreement with Richard Brown, reducing the assessed value for the 10 North Ferry St. property to $170,000 for 2009, $165,000 for 20 10 and 20 11, and $160,000 for 2012 and 2013. WHEREAS, Shawn Sandham is the owner of property located at 1326 State St., (S.B.L. 49.67-4-5) in the City of Schenectady; and WHEREAS, that property was assessed at $363,300 in 201 1,2012, and 2013; and WHEREAS, the petitioner filed a petition pursuant to the Real Property Tax Law in State Supreme Court seeking a reduction in the appraised value for these properties; and WHEREAS, Office of Corporation Counsel and the City Assessor have recommended that it would be in the best interest of the City to settle this matter; and WHEREAS, the settlement was approved by the City Claims Committee: NOW, THEREFORE BE IT RESOLVED that the Office of Corporation Counsel is authorized to enter into a Stipulation Agreement with Shawn Sandham, reducing the assessed value for the 1326 State St. property to $259,000 for 201 1,2012, and 2013. Corporation Counsel  CITY COUNCIL SCHENECTADY, NEW YORK RESOLUTION NO. : Councilmember offered the following: A Resolution Honoring Elsie Harrington and Lou Grasso as the Senior Citizens of the Year Whereas, there are now more than thirty million people aged sixty-five and over in the United States; and Whereas, this large segment of our population represents a great national resource of skills, wisdom, and experience upon which much of our Nation's progress has been built and which continues to enrich our daily lives and to provide counsel and leadershp; and Whereas, the City of Schenectady is lucky to be blessed with many amazing senior citizens, who contribute greatly to our community, but it is Elise Harrington and Lou Grasso who stand out from the pack, and are worthy of being honored as Senior Citizens of the Year in Schenectady; and Whereas, Elise Harrington served as the Warden of the Woodlawn branch of the Rebekas, a fraternal service organization, from 1930 until 1997, and was involved with many service projects that provided assistance to children and elderly people. Even after her loothbirthday she continues to help pack canned goods for the needy at Thanksgiving, raise money for the Alzheimer's Association, and help children though the Make-A-Wish Foundation, and is known for the big smile that's always on her face; and Whereas, Lou Grasso is a lifelong resident of Schenectady who owns and operates Grasso's Barbershop, and is affectionately known as the "Mayor of Woodlawn." He is the co-president of the Woodlawn Neighborhood Association, and is involved with the Woodlawn Park Redevelopment Committee as well as the Friends of Woodlawn Preserve Committee. He hosts several bus trips each year which take seniors to various events both in and out of New York State, and is very involved with the community of St. Paul the Apostle Church: NOW, THEREFORE, BE IT RESOLVED, that The City of Schenectady hereby declares Elise Harrington and Lou Grasso to be the Senior Citizens of the Year, and thanks them for their contributions to our City. Corporation Counsel  CITY COUNCIL SCHENECTADY, NEW YORK RESOLUTION NO. : Counciimember offered the following: A Resolution Honoring the Service and Sacrifice of our Nation's Men and Women in Uniform and Proclaiming Schenectady as a Purple Heart City WHEREAS, on August 7th,1782, Commander in Chief General George Washington established the "Badge of Military Merit", the precursor to the modem day Purple Heart, for singular meritorious action and it is the oldest military decoration in use today; and WHEREAS, the citizens of the City of Schenectady have great admiration and the utmost gratitude for the men and women who have selflessly served their country in the Armed Forces; and WHEREAS, veterans have paid the high price of freedom by leaving their families and communities, and placing themselves in harm's way for the good of all, and their contributions and sacrifices have been vital in maintaining the way of life enjoyed by our all Americans; and WHEREAS, citizens of our country have received the Purple Heart Medal as a result of being wounded while engaged in combat with an enemy force, construed as a singularly meritorious act of essential service; and WHEREAS, the City Council desires to proclaim Schenectady to be a Purple Heart City, thereby honoring the service and sacrifice of our nation's men and women in uniform who have been wounded or killed by the enemy while serving to protect our freedoms: NOW, THEREFORE, BE IT RESOLVED, that The City of Schenectady hereby declares itself a Purple Heart City in recognition of those fiom our community who are Purple Heart Medal recipients.
