Councilmember offered the following: A Resolution Authorizing an Agreement with the Schenectady City School District to Provide Community Engagement Officers WHEREAS, the City of Schenectady seeks to implement the Schenectady Police Reform and Reinvention Collaborative Plan (“Plan”); and WHEREAS, a component of the Plan involves the utilization of Community Engagement FT Officers in city schools to enhance the safety and welfare of the students and the overall school community; and WHEREAS, the City and the Schenectady City School District (“District”) have negotiated an agreement, a copy of which is attached hereto and made a part hereof, whereby the City will provide D Community Engagement Offices to the District to fulfill the goals identified hereinabove and in the agreement: RA WHEREAS, the City shall receive $50,000, with a two percent annual increase, for each Community Engagement Officer per academic year (2022-2025) from the District: NOW, THEREFORE BE IT, RESOLVED, that the Mayor or his designee is authorized to enter into the agreement with the District to provide Community Engagement Officers, the terms of which shall be set by the Corporation Counsel; and be it further RESOLVED, that all reimbursements from the District for the Community Engagement Officers program must remain in the Schenectady Police Department budget to pay for mental health professional services through outside agencies and for additional Community Engagement Officers. Councilmember offered the following: A Resolution Allocating $30,600 of CDBG Funds to the 2022 Tree Planting Collaborative and Authorizing the Mayor to Enter into an Agreement with Community Fathers, Inc. to Manage the Program WHEREAS, in 2021, the City of Schenectady partnered with various organizations including Community Fathers, Inc. to employ Schenectady youth to plant over 50 trees in the Hamilton Hill and Mont Pleasant Neighborhoods; and FT WHEREAS, in 2022, the City of Schenectady is seeking to allocate $30,600 of unexpended CDBG funds to expand the program and employ 6 to 12 youths to plant trees in the neighborhoods: NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the allocation of $30,600 of unexpended CDBG D funds for the Summer 2022 Tree Planting Collaborative; and be it further RA RESOLVED, that the City Council authorizes the Mayor or his designee to execute any necessary agreements with Community Fathers, Inc. to effectuate this resolution, the terms of such agreements to be set by Corporation Counsel. WHEREAS, on November 23, 2020, the City Council authorized the allocation of $70,000 of CDBG Cares Act Stimulus Funding to the Hamilton Hill Arts Center for renovation of its HVAC System; and WHEREAS, the scope of work has expanded, and funding is needed to cover rent for FT services, consulting services, and renovation costs; and WHEREAS, an additional $70,000 is needed to be reallocated to cover costs that will ensure programming continues during renovations, consulting services, and development: NOW, THEREFORE BE IT, D RESOLVED, that the City Council authorizes the Mayor or his designee to enter a RA contract with the Hamilton Hill “Drop In” Arts and Crafts Association, Inc. for $70,000 to cover costs related to renovations, including the rental of space, consulting services, pre-development and construction costs. Councilmember offered the following: A Resolution Recognizing National Black Barber Shop Appreciation Day WHEREAS, May 1, 2022 is National Black Barber Shop Appreciation Day; and WHEREAS, Schenectady barber shops are cornerstones of our community. Barber shops play multiple roles in the city, offering opportunities for employment, mentoring, a place FT to exchange thoughts, engage in mental hygiene, and even conflict resolution; and WHEREAS, barbers work intimately with multiple people every day, dealing with different energies and personalities all the time. It’s not uncommon for a customer to unload their personal struggles onto their barber; and D WHEREAS, in addition, barber shops are vital businesses that offer many individuals the opportunity to become self-employed while cultivating the next generation of entrepreneurs RA – all while supporting our City’s tax base; and WHEREAS, Black Barber Shops are a historically important haven for Black men and boys to congregate, connect, collaborate, and refreshingly communicate. Barber shops are places where wisdom is passed between generations, forming bonds between our elders and our youth all while fostering good will and fellowship; and WHEREAS, anyone who has ever worked in, frequented, or stepped foot into a Black barber shop understands the experiential strengths and rich culture that is interwoven; and WHEREAS, a research study finds that black men experience benefits to their well- being from a visit to the barber: NOW, THEREFORE BE IT, RESOLVED, that the Schenectady City Council and Mayor Gary R. Councilmember offered the following: A Resolution Recognizing National Foster Month WHEREAS, the United States Children’s Bureau founded in 1912 to improve child abuse prevention, foster care, and adoption; and WHEREAS, National Foster Care Month acknowledges the impact of foster parents, family members, volunteers, and other members of the community who help youth in foster care find permanent homes; and FT WHEREAS, this year’s theme of “Relative and Kin Connections: Keeping Families Strong” identifies the importance of providing stability and comfort and focusing on pathways to permanency; and WHEREAS, acknowledging the role caregivers play in maintaining family and cultural connections as key factors in strengthening the overall well-being of children in foster care systems; and D WHEREAS, Phyllis Norleen Dixon, a foster and adoptive single-parent, foster parent trainer for Schenectady DSS, volunteer for Schenectady YWCA and the City Mission, charitable donor to the Schenectady RA branch of Catholic Charities, and employee at Northeast Parent and Child Society from 2002 to 2016 fostered more than 100 children and adopted 11 children, many from Schenectady; and WHEREAS, the purpose of National Foster Care Month resonates around increasing the visibility of the needs of children and youth in foster care and promoting the importance of providing safe environments for children and youth who temporarily cannot live with their families: NOW, THEREFORE BE IT, RESOLVED, that the Schenectady City Council and Mayor Gary R.
