The Bureau of Justice Assistance (BJA) has awarded the Schenectady Police Department an award under the Fiscal Year (FY) 2021 Bulletproof Vest Partnership (BVP) solicitation. The FY 2021 award funds must be used to purchase National Institute of Justice (NIJ) compliant armored vests. A total of 32 bulletproof vest are scheduled to be purchased through this grant, with the City being responsible for 50% of the cost (total cost $30,067.20). The grant provides a total of $15,033.60 in grant funding. The grant requires a 50% match by the City for a total of $15,033.60, which is covered within the Police Department’s operational budget. Recommendation: The Police Department recommends acceptance of this BJA grant award. The 2022-2023 Proposed Action Plan details the funded strategies to achieve City goals and objectives which were recommended in the adopted 2020-2024 Consolidated Plan. Evaluation/Analysis: Applications for 2022-2023 Federal Fiscal Year funding were reviewed and the recommendations for funding allocations are being presented as part of the 2022-2023 Proposed Action Plan. Background Information: As part of the American Rescue Plan Act, $5 billion was allocated through the HOME Investment Partnership Program (HOME) to Participating Jurisdictions (PJ) to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations. Through the Schenectady HOME Consortium, the City of Schenectady, the City of Troy and the Town of Colonie are eligible for $3,832,771 of this funding. The Schenectady Consortium must conduct a needs assessment to determine the highest priorities and best use of the funds. CARES of NY, Inc. has submitted a proposal to conduct the needs assessment for the Schenectady Consortium. Evaluation/Analysis: The needs assessment will provide an analysis of homelessness, risks of homelessness and risks to other vulnerable populations in all three municipalities as well as recommendations for coordinated efforts to combat homeless across the consortium. CARES of NY, Inc. works with agencies across all three municipalities and manages much of the data gathered by the municipalities as well as regional homeless data. Recommendation: Authorize the Mayor to enter an agreement with CARES of NY, Inc, for a not-to-exceed amount of $45,000 of the HOME ARP funding allocated to the Schenectady Consortium to conduct a needs assessment and allocation plan for HUD approval. LEGISLATION WILL BE PREPARED BY_______Law Department________ 16  CITY OF SCHENECTADY LEGISLATIVE REQUEST FORM COMMITTEE ASSIGNMENT: DATE: May 16, 2022 TO: City Council FROM: Paul Lafond/Andrew Koldin SUBJECT: Environmental Facilities Corporation (EFC) Engineering Planning Grant Background Information: The City has been awarded a $50,000 grant from NYS Environmental Facilities Corporation, as part of the Engineering Planning Grant Program. The grant is for the preparation of the preliminary engineering report for the Mohawk River Inflow Reduction Program. Under the Program, there must be a local match of at least 20% of the EPG grant award. The source of the local match, and any amount in excess of the required match, shall be paid using general water funds. The maximum local match shall not exceed $48,750 based upon a total estimated maximum project cost of $98,750. The City may increase the local match through the use of in-kind services. The proposed study and report associated with the Mohawk River Inflow Reduction Project is a Type II action in accordance with 6 NYCRR Section 617.5(c)(24) pertaining to “information collection, including basic data collection and research; water quality and pollution studies; traffic counts; engineering studies; surveys; subsurface investigations; and soils studies that do not commit the agency to undertake, fund or approve and Type I or Unlisted action”; and Section 617.5(c)(27) for “conducting concurrent environmental, engineering, economic, feasibility and other studies and preliminary planning and budgeting processes necessary to the formulation of a proposal for action, provided those activities do not commit the agency to commence, engage in or approve such action.” Therefore, the proposed data collection and preparation of a preliminary engineering report is not subject to further review under 6 NYCRR Part 617. Evaluation/Analysis: The grant will provide the City with funding for a project that is necessary for the Washington Avenue pump station and other water work on the Mohawk River. Recommendation: Approve the legislative request to accept the $50,000 EFC grant for the Engineering Planning Grant Program and to authorize the Mayor or his designee to execute all agreements related to the receipt of the $50,000 EFC grant. The legislation created a new Office of Cannabis Management (OCM) governed by a Cannabis Control Board to oversee and implement the law. The OCM will issue licenses and develop regulations outlining how and when businesses can participate in the new industry. Evaluation/Analysis: Councilmembers received an email from Nevillene White, in the New York State Office of Cannabis Management, requesting an opportunity to do a public presentation on information about the NYS Office of Cannabis Management (OCM) mission their work, what legalization means for NYS residents, share feedback on the currently proposed regulations, and how we can help OCM share information with individuals who may be eligible for the upcoming Conditional Adult-Use Retail & Dispensary (CAURD) License.
