Councilmember offered the following: A Resolution Amending Resolution 2022-214 Regarding American Rescue Plan Act (ARPA) Project Funding. WHEREAS, in 2021 and 2022, the City Received American Rescue Plan Act (ARPA) funds from the federal government; and FT WHEREAS, on August 22, 2022, the Schenectady City Council passed Resolution 2022-214 jointing allocating ARPA funds to the City of Schenectady Empowerment Center and the Duryee Foundation in the amount of $1,075,000.00; and WHEREAS, of that joint amount, $875,000.00 was allocated to the City of Schenectady Empowerment Center (Empowerment Center) and $200,000.00 was allocated to the Duryee Foundation; and RAWHEREAS, the Duryee Foundation has requested that its $200,000.00 allocation be separated from the Empowerment Center and that an additional $139,300.00 be separated from the Empowerment Center and re-allocated to the Duryee Foundation for a total reallocation amount of $339,300.00 to be used for the Duryee Foundation’s operating costs at 311 Hullett Street; and NOW, THEREFORE BE IT, RESOLVED, that the City Council amends Resolution 2022-214 to separate the joint funding of the Empowerment Center and the Duryee Foundation and that $200,000.00 be separately allocated to the Duryee Foundation from the joint allocation of $1,075,500.00 and that an additional amount of D $139,300.00 from the Empowerment Center’s allocation be re-allocated to the Duryee Foundation for a total separate allocation of ARPA funds in amount of $339,300 for the Duryee Foundation. Councilmember offered the following: A Resolution Awarding the Bid and Contract for the “Schenectady City Hall Clock Tower Restoration” to Mid-State Industries, Ltd. in the Amount of $508,000.00 FT WHEREAS, the historic Schenectady City Hall Clock Tower was last restored in the 1990s due to a fire which engulfed the tower causing most of the tower to be reconstructed; and WHEREAS now the Clock Tower is in need of a full restoration due to significant deterioration which has been observed and work is to include removal and replacement of wooden portions, clock components and other various restorations; and WHEREAS, the Engineering Department solicited and received bids for the “Schenectady City RA Hall Clock Tower Restoration” and a low bid of $508,000.00 was received on July 31, 2024 from Mid- State Industries, Ltd. of Schenectady, New York; and WHEREAS, the cost and expense of this work is to be charged to a capital budget code that was specifically set up for facilities repairs; NOW THEREFORE BE IT, RESOLVED, the Schenectady City Council, acting as a Board of Contract and Supply under C5-9 of the City Charter, confirms and ratifies issuance of a contract with Mid-State Industries, Ltd. for the “Schenectady City Hall Clock Tower Restoration” in the amount of $508,000.00; and be it D further RESOLVED, that the Mayor or his designee is authorized execute the contracts identified hereinabove, the terms of which shall be set by the City Engineer in cooperation with the Corporation Counsel. Councilmember offered the following: A Resolution Awarding the Bid and Contract for the “Schenectady City Hall Clock Ventilation Replacement – EC” to SW Burke Electric, LLC. in the Amount of $39,375.00 FT WHEREAS, the air circulation system within City Hall has been decommissioned for many years due to the complexity of repairing the existing system and this project is to remove and replacement of the existing decommissioned system and updating various components to restore air circulation; and WHEREAS the size and scope of this work, Wicks Law applies and therefore this project was broken into two (2) prime contracts which are Electrical Construction (EC) and Mechanical Construction (MC); and WHEREAS, the Engineering Department solicited and received bids for the “Schenectady City Hall RA Clock Ventilation Replacement” and a low bid of $39,375.00 was received on July 31, 2024 from SW Burke Electric, LLC of Menands, New York for the Electrical Construction portion of this project; and WHEREAS, there were no bids received for the Mechanical Construction portion of this project and is currently being rebid with proposals due on September 4, 2024; and WHEREAS, the cost and expense of this work is to be charged to an ARPA code that was specifically set up for this work; NOW THEREFORE BE IT, D RESOLVED, the Schenectady City Council, acting as a Board of Contract and Supply under C5-9 of the City Charter, confirms and ratifies issuance of a contract with SW Burke Electric, LLC for the “Schenectady City Hall Ventilation Replacement - EC” in the amount of $39,375.00; and be it further RESOLVED, that the Mayor or his designee is authorized execute the contracts identified hereinabove, the terms of which shall be set by the City Engineer in cooperation with the Corporation Counsel.
