Evaluation/Analysis: Partner with Law Department and Police Department to identify appropriate solutions to address this chronic issue throughout the city. Recommendation: Review penalties, times when sound reproduction is deemed unreasonable, and discuss potential noise permits. Evaluation/Analysis Recommendation Friday, August 30, 2024 3 CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: FINANCE DATE: August 29, 2024 TO: City Council FROM: Anthony Ferrari/Derek Gugumuck SUBJECT: 2025 Budget – Call for Public Hearing TO BE PLACED ON COUNCIL AGENDA OF: September 3, 2024 Background Information: Pursuant to Section 36 of the Second-Class Cities Law and Article VI of the Charter of the City of Schenectady, an Ordinance to approve and adopt the Proposed 2025 Operating Budget and any relevant Capital Budget needs to be adopted on or before November 1st, 2024. A Public Hearing is a necessary component of the proposal and adoption of the City’s Annual Budget. Evaluation/Analysis: The Mayor’s Proposed 2025 Budget, which will be delivered to City Council on or before September 27, 2024. The 2025 Budget will include Capital Projects and a budget for the following funds: General, Golf, Water and Sewer. It is proposed that the Call for Public Hearing request be addressed at the City Council’s September 3rd Committee and September 9th Council meetings. If the Call for Public Hearing request is approved by the City Council at its September 9th Council Meeting, the Public Hearing would then be scheduled for and held on October 15th. Any comments received at such hearing would be considered at the City Council’s October 15th Committee Meeting and, with Council’s approval, the adoption of the 2025 Annual Budget would then be considered at the City Council’s October 21st meeting. Recommendation: It is respectfully recommended that this Call for a Public Hearing on the 2025 Proposed Budget be approved and that such hearing be scheduled for October 15, 2024. . 4 SCHENECTADY CITY COUNCIL Legislative Request Form Committee: City Development & Planning Committee Date: Tuesday, September 03, 2024 From: Marion Porterfield Subject CR - Recognizing Dr. Steady Moono, President SUNY/SCCC Background Info: Dr. Steady Moono began his tenure at SUNY Schenectady County Community College on Wednesday, July 1, 2015. Under his leadership, the college has grown and started new programs that assist youth in obtaining their college degree such as the Schenectady Smart Transfer Early College High School. Evaluation/Analysis Recommendation That disconnect the city Council recognize Dr. Steady Moono for his years of work at SUNY/Schenectady County Community College and contributions to the City of Schenectady. Friday, August 30, 2024 5 CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: DATE: September 3, 2024 TO: COUNCILMEMBERS FROM: Damonni Farley, Council Member SUBJECT: CPH – Honoring Robert Dobbs for his Outstanding Contributions to the Schenectady Community Background Information: City of Schenectady takes great pride in recognizing and honoring individuals who dedicate their time, energy, and resources to the betterment of our community. Evaluation/Analysis: Mr. Dobbs has consistently fostered community building and fellowship through a variety of events. Recommendation: Schenectady City Council recognize and honors Robert Dobbs for his exceptional contributions to our community. LEGISLATION WILL BE PREPARED BY_____________________ 6 CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: DATE: 08.16.2024 TO: COUNCILMEMBERS FROM: John Mootooveren SUBJECT: Marlene Hill Way Background Information: The relatives of Marlene Hill have petitioned and came before the council requesting that we honor Marlene Hill’s legacy as a restaurant owner and community advocate for over 50 years. Evaluation/Analysis: See the attached. Recommendation: The council consider passing a resolution ceremonial naming of a section of Barrett Street between South Ave and Huron Street “Marlene Hill Way” LEGISLATION WILL BE PREPARED BY_____________________ 7 Marlene Hill was the icon of Barrett Street in the City of Schenectady for over half a century as a generous & kind business owner always willing to give a helping hand to anyone in need. Mrs. Hill provided a place of employment for many in the local community where they became part of the Luigi family and still speak highly of Mrs. Hill to this day. Mrs. Hill was known to often stop her car, roll down her window in the local neighborhoods and ask how people’s families were & donate Luigi’s gift certificates to them. Mrs. Hill sponsored many local events including the Central Park Tennis Tournament, SUNY Culinary Arts Program, The Annual Luigi Open & contributed to many local charities. Mrs. Hill donated trays of food to the local city mission, homeless shelters and the local battered women’s shelters on a regular basis. Mrs. Hill sponsored Union Hockey with pre-game meals and donations. Luigi’s was a favorite spot for Union college’s student athletes, faculty & staff. Mrs. Hill was an inspiration to local business owners in the community that started and operated their business model after her dedication to good service at Luigi’s. Mrs. Hill had known many of her customers for years and remembered lifting some of them into high chairs when they were young. She took care of generations of families in the community. Mrs. Hill and Luigi’s was one of the first restaurants to participate in “Tuesday in the Park” in Schenectady’s Central Park.
