WHEREAS, the New York State Department of Motor Vehicles/Governor’s Traffic Safety Committee has awarded the Schenectady Police Department $6,200.00 in Grant monies to participate in the statewide Child Passenger Safety Program; and WHEREAS, the Grant monies will be used to promote the proper use and installation of child safety seats by providing education, resources and support to parents and caregivers; and WHEREAS, the total Grant award of $6.200.00 requires no matching funds by the City of Schenectady; and RA NOW, THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to execute any and all agreements necessary to effectuate the acceptance of $6,200.00 in Child Passenger Safety Program Grant Award monies from the Governor’s Traffic Safety Committee. WHEREAS, the New York Electric Vehicle (EV) Make-Ready Program supports the development of electric infrastructure and equipment necessary to accommodate development in EVs within New York State by reducing the costs of building EV charging stations; and WHEREAS, the EV Make-Ready Program seeks to expand the installation of Level 2 and/or Direct Current Fast Charging (DCFC) stations; and WHEREAS, the City of Schenectady has been awarded up to $327,379.98 by National Grid for the installation of four (4) DCFC charging station plugs in the area of 112 South College Street (Erie Boulevard/Union Street); and RA WHEREAS, there no matching funds required by the City of Schenectady; NOW, THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to execute any and all agreements necessary to effectuate the acceptance of 327,379,98 from the National Grid New York EV Make-Ready Program. Councilmember offered the following: FT A Follow-On Resolution Establishing Membership Criteria and Reporting Requirements for the City Housing Stability Task Force. WHEREAS, the Schenectady City Council by Resolution Number 2025-138 established a “City Housing Stability Task Force” (Task Force); and WHEREAS, as a follow-on to Resolution 2025-138, the Schenectady City Council hereby establishes the selection criteria for the eight (8) public members of the Task Force, and the Meeting and Reporting Requirements of the Task Force; and WHEREAS, all nine (9) members of the Task Force shall be residents of the City of Schenectady, The Chair of the Task Force shall be a member of the City Council. Among the eight (8) volunteer public RA members there shall be an equal representation on the Task Force of tenants and Schenectady-focused tenant organizations and landlords and Schenectady-focused landlord organizations, and the balance of the Task Force shall be comprised of individuals who have knowledge and experience in rental housing issues; and WHEREAS, the membership of the Task Force will not include private developers, but the input from developers will be sought along with all other sources in keeping with the charge of responsibilities of the Task Force as set in Resolution 2025-138; and WHEREAS, members of the public who wish to serve on the Task Force shall submit an application, a copy of which is attached hereto, and made part of this Resolution. The City Council shall review each application and shall vote on the appointments to the Task Force and all public member appointees to the Task Force shall not be considered officers or employees of the City and shall not receive compensation; and D WHEREAS the Task Force shall have its first meeting no later than thirty days (30) days from the effective date of this Resolution as defined by City Charter Section 13-3(I) and the Task Force shall present its findings and recommendations to the City Council no later than one hundred and twenty days (120) from its first meeting and all Task Force meetings shall comply with the New York State Open Meetings Law; and NOW THEREFORE BE IT RESOLVED, the Schenectady City Council hereby calls for the submission of applications for membership to the Task Force and that such applications be submitted to the Schenectady City Clerk; and 15 BE IT FURTHER RESOLVED, when the Task Force is formed, it will perform its responsibilities in accordance with this Resolution No. 2025-138. WHEREAS, the City of Schenectady is the lead entity of the HOME Consortium with the City of Troy and the Town of Colonie for the provision of HOME funding to each municipality; and WHEREAS, the Schenectady-Troy-Colonie HOME Consortium has committed $1,700,000.00 in HOME ARP funds to the YWCA of Schenectady D/B/A NorthEastern NY for the Harbor House Project to construct/rehabilitate affordable rental units; and WHEREAS, the project is expected to close on September 24, 2025, and with a projected construction start date of October 1, 2025; and RA NOW, THEREFORE BE IT, RESOLVED, the City of Schenectady as the Lead Entity of the HOME Consortium, hereby awards $1,700,000.00 in HOME ARP funds to the YMCA of Schenectady D/B/A NorthEastern NY for the Harbor House Project. Councilmember FT offered the following: A Resolution Authorizing the Sale of 66 Wyllie Street for $45,000.00. WHEREAS, it is in the best interest of the City of Schenectady to sell parcel numbered SBL # 49.49-2-30; and WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, RESOLVED, the City Council authorizes the Mayor to enter into a contract to transfer the title of parcel numbered SBL # 49.49-2-30 to Edward Mach and/or assign for the sum of RA FORTY-FIVE THOUSAND DOLLARS AND 00/100 ($45,000.00); and be it further RESOLVED, that the terms of the contract for sale to an Owner-Occupant Buyer shall contain a clause requiring that purchaser pay $500 at closing for building, electrical, plumbing and other applicable permits, that rehabilitation of the property begin within thirty days of the purchase, and that total rehabilitation of the property, requiring compliance with the State Building Code and securing appropriate building permits with necessary inspections be completed within one year of purchase, as well as any other terms deemed necessary by the Corporation Counsel. WHEREAS, Grand Salon Hair Studio would like to install a sign that will overhang the City’s right-of-way at 9 Yates Street, Schenectady, New York; and WHEREAS, the City Engineer recommends the issuance of a permit for the sign; and WHEREAS, said revocable permit shall be subject to standard conditions that include, but are not limited to, the required indemnification of the City for any and all lawsuits stemming RA from the installation of these items, securing and maintaining liability and casualty insurance, and the maintenance of the encumbrance on City property; and WHEREAS, said permit shall be subject to revocation at the discretion of the City Engineer: NOW THEREFORE BE IT, RESOLVED, that the City Engineer is hereby authorized to issue Revocable Permit No. 690 to Grand Salon Hair Studio for a sign that will overhang the City’s right-of-way at 9 Yates Street, Schenectady, New York.
