Established in 2022 the SS4A program funds regional, local and Tribal initiatives through grants to prevent roadway fatalities and serious injuries. Our local Metropolitan Planning Organization, the Capital Region Transportation Council, applied for and received funds to study crash hot spots in participating City’s. One of the identified hot spots was the Eastern Avenue corridor between Nott Terrace and Elmer Avenue. Evaluation/Analysis: Two concepts were developed for the Eastern Avenue corridor. The first concept includes the removal of the existing signals, new crosswalks and a raised mid-block crosswalk at Tribute Park. The second concept proposes converting the corridor to a one-way street from Nott Terrace to Rankin Avenue with the inclusion of a bike lane. These concepts will be presented at a virtual meeting on Tuesday, September 9th at 5:30pm. A Public Hearing is a necessary component of the proposal and adoption of the City’s Annual Budget. Evaluation/Analysis: The Mayor’s Proposed 2026 Budget, which will be delivered to City Council on or before September 26, 2025. The 2026 Budget will include Capital Projects and a budget for the following funds: General, Golf, Water and Sewer. It is proposed that the Call for Public Hearing request be addressed at the City Council’s September 2nd Committee and September 8th Council meetings. Resolution requesting: That the above-referenced business classification shall be included within those business types in the City of Schenectady that are required to obtain a Certificate of Use, by the City of Schenectady, which shall be issued by the City of Schenectady Code Enforcement Department.” Background Information: Regulatory Gap At present, the City Code does not explicitly require all spa-type businesses to obtain a Certificate of Use or similar local approval before opening. This creates a gap in oversight and enforcement. Purpose of the Moratorium A temporary pause (moratorium) would provide the City time to review its zoning and code regulations. Recommendation: It is recommended that the City of Schenectady adopt a temporary moratorium on the approval or operation of new health and wellness spa establishments until such time as the City Code can be amended. During this period, the Code Enforcement Department should: 1. Review existing business classifications and zoning provisions to determine where spa-type businesses should be regulated. 2.
