The approved award is $155,200. Funding is to expand the Police Department’s body-worn camera program in the following manner: each member of the Detective Division will be issued a camera to provide them with a means to record video when necessary; all parking meter attendants will be issued a camera so they can record interactions with the public; all animal control officers will be issued cameras which will record all calls for service; 20 additional camera’s will be purchased as a reserve pool in case of malfunctions or repair needs. The Department’s present Body- Worn Camera Policy we be revised to incorporate procedures for the additional cameras. The grant award does require a 50% match, however this match is meet with “in-kind” services. These services, which support the body-worn camera program, are provided by members of the Police Department that are already budgeted, therefore no new funding is needed. Recommendation/Action The Police Department recommends acceptance of the BJA Body-Worn Camera grant. LEGISLATION WILL BE PREPARED BY: Assistant Chief Michael Seber  CITY OF SCHENECTADY LEGISLATIVE REQUEST FORM COMMITTEE ASSIGNMENT: DATE: 12/28/2021 TO: City Council FROM: Molly MacElroy SUBJECT: Governor Hochul’s Executive Order 11.1 Background Information: In December of 2020, then Governor Cuomo signed an executive order declaring that individual municipalties had the opportunity to extend, by local option, certain exemptions granted in 2020 to the 2021 assessment roll due to COVID-19. A week later, the former governor signed the COVID-19 Emergency Eviction and Foreclosure Prevention Act of 2020 (Chapter 381 of the Laws of 2020), of which Part D removed the local option thereby mandating that assessment units extend those same exemptions to the 2021 assessment roll. The mandate expired on May 1st, 2021, the date of the printing of the tentative assessment roll. On December 26, 2021, Governor Hochul signed Executive Order 11.1 modifying the state of emergency in New York to include subdivisions 7, 7-a and 8 of section 459-c of the Real Property Tax Law, and subdivisions 5, 5-a, 5-b, 5-c and 6 of section 467 of the Real Property Tax Law, to the extent necessary to permit the governing body of an assessing unit to adopt a resolution directing the assessor to grant exemptions pursuant to such section on the 2022 assessment roll to all property owners who received that exemption on the 2021 assessment roll, thereby dispensing with the need for renewal applications from such persons, and further dispensing with the requirement for assessors to mail renewal applications to such persons. Provided however, that the governing body may, at its option, include in such resolution procedures by which the assessor may require a renewal application to be filed when he or she has reason to believe that an owner who qualified for the exemption on the 2021 assessment roll may have since changed his or her primary residence, added another owner to the deed, transferred the property to a new owner, or died. Evaluation/Analysis: By extending the local option, senior low-income and disabled low-income resident property owners in the city of Schenectady do not have to leave their homes to file exemption paperwork during the spike in the COVID-19 variant Omicron. Governor Hochul said it best, "the thousands of low-income seniors and individuals with disabilities who rely on property tax exemptions should not have to risk their health and safety to remain in their homes. With this Order, I am allowing local governments to take common sense action to protect seniors from COVID-19, provide tax relief to those who need it most and prevent vulnerable New Yorkers from losing their homes this winter." Recommendation: Though extending this legislation would have the city face a second year of potential loss of additional of value to the roll with income variations for both populations of exemption holders, I believe that in an already difficult time for many property owners, this can greatly assist the lives of folks who truly benefit from these exemptions. Evaluation/Analysis: A solicitation for electronics waste recycling services was issued and one bid was received from eLot Electronics Recycling, Inc. for a cost of $644.50 per ton and a $100 Pallet/Container Charge per pick-up. The estimated total for this contract on an annual basis is $77,280.00 for recycling plus the fees per pick-up. Recommendation: Pass a resolution authorizing the Mayor to enter into a contract with eLot Electronics Recycling Inc.
