Held April 15, 2026
Mayor Bucciferro called the meeting to order at 7:00p.m.
PRESENT: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro
GARBAGE FEES RESOLUTION
MOVED by Trustee Cook, seconded by Trustee Brown that
Whereas, the Village of Scotia has provided solid waste collection services to its homeowners
and other eligible properties through a municipal cooperation agreement with City of
Schenectady for almost 30 years, and
Whereas, the funds due under the contract with the City for the service have been collected as
part of the Village real property taxes, and
Whereas, the Village desires to continue to provide solid waste collections services to its
residents and other eligible properties through its agreement with the City of Schenectady, and
Whereas, the Board of Trustees finds that due to changing circumstances the funds due to the
City of Schenectady for solid waste collection services should be fee based instead of collected
as part of the Village real property tax, now therefore,
Be it Resolved, that the Board of Trustees approves funding the payment due the City of
Schenectady as a fee-based service commencing December 1, 2026 and the Mayor in
conjunction with the Board of Trustees shall forthwith develop the necessary fee structure, rules,
regulations and laws to implement the fee collection, and
Be it Further Resolved, that based on the impending above change:
Tentative Fiscal Year Budget 2026-2027 is amended as follows:
Increase A.0000.2130 by $313,750, (revenue from solid waste fees commencing 12/1/26 through
5/31/27); offset by decrease to A.0000.1001 Real Property Taxes

FIRE PROTECTION SERVICES RESOLUTION
MOVED by Trustee Solotruck, seconded by Trustee Gray to Decrease A.0000.2262 by $85,000;
offset by increase to A.0000.1001 Real Property Taxes.

GRANT SERVICES RESOLUTION
MOVED by Trustee Cook, seconded by Trustee Gray to Decrease A.1440.4000 by $1,500;

MOVED by Trustee Cook, seconded by Trustee Gray to Decrease A.7140.1000 by $13,800;

FUND BALANCE ALLOCATION
MOVED by Trustee Gray, seconded by Trustee Brown to increase the Fund Balance Allocation
for FY 26-27 budget by $50,000.

Mayor announced that the next budget meeting will be held Monday, April 20th at 6:00p.m.
INTER-MUNICIPAL COMMITTEE RESOLUTION
MOVED by Trustee Brown, seconded by Trustee Cook that the Board of Trustees directs the
Mayor to create an Inter-Municipal Committee comprised of the Mayor and two Village Trustees
with invitations to the Supervisor of the Town of Glenville and two Town Board Members, The
City of Schenectady and Schenectady County. The formation of such committee shall be
completed by June 1, 1026. In addition, the Board directs the Mayor to apply for State for grants
to support the work of the committee.

NON-RESIDENT PARKING FEES
MOVED by Trustee Brown, seconded by Trustee Cook that the Board of Trustees directs the
Mayor and the Deputy Mayor (Liaison to Traffic Safety) to work with the Traffic Safety
Committee to provide a plan to establish a non-resident parking fee for Collins and Quinlan Park.

BUSINESS IMPROVEMENT DISTRICT BUDGET
MOVED by Trustee Solotruck, seconded by Trustee Brown to approve the Scotia Business
Improvement District budget for FY2026-27 in the amount of $36,120.00 as submitted to the
Village in a letter dated April 9, 2026.
Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro
Noes: None
Abstentions: None
Trustee Brown asked for all monthly reports to reflect real time accounting of overtime vs.
budgeted for each department.
EXECUTIVE SESSION
MOVED by Trustee Gray, seconded by Trustee Cook to enter into executive session to discuss
contract negotiations.

Noes: None
Abstentions: None
The Mayor reconvened the board with no action.
