At the regular Meeting of the Village Board of Trustees held May 13, 2026 Mayor Bucciferro called the meeting to order at 7:00 p.m. PRESENT: Trustee Brown, Trustee Cook, Trustee Gray, Trustee Solotruck and Mayor Bucciferro PRIVILEGE OF THE FLOOR The board passed a resolution in prior years recognizing June as Pride Month in the Village of Scotia for each year going forward as a commitment to all residents; a pride flag will be flown at Collins Park. Mayor Bucciferro opened the privilege of the floor at 7:01p.m. The following residents spoke in favor of recognition of Pride Month in the Village of Scotia: Talesha Banks; Scotia Kat Banks; Co-Founder of S-G Pride; Scotia Krystal Mould; Schenectady Jon Romano; Scotia Mayor Bucciferro closed the privilege of the floor at 7:11p.m. EXTENSION OF SEWER DISTRICT #3 MOVED by Trustee Solotruck, seconded by Trustee Gray that Whereas, the Town of Glenville has requested that the Village of Scotia agree to extend Sewer District #3 to allow service at 45 MacArthur (Empire State Youth Orchestra) and move Village water service connection for the property to Weathercrest Drive (still within Water District #3), as outlined in a letter dated March 2, 2026 from Dana Gilgore, Superintendent of Water and Sewer and as approved by resolution of Glenville Town Board, and Whereas, the Village Superintendent of Public Works and Village Engineer find that the proposed sewer district extension and water connection relocation will have no adverse effects on the Village of Scotia sanitary sewer system or water system, now therefore, Be it Resolved, that the Village of Scotia Board of Trustees approves an extension to Sewer District #3 to include 45 MacArthur Drive contingent upon any necessary approvals from the City of Schenectady, and Be it Further Resolved, that the Village of Scotia Board of Trustees approves a water service relocation connection for 45 MacArthur Drive to Weathercrest Drive. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None PERMA DIVIDEND FUNDS ALLOCATION MOVED by Trustee Brown, seconded by Trustee Gray that Whereas, the Village of Scotia has received a dividend check from PERMA in the amount of $19,485.00, and Whereas, the Board of Trustees has reviewed requests for use of the funds by Village departments, now therefore, Be it Resolved, that the Board of Trustees authorizes the use of PERMA dividend funds in the amount of $3,174.00 to purchase Rapid Intervention Team (RIT) Pack for the Fire Department, and Be it Further Resolved, that the FY 2026-27 Budget shall be amended as follows: Decrease A.2680 by $3,174.00; offset by Increase to A.3410.2530.  May 13, 2026 Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None PERMA DIVIDEND FUNDS ALLOCATION MOVED by Trustee Cook, seconded by Trustee Gray that Whereas, the Village of Scotia has received a dividend check from PERMA in the amount of $19,485.00, and Whereas, the Board of Trustees has reviewed requests for use of the funds by Village departments, now therefore, Be it Resolved, that the Board of Trustees authorizes the use of PERMA dividend funds in the amount of $14,450.00 to purchase Glock Generation 6 Pistols for the Police Department, and Be it Further Resolved, that the FY 2026-27 Budget shall be amended as follows: Decrease A.2680 by $14,450.00; offset by Increase to A.3120.4110. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None SURPLUS OF POLICE DEPARTMENT GENERATION 4 GLOCK PISTOLS MOVED by Trustee Cook, seconded by Trustee Solotruck that Whereas, the Board of Trustees has authorized the purchase of new Glock Pistols for the Police Department, now therefore Be it Resolved, that the Board of Trustees declares twenty-one Generation 4 Glock pistols as listed on a memo from Chief Halbfinger dated May8, 2026 as no longer needed and surplus and further authorizes the Chief or his designee to sell or dispose of the items in a manner permitted by law. AUDIT SERVICES MOVED by Trustee Gray, seconded by Trustee Brown that Whereas, Bonadio & Co. has submitted a proposal for services dated April 9, 2026, now therefore Be it Resolved, that the Board of Trustees authorizes the Mayor to sign an agreement with Bonadio & Co. dated April 9, 2026 in an amount not to exceed $6,000.00 for 2025-2026 audit services. PAYMENT #1 MOVED by Trustee Solotruck, seconded by Trustee Gray that Whereas, the Village entered into an agreement with Bellamy Construction Company, Inc. for Water System Corrosion Control Project on January14, 2026, now therefore Be it Resolved, that the Board of Trustees approves payment #1 to Bellamy Construction Co. for services related to the Corrosion Control Project in the amount of $40,053.37. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None ELECTRONIC RECORDS RESOLUTION MOVED by Trustee Solotruck, seconded by Trustee Gray that Be it Resolved, by the Board of Trustees of the Village of Scotia that The Village of Scotia shall maintain all digitally created records in their native digital format for legally proscribed retention period of the record. The Village of Scotia shall maintain all digital records adhering to the guidelines set forth in the Regulations of the Commissioner of Education Part 185.8. Copies of records in other formats, including paper, shall be deemed convenience copies and disposed of when no longer needed for reference or other administrative purposes. PAYMENT #34 MOVED by Trustee Brown, seconded by Trustee Gray that Whereas, the Village has received a grant for the Sunnyside Road Rehabilitation or Replacement, and Whereas, the Village entered into an agreement on July 13, 2022 with CHA Consulting for Project Architectural/Engineering services, now therefore Be it Resolved, that the Board of Trustees approves payment #34 to CHA Consulting, Inc. for professional services related to the Sunnyside Road Rehabilitation or Replacement in the amount of $40,053.37. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None DUKESPLEX, LLC PARK VENDING APPLICATION MOVED by Trustee Solotruck, seconded by Trustee Brown that Whereas, DukesPlex, LLC has submitted a Park Use Application for vending youth baseball equipment in Collins Park, and Whereas, the Board has reviewed and considered the application, now therefore Be it Resolved, that the Board of Trustees approves the DukesPlex, LLC Park Use application for 4 days of vending in Collins Park at a location designated by the Superintendent of Public Works and for Vending Permits to be obtained from the Village Clerk as required. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro  May 13, 2026 Noes: None Abstentions: None LION’S PAVILION WAIVER OF FEES MOVED by Trustee Solotruck, seconded by Trustee Brown that Whereas, the Schenectady County Public Library has applied for a Park Use Permit for the Lions Club Pavilion in Collins Park for June 27, 2026 for a dance program, and Whereas, the Schenectady County Public Library has requested that the Park Use fees be waived, now therefore Be it Resolved, that the Board of Trustees waives the Park Use fees for the Schenectady County Public Library for use of the Lions Club Pavilion in Collins Park on June 27, 2026 for a dance program. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None NON-PARKLAND PROPERTY USE APPLICATION FOR SHENENDEHOWA ROWING MOVED by Trustee Brown, second by Trustee Gray that Whereas, the Shenendehowa Rowing Regatta has submitted a non-parkland property use application for use of Village non-parkland property between the Mohawk River and Bike Path off of Iroquois Street as more fully set forth in the application dated May 8, 2026 for regatta events, now therefore Be it Resolved, that the Non-Parkland Property Use Application submitted by Shenendehowa Rowing Regatta be approved for use of Village owned non-parkland property between the Mohawk Rover and Bike Path off Iroquois Street on May 30, 2026. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None MAYOR’S COMMENTS TO THE BOARD Village is a finalist in receiving $900,000 grant funds to be used for upgrades to water system from Congressman Tonko. NY Forward Grant-State holds all meetings; a minimum of 3 public hearings will be held in addition to public outreach. State will work with businesses along Mohawk Avenue corridor; opportunities for businesses and housing; Village is a pro-housing community. Police Department is now located in renovated Village Hall along with Mayor, Court Clerk and Building Inspector. Clerk’s office will be moving next week with temporary closures during the move. Mayor will announce when meetings will be held at renovated location. Worksession will be held on Monday May 18th to discuss possible agenda items. Thanked Department of Public Works for all their assistance with Freedom Park. Thanked  May 13, 2026 Maria Schmitz, Adam Halbfinger, Ryan Kedzior and Dave Woord for all their support during the renovation of Village Hall. CORRESPONDENCE, LIAISON AND SPECIAL COMMITTEE REPORTS Trustee Solotruck – No Planning Board meeting held. Looking forward to new facility up and running. Great to see groups of volunteers assist clean up after the vandalism at Freedom Park. Trustee Brown – Zoning Board held training meeting only; additional alternate position is vacant if anyone is interested. Thanked Fire Department for monthly report. Special Events- Memorial Day Parade is next week. Car Show-Working with Elks Club. Thanked all those that attended in support of Pride Month; resolution has been past in prior years to designate each June Pride Month in the Village of Scotia. Trustee Gray – Welcomed Police Department into new facility. Traffic Safety meeting will be scheduled soon. Parade will be held next week. Thanked all those that attended meeting. Trustee Cook – Welcomed Police Department into new facility which has all the features of a modern-day police department including a designed interview room for youth and victims of domestic violence. Thanked the board for their support on the use of PERMA funds to purchase new pistols for the department. BID held Annual meeting with the election of their officers. Nancy Harrigan, President- Tom Gallant, Vice-President- Ken Swain, Treasurer; thanked Adrianne from Nibble Nosh for her service on the board. Old Scotia Mansion has been purchased; developer will be putting in 14 apartments with the support of Schenectady County Metroplex. Freedom Park – Thanked Fire Department for their support. Mohawk Carpet has provided new flooring; Lt. Perry will be donating his time to install carpeting. Freedom Park has raised all funds through grants and donations for renovations. Fireworks -250th American Celebration will be held on June 26th with the Town of Glenville as co-host. Committee is continuing to look for sponsors. There will be several activities held; event starts at 4:00p.m. in Collins Park.
