At the special meeting of the Village Board of Trustees Held May 27, 2026 Mayor Bucciferro called the meeting to order at 6:00p.m. PRESENT: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro FISCAL YEAR CLOSING MOVED by Trustee Brown, seconded by Trustee Gray to authorize the Village Clerk-Treasurer to close out the books for fiscal year ending May 31,2026 and make all necessary budget transfers Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None TAX WARRANT MOVED by Trustee Brown, seconded by Trustee Solotruck to authorize the Mayor to execute the Tax Warrant for the 2026-2027 Village property taxes. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None PARKLAND AMBULANCE SERVICE AGREEMENT MOVED by Trustee Brown, seconded by Trustee Gray to authorize the Mayor to enter into a three-year agreement commencing May 31, 2026 with Parkland Ambulance Service, Inc. d/b/a Mohawk Ambulance Service, Doctors Ambulance Service, Capital District Ambulance Service and Schenectady Ambulance Service, Inc. for Advance Life Support services. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None AGREEMENT WITH INSTA ANSWER, LLC MOVED by Trustee Solotruck, seconded by Trustee Gray to authorize the Mayor to sign an agreement with Insta Answer, LLC for Elevator Video Monitoring System Services related to Phase 2 Municipal Facilities Project- Village Hall. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None AGREEMENT WITH ALL SEASONS TEXTILE SERVICES, INC MOVED by Trustee Solotruck, seconded by Trustee Brown to authorize the Mayor to sign a three-year rental agreement dated May 21, 2026 with All Seasons Textile Services, Inc. for floor mats related to Phase 2 Municipal Facilities Project-Village Hall. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None  May 27, 2026 ADOPTION OF VILLAGE OF SCOTIA IT POLICY MANUAL MOVED by Trustee Brown, seconded by Trustee Gray to approve the Village of Scotia IT Policy Manual dated February 3, 2026. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None SCOTIA-INDUSTRIAL PARK Q3 2025 SEWER BILL MOVED by Trustee Solotruck, seconded by Trustee Cook that Whereas, the Scotia Industrial Park Quarter 3, 2025 Sewer bill was unusually high due to an obstructed sewer meter, and Whereas, Scotia Industrial Park has requested a reduction in the bill due, now therefore, The Board of Trustees authorizes the bill to be amended to $5,400.00 and late fees to $1,528.15. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None AGREEMENT WITH MAYNARD, O’CONNOR, ATTORNEYS RELATED TO SUNNYSIDE ROAD BRIDGE MOVED by Trustee Brown, seconded by Trustee Cook that Whereas, CSX is disputing Village ownership interest in certain lands within the Sunnyside Road Bridge Project area despite Stipulations and Judgement from the Court, and Whereas, the dispute has stalled the Project and must be addressed, and Whereas, a proposal has been received from Maynard O’Connor to enforce prior Stipulation and Judgement, now therefore Be it Resolved, that the Board of Trustees approves the proposal of Maynard O’Connor, Attorneys at Law dated May 16, 2026. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None APPOINTMENT OF NATHANIEL WEISENBURN TO ZBA AS ALTERNATE MOVED by Trustee Brown, seconded by Trustee Solotruck that Whereas, Nathaniel Weisenburn was incorrectly appointed as a full member of the Zoning Board of Appeals on May 13,2026 as there was no vacant full position available, now therefore Be it Resolved, that Nathaniel Weisenburn is appointed to the Zoning Board of Appeals as an Alternate Member with a term expiring December 2027. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None  May 27, 2026 CRUSIN’ ON THE AVENUE VENDOR PERMIT FEE MOVED by Trustee Brown, seconded by Trustee Gray to set the Vendor Permit fee for Cruzin on the Avenue at $25.00. Ayes: Trustee Brown, Cook, Gray, Solotruck & Mayor Bucciferro Noes: None Abstentions: None AUDIT OF CLAIMS MOVED by Trustee Solotruck, seconded by Trustee Brown that be it resolved that all claims against the Village dated May 27, 2026 be allowed and ordered paid in full, in the amount of $410,418.82 charged to the following funds. A-General Fund $261,123.99 F-Water Fund $137,981.76 G-Sewer Fund $ 11,313.07 Further the Clerk/Treasurer is hereby authorized to draw checks in the claimants’ favor and in the full amount listed and charge the same to the funds listed therein. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None Mayor Bucciferro reconvened the board with the following motion: BUILDING INSPECTOR MOVED by Trustee Brown, seconded by Trustee Cook that Whereas, the Board of Trustees has changed the position of Building Inspector to Part-time as reflected in the budget, and Whereas, the current Building Inspector has been offered the Part-time Building Inspector position as required by Civil Service, and Whereas, Luis Aguero has accepted the Part-time position, now therefore Be it Resolved, that the Board of Trustees appoints Luis Aguero as Part-time Building Inspector pursuant to terms of employment provided commencing June 1, 2026; contingent upon signature of acceptance of terms of employment.
