At the regular Meeting of the Village Board of Trustees held June 10, 2026 Mayor Bucciferro called the meeting to order at 7:00 p.m. PRESENT: Trustee Brown, Trustee Cook, Trustee Solotruck and Mayor Bucciferro EXCUSED: Trustee Gray CDBG FINAL PUBLIC HEARING-VILLAGE ADA ACCESSIBILITY PROJECT 1. Opening The public hearing was opened at 7:03p.m.by Mayor Bucciferro. 2. Project Summary A summary of the Village Hall Renovation Project was presented. Key points included: • The Village completed a $6 million renovation of Village Hall, which houses municipal offices and the police department • The project included $1,000,000 in funding from the NYS Office of Community Renewal through the Community Development Block Grant (CDBG) program • CDBG funds were used specifically for ADA accessibility improvements 3. CDBG Activities and National Objective It was stated that: • The project met a National Objective by benefiting a protected class—persons with disabilities • Improvements addressed previous accessibility barriers, including lack of access to upper-level meeting spaces 4. Project Outcomes The following outcomes were noted: • Improved accessibility throughout Village Hall • Increased ability for residents with disabilities to access services and participate in public meetings • Removal of barriers to municipal facilities 5. Financial Summary • A total of $1,000,000 in CDBG funds were expended • Funds were used for eligible ADA-related components in compliance with program requirements 6. Public Comment • No public comments were received 7. Closing The public hearing was closed at 7:09p.m. by Mayor Bucciferro  June 10, 2026 PRIVILEGE OF THE FLOOR Mayor Bucciferro opened the privilege of the floor at 7:09p.m. Pat Zeman, Washington Rd; All residents in the Village should be accepted and recognized regardless of lifestyle; as mother of non-binary child, thanked the board for their recognition of Pride Month in the Village of Scotia. Doug O’Brey; Concerned with the increase in field use fees for his Doug O’Brey School of Baseball held in Collins Park in the summer. Provided the board with family and personal history with strong ties to the community; asked the board to consider keeping his fee at $1,150 as in previous years. Tad Boniewski, Charles St; Against overnight parking in the Village, consideration should be given to a yield sign on Sacandaga Rd between Citgo and the School for pedestrian crossing, would like more information on garbage fees and would like to know how to find out about unfunded mandates. Trustee Cook recognized volunteers of the S-G Pride and presented them with a copy of the Village resolution recognizing Pride Month annually. Mayor Bucciferro closed the privilege of the floor at 7:22p.m. WATER RATES LOCAL LAW MOVED by Trustee Brown, seconded by Trustee Solotruck to introduce Proposed Local Law 2026-B regarding amended Water Rates and to set the public hearing for the next meeting of the Board of Trustee to be held on June 22, 2026 at 6:00p.m. Ayes: Trustee Brown, Cook, Solotruck and Mayor Bucciferro Noes: None Abstentions: None MORATORIAM EXTENTION ON GASOLINE SERVICE STATIONS LOCAL LAW The board discussed extending the current moratorium for one year or the possibility of a permanent moratorium. Mayor will ask Attorney Marola to provide additional details to the board. AGREEMENT WITH LABELLA ASSOCIATES FOR MOHAWK AVENUE STREETSCAPE DESIGN MOVED by Trustee Brown, seconded by Trustee Cook that Whereas, the Village of Scotia is the recipient of New York State Brownfield Opportunity Area (BOA) Predevelopment funding for Mohawk Avenue Streetscape Design, and Whereas, the Village has received a proposal from LaBella Associates for profession engineering, planning and landscape architecture services to advance the streetscape improvements along the Mohawk Avenue corridor, now therefore Be it Resolved, that the Board of Trustees authorizes the Mayor to sign an agreement with LaBella Associates dated May 8, 2026 for professional services for Mohawk Avenue Streetscape Design services in the amount of $333.000.00. AMENDED CHANGE ORDER #1 MOVED by Trustee Brown, seconded by Trustee Cook that Whereas, the Bellamy Construction Company was awarded a contract as part of the Village Corrosion Control Project on December 10, 2025, and an agreement was entered into, and Whereas, Bellamy Construction Company Change Order #1 was approved March 11, 2026, and Whereas, while the work shown on the Change Order was correct, the additional cost to the Village shown was not correct as the Contract Allowance was not taken into consideration, now therefore Be it Resolved, that Bellamy Construction Amended Change Order #1 is approved to reflect no increase to the contract amount. CHANGE ORDER #2 MOVED by Trustee Brown, seconded by Trustee Solotruck that Whereas, the Bellamy Construction Company was awarded a contract as part of the Village Corrosion Control Project on December 10, 2025, and an agreement was entered into, and Whereas, Bellamy Construction Company has submitted Change Order #2 for an additional sensor in the meter pit per DOH, and Whereas, after application of the remaining Contract Allowance, the increase in the contract will be $1,639.44, now therefore Be it Resolved, that the Board of Trustees authorized Bellamy Construction Company Change Order #2 increasing the contract by $1,639.44 for a total of $194,039.44. Ayes: Trustee Brown, Cook, Solotruck and Mayor Bucciferro Noes: None Abstentions: None OLSON SIGN AGREEMENT MOVED by Trustee Solotruck, seconded by Trustee Brown that Whereas, the Village has received a low written proposal from Olson Sign for a new Village sign for Collins Park with software, installation and refurbishment, now therefore Be it Resolved, that the Board of Trustees authorizes the Mayor to sign an agreement with Olson sign dated 5/17/26 in the amount of 33,100.00 for the work and sign; project to include necessary electrical repairs and landscaping enhancements related to the sign installation to be funded as follows: $15,256.92 previously approved from ARPA funds and $19,395.17 from Parkland Funds. PAYMENT #35 MOVED by Trustee Solotruck, seconded by Trustee Brown that Whereas, the Village has received a grant for the Sunnyside Road Rehabilitation or Replacement, and Whereas, the Village entered into an agreement on July 13, 2022 with CHA Consulting for Project Architectural/Engineering services, now therefore  June 10, 2026 Be it Resolved, that the Board of Trustees approves payment #35 to CHA Consulting, Inc. for professional services related to the Sunnyside Road Rehabilitation or Replacement in the amount of $9,795.09. Ayes: Trustee Brown, Cook, Solotruck and Mayor Bucciferro Noes: None Abstentions: None AGREEMENT WITH QUADIENT LEASING FOR POSTAGE MACHINE MOVED by Trustee Solotruck, seconded by Trustee Brown that Whereas, the Village has had a lease agreement with Quadient Leasing for its postage machine, and Whereas, the Village has received a proposal to extend the lease agreement, now therefore Be it Resolved, that the Board of Trustees authorizes the Mayor to sign an 18-month lease extension agreement with Quadient Leasing at $128.40 per month. Ayes: Trustee Brown, Cook, Solotruck and Mayor Bucciferro Noes: None Abstentions: None MAYOR’S COMMENTS TO THE BOARD Sunnyside Bridge Update – The archeological study that was required on the property came back with no findings. NY Forward Grant- Once Governor finalizes grant approvals for all districts in the state, the village will be able to kick-off the process. There will be several opportunities for public comments and applications to be made for grant funding; will continue to provide updates to the board and public as the process moves forward. Mohawk Avenue Gas Line – National Grid is replacing a gas line along Mohawk Avenue; it is not a Village project. Claims that businesses may have should be submitted directly to National Grid; trees that have been removed will be replaced by National Grid. Once the work is complete from the bridge to Maalwyck Park, they will begin replacing the cross lines on the north and south side of Mohawk Ave. Thanked the employees and Department Heads for all their assistance in moving into the renovated building, thanked the Board of Trustees for their support and thanked the public for their support of the project. June Events – June 21st-Cruzin on the Avenue; June 24th-Freedom Park Summer Series starts; June 26th-250th Anniversary Fireworks Celebration CORRESPONDENCE, LIAISON AND SPECIAL COMMITTEE REPORTS Trustee Cook – Toured the newly renovated police facility; includes safety enhancements for both the public and officers. BID-Businesses are open during National Grid construction; would like to be sure sidewalks are put back to good condition. School District – End of school year, encouraged residents to watch speed; thanked teachers for all their hard work this year and next year with district changes. Fireworks-16 days away, event starts at 4:00p.m. with lots of events in the park. 6:00pm.-Musicians of Ma’alwyck at Freedom Park; 7:00p.m. – Water Ski Show; 8:00p.m.-Roxy and the Rollers at Freedom Park; 9:20p.m.-Fireworks.  June 10, 2026 Trustee Brown – Fire-Thanked Chief for his monthly report. No Zoning Board meeting held. Special Events – Successful Memorial Day Parade Show; looking forward to Car Show. Trustee Solotruck – Planning Board meeting held. National Grid upgrades necessary; important to maintain lighting district. Looking forward to all activities this month.
