OPENING 1.1.1 Call to Order Council President Yeargin called the meeting to order at 8:00p.m. 1.1.2 Roll Call Present: Mayor Eugene W. Grant, Councilmember Charl Jones (Excused), Councilmember Hope Love, Councilmember Lamar Maxwell, Councilmember Shireka McCarthy, Councilmember Kelly Porter, Councilmember Gloria L. Wallace, Chief Operating Officer 1.1.3 Invocation and Pledge of Allegiance: The invocation was given by Reverend Johnnie Saxton 1.1.4. Approval of Agenda It was motioned by Councilmember Maxwell and seconded by Councilmember Sistrunk to approve the Public Session Agenda. The motion carried, and the agenda was unanimously approved by the Council. 1.1.5. Approval of Meeting Minutes  It was motioned by Councilmember McCarthy and seconded by Councilmember Maxwell to approve the Regular Work Session Meeting minutes for Monday, February 3, 2020. The motion was carried, and the meeting minutes was unanimously approved by the City Council.  It was motioned by Councilmember Maxwell and seconded by Councilmember Love to approve the Closed Session Meeting minutes Page 1 of 6 DocuSign Envelope ID: E425CFC1-BFCE-4E77-BFE8-30E57835B3C3 for Monday, February 3, 2020. The motion was carried, the meeting minutes was unanimously approved by the City Council.  It was motioned by Councilmember McCarthy and seconded by Councilmember Maxwell to approve the Public Session Meeting minutes for Monday, February 10, 2020. The motion was carried, and the meeting minutes was unanimously approved by the City Council. 2. CITIZEN COMMENTS  Mrs. Evans stated that she doesn't have too much to say, but she's been here a long time. Councilmember President stated that Mrs. Evans is regarded as a John Lewis as she continues to come to meetings and participate with government.  Ms. Katrina Robinson-6210 Addison Rd., Seat Pleasant, MD. She stated that she noticed last week that when the children get out of school that they were swinging on the Big Belly Trashcan on Addison Road and Avon Street. She stated that there was trash from Avon to Baltic on Saturday, February 29, 2020. She stated that the trash was picked up, but the recycle was still left on the street. She stated that she received a notice in the mail for Friday, March 6, 2020 for the work that WSSC is doing in the City. The meeting is about the water main replacement on Addison Rd. Councilmember Sistrunk stated that this a four-part series and they are starting late. The meeting is to inform the residents and the City that traffic will be interrupted.  J. Riley-6300 Capon St., Seat Pleasant, MD stated that she received a letter dated July 5, 2019 and the letter from the auditing firm. She stated that the letter stated that the reimbursement made to high level officials strictly follow the Accounting Manual. Council President Yeargin inquired if she had a date of the information.  Mrs. Mary Barber-6020 Crown St., Seat Pleasant, Md stated that she wanted to say to Councilmember Love regarding the grant as she Page 2 of 6 DocuSign Envelope ID: E425CFC1-BFCE-4E77-BFE8-30E57835B3C3 needs works on her basement. She wanted to thank the Mayor and staff for birthday cake on February 21, 2020.  Shireka McCarthy-6800 Seat Pleasant Dr., Seat Pleasant, MD-she wanted to thank Mayor Grant for the proclamation given in the Work Session for the Month of Social Work. She stated that there are other social workers working in the community. She stated that they are working to ensure that the policy put in place are not going to impact the community. 3. PRESENTATION 3.1. Seat Pleasant Website and My Seat Pleasant App Demonstration- Sharron Lipford, Director of Public Engagement  Director Sharron Lipford greeted the Mayor, City Council and residents. she stated that she is also a resident of Seat Pleasant in Ward III. She stated that her department is set to engage the residents of Seat Pleasant. Director Lipford stated that the My Seat Pleasant App is downloadable by residents with Apple or Android telephones. She stated that the app looks like the city seal and when you click on the app, it has buttons for service request, newsletter, ask Watson, etc. When you click on the service request buttons it shows a map of the city, you will then click on the service request button. This will open another screen to allow you to select certain concerns. When submit the issue it will be submitted to the Environmental Justice Department. If a person reports an issue that is not in the city boundaries, the city will notify them that the issue is outside of Seat Pleasant Boundaries. You will need enter the location of the concern or you can type in the address. Director Lipford stated that the map is geo fenced and will only report for Seat Pleasant. Mr. Jones stated that what happens with the request that was submitted that has not received a respond. The City will provide feedback with to the person that submitted their information such as a telephone number and email address. Mayor Grant stated that you need to check for the updates on your telephone, you need to register, and you will receive updates. Additionally, when someone submits the request anonymously, we cannot contact them with questions or provide feedback. The icons on the screens is provided due to common issues. Ms. Robinson inquired if the new people are moving into the city is aware of the my seat pleasant app. Mayor Grant stated that we do not know when new people are moving into the city. Mayor Grant stated that we have an illegal dumping problem in the city. We need the residents to report the information, take a picture. This is costing the city and residents when we dispose of the debris. Mayor Grant requested for Mr. Jones and Mrs. Riley to report the missing no dumping sign on their streets. Director Lipford stated that having the app will prove to be a better way for us to send you information on the census. the census is available on March 12, 2020 and the national census day is April 1, 2020. MS. Riley stated that Ask Watson did not provide the information on who the Ward representative is for the wards. Director Lipford stated that the website will allow you report information. You can go to the Public Engagement Page and select the Get Engage and it will be a continuous video playing. We will be advertising for the Summer Youth Employment. Council President Report  Council President Yeargin stated that the monthly reports for February 2020 can be found in Board Docs. 5.2. Mayor Eugene W. Grant  Mayor Grant stated that he provided his report in the Regular Work Session. 5.3. Approval of Council Clerk merit increase as agreed on February 3, 2020 by City Council.  It was motioned by Councilmember Sistrunk and seconded by Councilmember Love to approve the merit increase as agreed on February 3, 2020.
