OPENING 1.1.1 Call to Order Council President Yeargin called the meeting to order at 7:09p.m. 1.1.2 Roll Call Present: Mayor Eugene Grant (Absent), Councilmember Charl Jones (Absent), Councilmember Hope Love (Absent), Councilmember Lamar Maxwell, Councilmember Shireka McCarthy, Councilmember Kelly Porter, Councilmember Gloria Sistrunk, Councilmember Reveral Yeargin Staff: Marcus Jones, NCO, Devan A. Martin, Acting Chief Operating Officer 2. PRESENTATIONS: 2.1 None  3. MEETING TOPICS 3.1. None 4. LEGISLATION 4.1. Resolution R-21-07 To Adopt an Interim Acting Chief Operating Officer and Interim Deputy Chief Operating Officer. Resolution R-21-07 was introduced by the City Council on August 12, 2020 and read by the Acting Chief Operating Officer. It was motioned by Councilmember Sistrunk and seconded by Councilmember Porter. The motion carried and was unanimously approved by the City Council. 5. UNFINISHED BUSINESS 5.1. ANNOUNCEMENTS 6.1 Approval of Chief Operating Officer Updated Position Description.  Mr. Martin read the revised position description for Chief Operating Officer with a salary of $95,500 to $117,452.95.  Councilmember Porter inquired if the Chief Operating Officer was required to have certain education and/or experience for the job. Additionally, wanted to know the job function of the Deputy Chief Operating Officer.  Mr. Martin stated that he can continue to read the position description.  Councilmember Sistrunk wanted to know if the Chief Operating Officer had to successfully complete a background check to fulfil the position.  Mr. Martin stated that the personnel manual requires each employee to successfully complete a background check, but he can have Mr. Jones make note to add it to the position description.  It was motioned by Councilmember Sistrunk and seconded by Councilmember Porter. The motion carried and was unanimously approved by the City Council. 6.2. Approval of Deputy Chief Operating Officer Position Description.  Mr. Martin read the revised position description for Chief Operating Officer with a salary of $79,941.80 to $101,315.95.  Mr. Martin stated that the position was created sometime ago under the previous City Council.  Mr. Martin stated that the financial management of the city is under the Deputy Chief Operating Officer position.  Councilmember Porter stated that we had been in this position before when trying to fill the Chief Operating Officer position. We will have a person to be in place when there is a vacancy. We need to consider doing this in other position.  Mr. Martin stated that we are not trying to fulfill position in the midst of the furlough and the approval of the position description is not bring on new employees.  It was motioned by Councilmember Sistrunk and seconded by Councilmember McCarthy to approve the position description. The motion carried was unanimously approved by the City Council. 6.3. Approval of Deputy Chief of Police Position Description.  Mr. Martin read the position description for the Deputy Chief of Police with a salary of $80,000 to $98,389.91. The City Council determined this when they approved the Fiscal Year budget 2020-2021.  Mr. Martin stated that the department was just awarded the $1.4Million dollar grant to hire ten new police officers. We cannot hire ten new officers without having the structure in place for the management standpoint.  It was motioned by Councilmember Maxwell and seconded by Councilmember McCarthy to approve the Deputy Chief of Police Position Description. The motion carried and was unanimously approved by the City Council. 7. ANNOUNCEMENT 7.1. Regular Work Session, Tuesday, September 8, 2020 at 6:00p.m. by Zoom Video Meeting 7.2.
