OPENING 1.1.1 Call to Order Council President Raynor called the meeting to order at 6:00p.m. 1.2 Roll Call Present: Councilmember Donovan Bilbro (Departed Early at 7:03pm), Councilmember Monica Higgs, Councilmember Hope Love (Excused), Councilmember Shireka McCarthy, Mayor Kelly Porter, (Excused), Council President Gerald Raynor, Sr., Councilmember Kizzie Scott (Arrived at 6:05pm and departed the meeting at 6:32pm ), and Council Vice President James Wright, Jr. Staff: Dashaun N. Ball, City Clerk, Orson Carter, Accounting Manager Rick Corrales, Public Engagement Manager, Antoinette John, Accounting Assistant and Betty Logan, Chief Financial Officer, 2. PRESENTATION 2.1. None 3. CITIZEN COMMENT 3.1. There were no citizens in attendance and no written comments were received. 4.. MEETING TOPICS 4.1. Update on Seat Pleasant Day Festivities  Mr. Corrales provided the City Council with the budgets and flyers for Seat Pleasant Day and explained the packet to the Council.  Mr. Corrales stated that the city has contracted three bands and the DJ.  Mr. Corrales stated that it is an unfortunate situation with the tents, as we have fifteen pop-up tents, and seventeen other tents ranging from ten-by-ten to 20x30, and the inspection revealed that tents are missing the legs to hold them in place. The tents cannot be used without the missing legs. He will be contacting the vendor to see if the legs can be purchased. The city only needs three tents. We will need to rent two 20x20 tents to provide cover for the citizens. The cost will be around $3,000 to rent the tents. Page 1 of 5 DocuSign Envelope ID: 4745ECC5-635E-42E4-A0AB-C0A80E1334E8  Mr. Corrales stated that the city paid $57.00 for marketing and Facebook .  Mr. Corrales stated that the flyer print is for the no parking signs that will be put up this week.  Mr. Corrales explained the food cost for the staff and volunteers for the event, and the debriefing meeting after.  Mr. Corrales explained the cost for the materials, shirts, porter potties, hand washing station, waters, T-shirts, and operational costs.  Mr. Corrales stated that he removed the registration fees for the race, run/walk and pet-parade. The registration will open at 8:00am, and the race begins at 9:00am. The park activities will begin at 11:00am and go on until 4:00pm.  The City Council inquired about the musical bands.  Mr. Corrales stated that they have Still Familiar, Candy Lane and Bachata Plus. They will be playing R&B and Spanish music.  Councilmember Wright inquired if CPAC will be participating.  Mr. Corrales stated that he will inquire with the Chief as he does not see they have requested a table.  Councilmember McCarthy requested for the link in the flyers is outdated.  Mr. Corrales stated that he wanted to propose September 15th for the Latino community, which is six countries independence days to celebrate.  Councilmember McCarthy stated that the city has briefing packets and she suggested that he inquire of the staff for the briefing packet.  Councilmember Love inquired if Mr. Corrales invited any of vendors from the Arts District Event last week to Seat Pleasant Day. 4.2. Proposed Fiscal Year 2024-2025 Budget Review  Ms. Logan stated that she had prepared a summary of all the proposed changes from the last budget meeting. The Council did not make any decisions but leaned towards certain areas.  Ms. Logan stated that the revenue and expenditures are the same at $14,212,365.  Ms. Logan stated that the decreased the salary for the council to coincide with the approved Ordinance, and added the revised the language for Professional Development for the Council, and the recommended changes to other cost centers. The contingency for the proposed salary increases for the council.  Ms. Logan stated that the decrease to the mayor’s salary coincided with the approved Ordinance, and added two cost centers, and revised the Page 2 of 5 DocuSign Envelope ID: 4745ECC5-635E-42E4-A0AB-C0A80E1334E8 contingency description for the mayor regarding the proposed salary increase.  Ms. Logan stated that the City Clerk departmental budget changes for the Deputy City Clerk position, contingency, overtime, and Capital outlay.  Ms. Logan stated that the salary increase for the City Manager was decreased, and deleted the car allowance, and executive assistant position. The Staff Assistant position is being reflected in the administration budget with the COLA increased.  Ms. Logan stated that the proposed recommendation for the Economic Development to include the Director salary, and the Grants Manager position has been changed to contractual, and the capital outlay cost center.  Ms. Logan stated that the Human Resources department budget was modified to include subscription services, capital outlay.  Ms. Logan stated that the Public Engagement changes include the COLA and increase to the Community Events.  Ms. Logan stated that the Environmental Justice Department changes include the COLA, Snow Removal and Street Repairs increase.  Councilmember McCarthy stated that we need to correct the spelling in the document of resurfacing.  Mrs. Ball stated that she had received a question regarding the Environmental Justice Department not having funding for training.  Ms. Logan stated that Training has been placed under the Human Resources budget, and professional development is different than training. Professional Development has been added back to the departments. Training for city policies, ethics and decorum is under the training.  Councilmember Bilbro inquired if professional development will be the same for the Economic Development Director.  Ms. Logan stated that professional development will be identified by the person for the courses they will need to enhance the city. Professional development is for conferences for a degree or certification, and training is more concentrated on administrative functions.  Councilmember Bilbro inquired about the professional development for the EJD Director.  Ms. Logan stated that the director did not ask for professional development in the original budget. She can have a conversation with him regarding his professional development.  Councilmember McCarthy stated that she feels confident in the document and Ms. Logan. Page 3 of 5 DocuSign Envelope ID: 4745ECC5-635E-42E4-A0AB-C0A80E1334E8  Councilmember Wright inquired of conversation about an incentive for the City Manager to stay within a five-mile radius of the city.  Ms. Logan stated that there has not been any conversation regarding an incentive. She can use her pass experience when she was giving an allowance because she relocated to another area. This is applicable if someone is relocating from a larger area to this area.  Councilmember Wright inquired of the rainy-day fund in the budget.  Ms. Logan stated that the rainy-day fund is money that is set aside. If the council would allow her to negotiate with PNC bank for the account, one of the accounts could be a rainy-day fund. As of right now there is no such fund.  Councilmember Love inquired if funding can be added to EJD for professional development.  Councilmember Raynor inquired if the council wanted to increase the City Manager salary by 6 or 7% since the Chief is making just as much as the position.  Councilmember McCarthy stated that it is not uncommon for the Chief to make more money than the City Manager in larger cities due to the work.  The council was not in agreement with changing the salary for the City Manager position. 5.
