CITIZEN COMMENTS  Debra Riley, Addison Rd., would like to know what the city plans to do with the trails and would like to know what will be done with the Fire Station and how it could have been decorated for the holidays.  Donovan Bilbro, 71st Ave., Seat Pleasant, Md. Youth and Senior Coalition within Seat Pleasant to increase the activity/engagement to grow and develop the coalition to provide real time feedback on what the residents would like to see.  Ms. Arelis Hollis stated that her home is about to be foreclosed upon and wanted to know if she can sell her home to the city or does the city want to wait until her home is foreclosed upon. Fiscal Year 2022 Audit Report-Robert Diss, Lindsey & Associates  Mr. Diss and Ms. Scarlett highlighted the FY22 Audit to the Mayor and Council. The management statement is written by the CFO, Betty Logan and reviewed by Lindsey and Associates. 4. LEGISLATION 4.1 Ordinance O-25-05 Amendment of Fiscal Year 2024-2025 Budget for Mayor and Council Approved Salary Increases 2nd Reading. REPORTS 5.1 Kelly Porter, Mayor Report:  Mayor Porter read his report for October 2024. 5.2 Council President Report- Former Council President Gerald Raynor, Sr., Ward IV  Former Council President Raynor read his report and meeting attendance for September 2024. 5.3 Demetrious Harris, Interim City Manager  Mr. Harris stated that the report can be viewed in BoardDocs for September 2024. Building permit for Foote St property is moving forward. Arts & Humanity meeting last week, and the Public Engagement Manager had sent an e-mail for the Charrettes. Review the Clerk's report on the future changes of the Municipal Election. Contracts should be on file with the Office of the City Clerk but have not been provided. There were some companies that relationships were dissolved due to no record of the contract.  Council Vice President McCarthy requested a list of contracts for the City to be provided to the Council.
