ANNEXATION PUBLIC HEARING
MONDAY, MARCH 31, 2025
6:00P.M.
1. OPENING
1.1.1 Call to Order
Councilmember President Higgs called the meeting to order at 6:04p.m.
1.1.2 Roll Call
Present: Council President Monica Higgs, Councilmember Garry A. Jones,
Councilmember Ashley Kearney, Councilmember Hope Love, Council Vice
President Shireka McCarthy, Mayor Kelly Porter, Councilmember Gerald Raynor,
Sr., (Late Arrival) and Councilmember Kizzie Scott (Late arrival and departed the
meeting early)
Staff: Dashaun Ball, City Clerk, Todd Pounds, City Attorney, Demetrious Harris,
Interim City Manager and Cedric Heyward, Acting Chief of Police
1.3. Invocation and Pledge of Allegiance-
Councilmember Higgs gave the invocation.
2. Meeting Topics
2.1.1. Annexation of Prince George’s Fire Department, Central High School
and Addison Road Seat Pleasant Metro-Todd Pounds
Mr. Pounds stated that the Charter Amendment Resolutions for the Fire
Department, Central High School and Addison Road and Seat Pleasant
Metro.
Mr. Pounds stated that the city had complied with Maryland Law and
prepared the Resolutions that includes the metes and bounds. The City Clerk
will be sending the notification to the county and state to inform them of the
adoption of the annexation.

There were no Citizen Comments for the Annexation Public Hearing on
Monda, March 31, 2025.

Mr. Pounds apprised the Mayor and City Council of the letter or opposition
received from Prince George’s County Attorney of Law to oppose the
annexation of Central High School. The letter indicated that the notice was
deficit of all required documents. They requested that the Public Hearing be
delayed, and Attorney Pounds informed them that the hearing will be held as
scheduled on Monday, March 31, 2025. Attorney Pounds provided them
with documents, Metes and Bounds.
Mr. Pounds read the letter for the record from Prince George’s County
Office of Law, Ms. Rhonda Weaver.
Councilmember Love inquired of the reason that the Cunty does not want
the city to annex Central High School.
Mr. Pounds stated that Ms. Weaver, County Attorney, stated that she did not
receive the description, and it was provided to her via e-mail. The letter
included the documents when it left the city.
Councilmember Jones inquired about the threat of litigation as written in the
letter.
Mr. Pounds stated that he has not received any notification that the city is
wrong in annexing the Central High School.
4. LEGISLATION
4.1. Resolution R-25-05 Adopting the Annexation Plans for the City of Seat
Pleasant
Motion by Ashley Kearney, second by Garry A Jones.
Councilmember Kearney inquired when did the letter get sent to the County.
Mrs. Ball stated that the letter was sent via e-mail and by mail on March 6,
2025.
Councilmember McCarthy inquired if the Resolution will still stand, if it is
found that the city cannot annex the areas.
Mr. Pounds stated that the city will need to carve it out and if it becomes a
problem, the city will be notified.
Final Resolution: Motion Carried

Final Resolution: Motion Carried

4.3 Charter Amendment Resolution CA-25-02 To Enlarge the Corporate

High School into the City of Seat Pleasant Corporate Limits

Motion by Gerald Raynor Sr, second by Hope Love.
Final Resolution: Motion Carried

Mr. Pounds stated that the City Clerk will be sending notices to the County
and State of the adoption of the Annexation. The citizens in the area have
forty-five days to submit a referendum.
