OPENING 1.1 Call to Order Council President Higgs called the meeting to order at 6:04p.m. 1.2 Roll Call Present: Council President Monica Higgs, Councilmember Garry A. Proposed Fiscal Year 2025-2026 Budget-Demetrious Harris, Interim City Manager and Betty Logan, Chief Financial Officer o Ms. Logan presented the proposed revenue for FY26 of $14,185, 232 with the potential to reduce the Business Property Taxes from 12% to either 11% or 10%. o Councilmember McCarthy inquired about the grant revenue in the budget and if the revenues were received for the FY26 Budget. o Ms. Logan stated that the grants revenue is the grants that the police department receives every year. CITIZEN COMMENTS 3.1. There were no Citizen Comments for the Regular Work Session held on Monday, April 7, 2025. 4. REPORTS 4.1 Mayor’s Report o Mayor Porter stated his report can be viewed in BoardDocs and read the March report for the record. 4.2 City Manager Report o The Interim City Manager and Department Managers presented their March Monthly Reports to the Mayor and City Council. 4.3. Council Committee Reports o 4.5 Finance & Budget Committee-Councilmember Hope Love o Councilmember Love read the report for the meeting on March 5, 2025, and Mrs. Ball summarize the report for March 10, 2025. o 4.6 Governmental Affairs & Technology Committee-Councilmember Shireka McCarthy o Councilmember McCarthy presented the committee report. o 4.9 Environmental Justice & Transportation Committee-Councilmember Garry A. Jones o Councilmember Jones summarized the report for the SOPs of the call-a-Bus and Street Repair. 5. LEGISLATION 5.1 Ordinance O-25-09 Amendment of Fiscal Year 2024-2026 Budget to Amend Ordinance O-25-06 and to Reflect the deductions 2nd Reading. To Approve Ordinance O-25-09 Motion by Shireka McCarthy, second by Garry A Jones.
