OPENING 1.1.1 Call to Order Council President Higgs called the meeting to order at 6:04p.m. 1.1.2 Roll Call Present: Council President Monica Higgs, Councilmember Garry Jones, Councilmember Ashley Kearney Councilmember Hope Love, Council Vice President Shireka McCarthy, Mayor Kelly Porter, Councilmember Gerald Raynor, Councilmember Kizzie Scott Staff: Dashaun N. Ball, City Clerk, Demetrious Harris, Interim City Manager, Betty Logan, Chief Financial Officer. Councilmember Jonea gave the Invocation. 2. Meeting Topics 2.1. FY2025-2026 Proposed Budget Hearing o Ms. Logan stated that the revenue is $14, 185,232 and a 1.95% decrease than the previous year with the balance with the expenditures. o Ms. Logan stated thar they are recommending the Business Personal Property Taxes rate of 10%. o Ms. Logan stated that the other grants represent anticipated revenues. There were significant cuts in the budget with the elimination of some positions and a few new positions. o Councilmember McCarthy stated that she is concerned about the amount of anticipated grant revenue being listed in the budget. 3. CITIZEN’S COMMENTS: o We did not have any citizens comments during the FY2025-2026 Budget Hearing on Monday, April 14, 2025. 4.
