OPENING 1.1.1 Call to Order Council President Higgs called the meeting to order at 10:14a.m. 1.1.2 Roll Call Present: Council President Monica Higgs, Councilmember Garry Jones (Departed at 6:33pm), Councilmember Ashley Kearney Councilmember Hope Love (Late Arrival 10:52am), Council Vice President Shireka McCarthy (Departed at 6:08pm), Mayor Kelly Porter (Departed at 6:39pm), Councilmember Gerald Raynor (Late Arrival 10:25am), Councilmember Kizzie Scott Staff: Dashaun N. Ball, City Clerk, Demetrious Harris, Interim City Manager, Betty Logan, Chief Financial Officer. Councilmember Jonea gave the Invocation. 2. Meeting Topics 2.1. FY2025-2026 Proposed Budget Hearing o Ms. Logan stated that the revenue is $14, 185,232 and a 1.95% decrease than the previous year with the balance with the expenditures. o Ms. Logan stated thar they are recommending the Business Personal Property Taxes rate of 10%. o Ms. Logan stated that the other grants represent anticipated revenues. There were significant cuts in the budget with the elimination of some positions and a few new positions. 3. CITIZEN’S COMMENTS: o James Bussie, Ward V, would like to be a part of the youth development in the area to assist with curving crime. o Shannon Williams, Ward V, is in support of the police department’s new building. The information was provided in the chat. o Earlette Thomas, Ward, I inquired about the various proposed budget initiatives. 4.
