Call to Order Chair Kwon called the meeting to order at 4:31 PM. 2. Public Comment Public Comments: none were submitted 3. Review of the Minutes February 26 TPW Meeting Minutes were approved. 4. Award Design Contract for the Brenton Cook, Engineering Manager, presented this topic. International Boulevard Vulnerable User Demonstration Project (ST-834- The City was awarded $1.66 Million in federal funding to: 1. Develop a Comprehensive Safety Action Plan (Citywide) and 2. Implement a safety demonstration along International Boulevard (S.160th Street to S, 216th Street The Demonstration Project will include coordinating 15 total traffic signals and installed jaywalking deterrence.  The demonstration project will require collection of traffic data ahead of installing the approved safety measures in order to collect both before and after results. The grant will provide the funding for a consultant to perform the study, data collection, and recommended improvements along the corridor. The study and design is funded through 2026, and future funds necessary to complete the demonstration project will be addressed in future City budget. After discussion, the Committee voted unanimously to forward to April 28 Regular Council Meeting with a recommendation to approve – on Consent agenda. 5. Approve Amended Right of Way Pete Kang, Associate Engineer, presented a request for Services contract for 34th Avenue Committee to approve Amendment 2 to the design South Phase 2 Project (ST-016) contract for 34th Ave S Phase 2 Project. The Amendment will cover now-identified right-of-way services for 107 properties and increased engineering is needed for retaining walls and additional utilities. Sufficient funding is programmed for this phase of design. After discussion, the Committee unanimously agreed to move Agenda Bill 6770 to Regular Council Meeting on April 28, with a recommendation to approve – on Consent Agenda. 6. Road Construction Guidelines and Trevor Ralph, Engineering Review Manager, gave an Standards – Code Updates Overview overview of the code update to adopt SeaTac Road Standards. The presentation highlighted key changes and policy direction. Adopting new road standards establishes SeaTac-specific standards, rather than aligning always with King County Road Standards. It aligns our code across multiple chapters of the SeaTac Municipal Code, supports middle housing and development changes, and provides clean up to outdated or inconsistent codes. The Code sections updated will include Road Standards (11.05); Undergrounding Installation of Electric and Communication Lines and Facilities (SMC 11.20); Surface and Stormwater Management (SMC 12.10); Clearing and Grading Code (SMC 13.190); and Off-site and On-site Improvements (SMC 13.200). The presentation included Next Steps: 1.Public Review of Road Standards starting in May 2026;  2 Code Review and Draft update in Summer. 3 Planning Commission, Fall 2026 4 Adoption of the Road Standards in Winter 2026. No Action; Informational Presentation 7. Compost Club Presentation Mason Giem, PW Programs Coordinator, and Jack Harris, Blue Marble Environmental, Consultant, presented the City of SeaTac Compost Club. The purpose of the presentation was to introduce the pilot program and highlight early results. Organics Requirement Timeline: Beginning April 1, 2027 – organics service must be available, and by January 1, 2030, Organics service becomes required for some generators and cities must track and use compost from municipal sources. The pilot program targets multi-family properties and includes education and provision of locks for 96-gallon compost totes to keep contamination out, and tools for residents to learn and apply to modify behavior (includes a free in-home compost kit). Early results have been excellent. 8. Director’s Update South 208th Street Improvements – Project Background and Corridor Context. Public Works Director Garcia presented on the background of the Soth 208th Street improvements in coordination with the SR509 Completion Project, and provided context regarding recent concerns raised about on-street parking near the Sandpiper Apartments. Following discussion, the Committee agreed to keep the current state of the roadway as no parking, allowing for further opportunities to revisit this topic after the adjacent South 204th Street Improvements are completed to determine full impacts to the roadway at that time. 9.
