Transportation & Public Works Committee Meeting Minutes April 23, 2026 4:30 – 6:00 PM ** Hybrid Meeting ** Commenced: 4:31 Adjourned: 5:51 Members: Present Excused Unexcused Chair CM Kwon X CM James Lovell X CM Joe Vinson X Other Councilmembers participating: Staff Coordinators: Vangie Garcia, Public Works Director; Florendo Cabudol, City Engineer Other Staff present: Terome Fulmore, Interim Public Works Maintenance and Operations Manager; Zack Shields, Senior Planner 1. Call to Order Chair Kwon called the meeting to order at 4:31 PM. 2. Public Comment Public Comments: No public comments were given. 3. Review of the Minutes March 26 TPW Meetings minutes were approved. 4. State of Public Works Operations Informational Terome Fulmore, Interim PW Maintenance and Operations Manager, presented the 2025 Annual Performance Update. Items presented were Notable Service Delivery and Output, Proactive Maintenance and Responsive Service, Operational Insights and Service Trends, and Balancing Workforce and Service Delivery. It included information on management of the fleet vehicles. The presentation was informational. No action was requested. 5. Capital Improvement Program Informational Update Vangie Garcia, Public Works Director stated that this was the first quarterly update of the Capital Improvement Program. Florendo Cabudol, City Engineer, shared a spreadsheet of all projects in design or construction, including our Airport Station Improvements Project valued at approximately $40 Million. This project will go out to bid in a week, and construction will start after the World Cup games in Seattle this summer. The presentation was informational. No action was requested. 6. Transportation Planning and Kick- Informational Off to Transportation Improvement Program (TIP) Zack Shields, Senior Planner, presented a Transportation Planning update to the Committee. This included key updates from significant regional and state agencies that continue to shape transportation conditions, expectations and funding opportunities affecting the City of SeaTac. Florendo Cabudol, City Engineer, presented the Introduction of the Draft 2027-2032 Transportation Improvement Program (TIP). This topic is referred to a future Transportation & Public Works Committee Meeting, due to the evacuation of City Hall prior to the completion of the meeting. 7. Adjourn Chair Kwon adjourned the meeting at 5:51 PM, prior to its completion due to the evacuation of City Hall.
