BACKGROUND: The Sonoma County Mayors’ and Councilmembers’ Association Board of Directors and the City Selection Committee is a collaboration of all Sonoma County cities with a goal of creating a united front to represent the strongest voice possible in support of city interests. The City Selection Committee and the Board of Directors for the Sonoma County Mayors’ and Councilmembers’ Association and the General Membership conducts meetings bi-monthly. On February 11, 2021, the City Selection Committee and Mayors and Councilmembers Board of Directors will make appointments to upcoming vacancies on various committees. This meeting with be hosted by the City of Cloverdale. The City of Cloverdale will be sending out an agenda and packet prior to the February 11 th meeting. At the December 1, 2020 City Council meeting, the City Council approved the Mayor and following Designated Voting Representatives (in order of approval) in case of the Mayor’s absence. My family originally moved to San Francisco Vice Mayor in the 1880s. My great-grandfather would use the early ferry system to get grapes Sam Salmon from Sonoma County to bring to his small production facility in North Beach. I Councilmember District 3 grew up listening to stories from my grandfather about his afternoons spent Debora Fudge watching the bridge being built and his pride in crossing it on opening day. For him, the bridge opened up the possibility of a better, more affordable life in the Councilmember Esther Lemus North Bay. Golden Gate Transit busses made it feasible for both my mother and father's parents to move their families from San Francisco to Marin and Sonoma Town Manager counties while still keeping their jobs in the city. My grandmother, who Ken MacNab immigrated to the U.S. from Nicaragua in the 1940s, would ride a Golden Gate Transit bus every day from Cotati to her job cleaning rooms at the St. Francis Hotel in order to provide for her family in Sonoma County. My father and mother would also make daily trips on the bus for their education and jobs in the city. The Golden Gate Bridge Highway and Transportation District has given so much to my family, and I feel that it is only fitting for me to give back in service to the district in its time of greatest economic need. Ferry ridership is down 90+ percent. Bus ridership and bridge crossings are down to their lowest levels in a generation. Strong leadership, fiscal expertise, and creative planning will be necessary to preserve jobs and levels of service over the next few years. My extensive background in business, backed by a masters degree in Business Management, will pair perfectly with my experience in local government in tackling the challenges facing the District. I have served on multiple Committees and Commissions while representing the Windsor community as Town Councilmember and Mayor. In my roles as a Planning Commissioner, Councilmember, and Mayor I have addressed transportation issues at all levels of government, including the review of development and capital projects at the local level, addressing the provision of transit service and the arrival of commuter rail to Windsor at the regional level, and advocating for funding and project commitments at the state level. I have also played an active role in developing transportation goals and policies as part of longer-term planning efforts. Transportation decisions and policy-making require careful consideration and experience to ensure the best investments are made in meeting our future transportation needs and to ensure the systems we invest in provide a viable alternative to the automobile to reduce greenhouse Agenda Item gas emissions. I am a fourth generation Sonoma County resident who has a background in land use planning and a career in advanced energy and transportation policy and market development. Transportation is rapidly changing and the opportunities to be innovative are endless. Now is the time to reframe our thinking and create a transportation system that is equitable, economical, and emissions-free. If appointed, my focus would be fourfold: Zero Emission Vehicles – The State has mandated light-, medium- and heavy-duty vehicles all must transition to be zero emissions. While this gives hope that we can achieve carbon neutrality and reduce harmful pollution in frontline communities, the impacts to our electrical grid and fleet management practices will be significant. Land Use – The new RHNA targets, coupled with our beloved urban growth boundaries, will force Sonoma County cities to prioritize infill and transit-oriented development. This will add congestion to existing roadways, add pedestrians and cyclists to streets that have been designed for cars, and create new opportunities for high-quality public transit and sustainable economic development. Disruption – Sea level rise and disruptive technologies like autonomous vehicles and e-bikes are coming fast. Evacuations from flooding and wildfires will be a concern for the foreseeable future. We must work with agencies across the Bay Area to mitigate threats, prioritize needs, and secure funding for critical initiatives. Transit & Equity – Minorities and low-income residents spend more of their income on transportation, and are disproportionately subjected to unsafe street conditions, poor accessibility, and toxic air quality. Most of Sonoma County does not qualify for funding from the state programs that use SB 535 and AB 1550 designations, so we need our MTC representative to understand the programs, and advocate for changes to program rules and funding from MTC. We are lucky to have the MTC as a venue to convene regional stakeholders, and collaboratively plan and resource the most pressing projects in Sonoma County, the North Bay, and throughout the Bay Area. My experience with land use, transportation and energy policy, and my commitment to progress through collaboration and courage qualify me to represent our community. If appointed, I will work hard to advocate for our community, keep all cities aware of the issues, and be a productive voice on the MTC as it finalizes and starts implementing Plan Bay Area 2050. I am a fourth generation Petaluman who has roots in our agriculture and open space community. My grandfather and great grandfather were both dairy farmers, and my parents still raise livestock in rural Petaluma. I grew participating in 4-H and FFA, showing at the Sonoma Marin and Sonoma County fairs, and growing and hunting my food. In 2008, while obtaining a degree in City and Regional Planning from Cal Poly San Luis Obispo, I interned for Greenbelt Alliance. I worked on the SMART and Marin Clean Energy campaigns, and did GIS mapping and analysis to support the expansion of the Community Separators. This is where I cut my teeth on progressive open space policies and developed an appreciation the work of the Ag and Open Space District. These days, I wake up and work to reduce our dependence on fossil fuels and address our climate crisis. As an elected leader, my advocacy for density, active transportation and transit-oriented development is fueled by my love of Sonoma County’s rolling hills, green fields and farms—so much so that I chose to make these features the design aesthetic for my yard signs. At times, the ag and open space constituencies conflict. As a person who has experience in both domains, I believe I can help find common ground on important issues by drawing our attention back to a common love of the land, connection to where food comes from, and desire for future generations to have the opportunity to find a similar love for Sonoma County’s ag and open space lands. As an attorney with experience in land use law and environmental policy, my expertise in real estate transactions, conservation easements and preservation of natural resources will be a strong asset to the Citizens Advisory Committee. For the past three years, I have sat on the Sonoma County Planning Commission where we examine the delicate balance between agricultural preservation, economic diversity as well as regional housing and development needs. Many of the grant programs and real estate transactions before the Citizens Advisory Committee involve complex financial transactions where my MBA degree and experience as a non- profit executive will prove useful in advocating for our community. Raising my young children in Healdsburg, I regularly utilize our parks and open spaces across the county. I formerly served on Healdsburg’s Parks and Recreation Commission, where we oversaw a network of parks, playgrounds and open spaces in and around Healdsburg. I grew up in a family that was dedicated to preserving our agricultural lands and learned early on about the importance of public access for outdoor recreation while being steadfast in the protection of our natural resources for generations to come. I am a Sonoma County native, born in Petaluma and Raised in Healdsburg. Growing up here I have garnered a profound appreciation of our land and the abundance it has provided us. My intent in joining the commission is not only to continue this important work, but to advocate for those that face inequities in gaining access to the land. I come from a generation of farmers from Zihuatanejo, Mexico. My father, my grandfather, and his father were all farmers on family land that has since been sold. My parents instilled in me an immense awe and gratitude for nature. When I was younger, we were members of the Sierra Club and would frequent many state and regional parks, which have shaped some of my favorite childhood memories. I am grateful for the opportunities to carry this love of our land into my leisure as a frequent hiker, and my work, first as an employee with Santa Rosa Parks and Recreation, and now as a youth advocate for TLC Child and Family Services. As a counselor for foster and disadvantaged youth, I often take our adolescents on outings to our beautiful open spaces and parks and have helped facilitate various ecological awareness activities such as gardening and beach clean ups at the Sonoma Coast. I understand how necessary and healing it is for all, but especially our youth to adventure and care for our land. This board position would allow me the opportunity to ensure our land and natural resources are sustained and made available to all for generations to come. Town Manager We will have at least three new Board members in January due to people not Ken MacNab running for re-election. That leaves three of the twelve of us who have been with SMART longer term, which has been invaluable to the Board and staff. As you may also know, SMART is due to arrive in Windsor at the end of 2021. I would love nothing more than to be the local Board member who welcomes the train to my town after all these years of hard work!
