INTRODUCTION/PURPOSE:
This item is to request that the City Council Discuss and Provide Direction to Mayor or his/her Designated
Representative for Voting for Various Boards and Committee Vacancies at the February 10, 2022 City Selection
Committee and Sonoma County Mayors and Councilmembers Board of Directors Association Meetings.
BACKGROUND:
The Sonoma County Mayors’ and Councilmembers’ Association Board of Directors and the City Selection
Committee is a collaboration of all Sonoma County cities with a goal of creating a united front to represent the
strongest voice possible in support of city interests. The City Selection Committee and the Board of Directors for
the Sonoma County Mayors’ and Councilmembers’ Association and the General Membership conducts meetings
bi-monthly. On February 10, 2022, the City Selection Committee and Mayors and Councilmembers Board of
Directors will make appointments to upcoming vacancies on various committees.
At the January 4, 2022 City Council meeting, the City Council approved the Mayor and following Designated
Voting Representatives (in order of approval) in case of the Mayor’s absence.

DISCUSSION:
The City Selection Committee and the Mayors and Councilmembers Association, which includes all the Sonoma-
County cities, fills vacancies on various local or regional Boards or Commissions when the terms of office expire or
upon resignation. The Chair of the City Selection and Mayor and Councilmembers Association requested letters
of interest for the openings listed below. Letter(s) of interest submitted are listed under each Opening.

City Selection Committee Appointment to Consider:
• Airport Land Use Commission, one position, to fill vacated seat of Jack Tibbetts (Santa Rosa). Current term
expires May 2023. (Letters due January 19th)

Board of Directors Appointment to Consider:
• Sonoma County Agricultural Preservation & Open Space District Citizens Advisory Committee, one
position, to fill the vacated seat of Ariel Kelley (Healdsburg). Term expire two years from appointment.

PUBLIC COMMENT:
As of the writing of this staff report, the City has not received any public comment. However, if staff receives public
comment from interested parties following the publication and distribution of this staff report such comments will
be provided to the City Council as supplemental materials before or at the meeting. In addition, public comments
may be offered during the public comment portion of this item.
PUBLIC NOTICE:
This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review
at least 72 hours prior to schedule meeting date.
FISCAL IMPACT:
There is no fiscal cost associated with this item tonight.
RECOMMENDATION:
That the City Council Provide Direction to the Mayor or Voting Representative for Voting at the City Selection
Committee Meeting and the Mayors and Councilmembers Board of Directors Meeting of February 10, 2022. It is
also recommended that if late nominations are received, that the City Council authorize the Mayor or Designated
Voting Representative the authority to vote on these late nominations or recommendations at the City Selection
Committee and Sonoma County Mayors and Councilmembers Board of Directors Association Meetings.

RE: Vacancy Sonoma County Agricultural Preservation and Open Space District
Advisory Committee Letter of Interest
Dear Honorable Mayors and Council Members:
I write to you all to ask respectfully for the consideration to the appointment to the Citizens
Advisory Committee of the Sonoma County Agricultural Preservation and Open Space District.
As a long time Latinx/e resident of Sonoma County I have firsthand experience in the important
need for preservation of our natural resources and open spaces. With my business entrepreneurship
background and as nonprofit consultant I believe I would be a strong asset to serve on this advisory
committee.
As board member for more than five years at Healdsburg Forever an Affiliate of Community
Foundation Sonoma County, I have experience in how grant programs and funding work together
and how interconnected they are in achieving goals for betterment of our community.
As Vice Mayor of Healdsburg, I strongly advocated for affordable housing on two parcels at the
Montage development site, a project that included extensive open space, trails, and public access.
In doing so, I dove deeply into CEQA, easements, mixed housing product types, and a 10-year
Development Agreement. I believe my firsthand experience in this would be vital for this
Committee.
In my time on Healdsburg City Council, I have had to balance the delicate need between, housing
development, open space preservation, equity, and economic diversity. My experience in business,
the nonprofit sector, civic government, and public service would be well suited and would be
meaningful for our broader community in Sonoma County.

Lastly, as a longtime resident of Sonoma County for over 30 years there is no place more beautiful
than here in our County. My family comes from a long line of agricultural workers, farmers, and
cattle ranchers in Jalisco Mexico. Working with landowners, easements, and preserving the natural
wonder of this place is what is calling me to serve on this committee. I would welcome an
opportunity in helping to preserve public access for outdoor recreation for many generations to
come.
