The meeting was called to order by Daniel Feinstein, Senior Planner at 8:05 a.m.

Approval of the January 16, 2024 Meeting Minutes
Approved.

#21299 - 3746 Pennington Road - Door to Window Alteration.
Matt Perkins, Mentor Window, explained they are replacing the double hung window pair on the
rear of the existing addition. The owner would like a 2 lite slider, but they are able to replicate the
existing. They are also proposing to remove the second story door and alter it to a double hung
window. The siding below that new window will be infilled with matching siding.
Mr. Neville said the siding infill area below the new window must have the siding toothed in so that
it does not appear as a repair.
Mr. Walter asked the size of the new window. Will it be the same height and have grids like the
adjacent window?
Mr. Perkins said the same height window from sill to header is possible. They can also add matching
grids.
Mr. Walter said the proposed slider window is not typical and not acceptable for the aesthetics of
this house.
Mr. Neville said there should be grids on the new windows on the addition as well. It is an enclosed
living space, and should look like the rest of the house.
Approved with the following conditions: 1) first floor double hung replacement with grids; 2)
second floor window to match the height of the adjacent window and have grids to match; and 3)
tooth in new aluminum siding below the new second floor window.
Submit revised plans for administrative review.

#21300 - 17911 Scottsdale Boulevard - Window Alterations.
Igor Abramovsky, Genesis Construction Group, said they propose to replace all the windows on the
house with a beige color window. They will match the style and grid pattern including the diamond
grids, which will be black grids. The existing diamond pane leaded glass casement windows on the
front façade are damaged beyond repair.
Mr. Feinstein asked if there is a simulated diamond grid pattern for the front windows to match the
diamond panes.
Mr. Neville asked if there are diamond grids available in grey.
Ms. Madison said she is concerned with a wider sash for the new windows and how that affects the
patterns, as well as the color against the brick. The wider beige sash will be very visible.
Mr. Walter said he is concerned with the window color of the proposal due to the dark brick color
on this house. A brown window would be preferred.
Approved dark brown color windows.
Also approved the almond color window replacement with the condition that the wood trim on the
house (fascia) is painted the window sash color.
Submit revised quote and color sample picture at the house for administrative review.

#21301 - 3577 Chelton Road - Porch Alteration.
Robert Bonner, owner, said this is a century home and the porch is deteriorated. He proposes to
replace the porch including the rail, posts, and flooring.
The Board commented this is a very nice house and front porch. What is the brick panel proposed
at the base of the piers as noted on the plans?
Melva Williams-Argaw, designer, said this is a pre-engineered brick panel.

Mr. Feinstein noted the existing masonry step is proposed to be replaced with a wood step. He
asked if a brick color sample of the pre-engineered panel is available.
Ms. Williams-Argaw showed the brick panel sample.
There was discussion regarding the appropriateness and longevity of a brick panel application at this
location.
Mr. Neville asked about the wood for the steps. What finish will this wood have?
Mr. Bonner said the new hardwood will be oiled every other year to maintain its original color. He
said it would not be a problem to use full brick for the base of the piers.
The Board agreed they would have more confidence in the longevity of the work if brick is used.
This is a very nice porch replacement project.
Approved with the condition that a full brick base is used at the columns bases.
Submit revised plan for administrative review.

#21302 - 3710 Stoer Road - Solar Panels.
Matt Sako, Power Up Renewable Energy, said the engineers had moved all the panels to the rear
roof as requested by staff.
Mr. Feinstein noted those plans had not been received. What is the color of the panels? Where will
the lines from the panels go?
Mr. Sako said the panels and racking are black. The lines go into the attic then out the side of the
house.
The Board agreed a brown line set cover is most appropriate. Like the darkest brick color on the
house.
Approved with the condition that all the solar panels are moved to the rear roof.
Submit revised plans for administrative review.

#21303 - 3272 Enderby Road - Porch Alteration.
James Dumphy, Great Day Improvements, said the owners are looking to increase the function of
this room. The new room will be for 3-seasons and have tempered glass throughout. The knee wall
is glass and the windows above are slider windows. The room remains within the same footprint.

Mr. Feinstein said the current room has colonial detailing. Is there a reason for the all glass design
and slider windows?
Mr. Dumphy said they use tempered glass rooms. It is not normal for them to add window grids to
this type of room construction.
Mr. Neville said he does not believe grids will help. The existing room façade has an order, with
windows all the same width and a rhythm to the architecture and it relates to the house. All these
proposed windows are different sizes. There is no regularity and the design appears disorganized.
Mr. Dumphy said their rooms are custom manufactured to maximize airflow. The window sizes can
be reconfigured. He said they also build rooms that utilize solid knee walls and a more traditional
design.
The Board agreed something closer to a full knee wall with double hung windows would be better
design option for this house.
Continued in order for the applicant to study traditional colonial knee wall and window porch
designs.

#21304 - 3558 Lee Road - Signage.
Mr. Feinstein explained the business location and that the sign would be reviewed by the Board of
Zoning Appeals on February 6, 2024 due to the size of the sign.
Mirza Veljkovic, Central Graphics, explained the Ohio Contemporary Ballet is looking for a larger
sign as there is no identification on the exterior of this very long wall. This sign would increase the
visibility of the entry to the studio from the parking lot.
Mr. Walters noted the low sign location may not be visible due to a handicap parking space in front
of the proposed new sign location.
Mr. Feinstein noted this sign is designed to find the entry door for those already in the parking lot.
Mr. Neville said he would like to see it higher on the building wall so it is not blocked by a car or
van.
Continued for further review. The Board suggested the sign have an alternative location higher or
above the entry for better visibility.

#21305 - 18230 Shelburne Road - Window Alteration.
Matt Yopko, Gunton Corporation, said some of the existing windows do not close correctly. This
home has some windows with different patterns than others. These windows have a large vertical
grid vertically through the center of each sash.
There was discussion regarding new grid pattern options of the larger front windows.
Approved Plan B with the exception of the second floor window over the door. This window
should be revised to be a picture window with a large, 2 inch, horizontal grid to give the appearance
of a meeting rail so the grid pattern matches the original window.
Submit revised quote for administrative review.

#21306 - 15900 South Park Boulevard - Resubmission: New Garage.
Mr. Feinstein explained the replacement garage design that the Board approved is currently under
construction. Some changes have been made.
Kevin Robinette, architect, said this is a 3 car garage with changes due to interior work. The owner
believed the roof massing was too large with the west facing dormer, so that has been eliminated.
There is a change to the north façade second floor, reducing windows, adding a flower box, and
changing the posts on the first floor.
Mr. Neville and Ms. Madison agreed the roof massing is better as is the post configuration.
Mr. Walter asked about the west facing windows on the second floor. They look haphazard.
Ms. Madison asked why one window is larger than the other two.
Joe Kubic, homeowner, said they are installing light fixtures on the side elevation second floor like
those already on the house, which will make the windows appear more regular. The planter box
proposed match those on the front façade of the house.
Mr. Walter said he is surprised there is a step back of the roof near the rear of the east elevation.
Why is the roofline configured in this way?
Mr. Robinette said there is no need for the second floor space on this side and the configuration
takes advantage of first floor supports. This side faces the neighbor’s garage and is not readily
visible.
Mr. Walter said the east elevation is now less cohesive. The window composition is less clear. Why
are there additional doors?
Mr. Robinette said the window placement is based on the interior changes to the plans and the first

floor door provided a needed exit.
Continued for the applicant to submit the following: 1) study a more balanced second floor widow
placement and sizes; 2) clarification of roof articulation and step back on the rear and east elevation;
3) photo of the proposed window box; 4) photos of the front of the house; and 5) updated drawing
showing where the lights will be located on the garage façade.
Submit revised drawings for Board review.

#21307 - 17616 Parkland Drive - Window Alteration.
Jessica Powell, Woodland Design, explained this 80’s/90’s addition is at the rear of the house. They
propose a change to the window configuration on the rear, along with additional windows in a
bathroom on the second floor. She explained the size, types, and locations.
Mr. Neville noted all these changes fit in nicely with the house design.
Approved.

#21308 - 18200 Parkland Drive - Addition. Window Alteration.
George Clemens, Clemens Architecture, said there is currently an addition next to an addition. They
propose to create a larger addition to connect the spaces. They will retain the single story roofline.
They may change the material, but would come back for that. They are replacing a bay window with
French doors.
Mr. Neville asked if a decorative railing is possible on the flat roof.
Dr. Sherine Ghafoori, homeowner, said they have had interior damage with railing elements on
other past houses in Shaker Heights. She would prefer not to have a railing on this flat roof.
Ms. Madison said when the pitched roof element is removed, they must make sure to repair the
brick and mortar.
Mr. Clemens said they will also need to repair/replace where the door is removed.
Mr. Walter noted the head height changes from the entry door to the windows. Can these be
redesigned to coordinate better?
Mr. Clemens said the sill has to be above the counter. It will benefit the room and the proportion to
keep the newly proposed window head height. He will work to address the levels of the windows
and adjacent house elements.
Mr. Walter asked if the panel next to the window could be raised to coordinate.

The Board approved of the design direction.
The Board suggested the window heads or trim details be re-designed to relate to the door more
closely, or the door head be raised to relate to the window head. The trim around the windows
should be adjusted to relate better to the windows themselves.

#21309 - 3427 Tuttle Road - Sign: Boom’s Pizza.
Mr. Feinstein said there are compliance questions as far as zoning and the sign ordinances. There are
new plans that were just submitted this morning.
AJ Suever, designer, said they propose to paint the area above the windows black. The yellow color
is the only color being added to the existing canopy. There is a canopy being added to the south
elevation at the entry door location. The Market Hall, the parking lot, and the parking garage all
combine to create movement from the south.
Mr. Feinstein noted that if the main entry does not face the street a zoning variance is required.
Ms. Madison asked what the yellow portion is. Is it paint?
Ms. Suever said it is a yellow reflective strip.
Mr. Walter asked if the new south-facing canopy should be the entire width of the window opening,
not just the entry area.
Ms. Suever said the current canopy proposal is the width of the vestibule.
Jonathan Bennett, tenant, explained the vestibule has its own interior lighting scheme. He does not
think they would gain anything from additional canopy width. They studied the way people move
and the south entry is better.
Mr. Walter asked if the lighting fixture spacing on the west façade could be the same on the south
side. The southern entry does not establish itself as the main entry. It needs something more.
Mr. Neville and Ms. Madison agreed.
Ms. Suever said they propose two primary signs. One projecting sign at the corner which is
internally illuminated and matches their Lakewood, OH location design, and a large window sign.
The large window sign conceals a reach in cooler on the interior. There is a secondary sign on the
canopy over the main entrance, along with a vinyl graphic on the entry door. The lower vinyl
banding in the Tuttle facing windows conceal the legs of the patrons.
Mr. Bennett said there are high-top tables adjacent to the windows and legs will be very visible
without the vinyl on the windows.

There was discussion regarding the vinyl graphics on the bottom of the storefront windows and the
location of an interior bolt graphic in the southern interior vestibule. They could move that bolt
closer to the window which might help make that entry more visible.
There was discussion regarding the site and sign locations.
Continued for the applicant to consider the following: 1) altering the design of the signage to better
emphasize the new south facing entry; 2) discuss with staff any zoning variances needed for the sign
package; 3) study the new canopy width in relationship to the entry door; 4) study the proposed
vinyl graphics lower infill.
Submit revised plans for Board review.

#21310 - 22870 Canterbury Lane - Pavilion.
David Novak, contractor, explained this proposal includes a pavilion, a pool, and hardscape in the
rear yard. The hip roof of the pavilion will have a synthetic slate to match the new house roof. The
chimney will match the house brick. The structure has open sides.
Approved the general design direction of the structures.
Submit revised plans for Board review which include the rear elevation, materials, and color
selections.

2939 Attleboro—Preliminary Review. George Clemens Architects.
Discussion held.
The Board suggested removing/altering the circular window on the rear of the new addition;
reducing the size of the lites on the “orangery” section of the connector.
