Architectural Board of Review Minutes Tuesday, February 20, 2024 8 A.M. Via Conference - Zoom Members Present: Sandra Madison, Chair Hans Walter, Vice-Chair James Neville, Member David Berlekamp, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of the February 5, 2024 Meeting Minutes. Approved. * * * * #21315 – 3581 Avalon Road – Exterior Alteration. Douglas Glover, representative, said this rear porch was in disrepair. They began work without knowing that there was a process. They now have engineering drawings. The wood will be painted white. They will be using a hardwood for the railing. Mr. Feinstein said an historic railing style would have the spindles on the inside of the railings. The posts should be wrapped with cedar. Mr. Glover said they will have cedar posts. Mr. Walter asked if there was trim on the posts. Mr. Glover said these posts are similar to the existing. Ms. Beck confirmed the previous posts did not have trim detailing at the bottom. There was discussion regarding the post detailing and the half posts at the house wall. Continued in order for the applicant to provide design drawings specific to this home. The Board asked that the applicant wrap the existing posts, add top and bottom trim and consider half posts at the house wall and, provide a railing design appropriate for this colonial house Submit revised plans for Board review. * * * * #21306 - 15900 South Park Boulevard - Resubmission: Garage. Mr. Feinstein recapped the decision from the previous meeting. Kevin Robinette, architect, explained they have flipped the color scheme for the front gable of the garage. The decorative flower box will be stained dark. He showed the chosen light fixture. The piers were proposed having a brick base with wood posts, and now they propose a brick bottom and stucco above to match the outdoor kitchen on the other end of the pool. Mr. Neville said the kitchen pier by the house is large due to the mass of the nearby house. This would not work on the garage. He believes the previous detail is more in keeping with the scale of the new garage. Joe Kubic, homeowner, said the garage posts are slimmer than those on the house. Mr. Walter said he is fine with the proposed pier design on the garage. Ms. Madison said the new pier design is acceptable. Mr. Berlekamp said the pier detail between the brick and stucco looks flush. Will there be articulation between the masonry and stucco? Mr. Robinette said there will be between ½ to 1” articulation just like on the house. Mr. Kubic said the flower box materials are a marine grade plywood that are stained to match the house. These flower boxes are also removable. The Board agreed they liked the revised roof alignment at the rear corner. Mr. Walter said with the color change to the front gable of the garage, the brackets make it appear heavy. He likes the brackets at the garage doors, but not as much on the second floor gable end. Approved proposed revisions with the condition that the brackets in the gable end will be removed. Submit revised plans for administrative review. * * * * Architectural Board of Review 02/20/2024 Page 2 of 5 #21308 – 18200 Parkland Drive – Resubmission: Addition. Heather Davies, architect, said their revisions are based on the comments from the previous meeting. The revised detail at the widows is above a water table and the door header has been raised. The roof also now has a low slope. Approved. * * * * #21312 - 16614 Chagrin Boulevard – Signage: Lizzie’s Bakery. Tim O’Toole, Fast Signs, described the new wall sign and the revised window signage, which now meets zoning regulations. Approved. * * * * #21313 – 3571 Latimore Road – New Garage. Eli Mahler, architect, described the garage has vinyl siding and roof shingles to match the house. Mr. Walters said the floor plan details do not match the elevation drawings. Approved with the following conditions: 1) the service door will have raised panels; and 2) the floor plan will be replaced to accurately describe the proposed details. Submit revised plans for administrative review. * * * * #21314 – 3642 Daleford Road - Addition. Deck. Eli Mahler, architect, said they will be removing the existing room addition and creating a new addition and deck. The exterior is wood siding painted to match the existing house. The owner is creating this space for their relative who needs a first floor bedroom. There was discussion regarding accessibility in the room and into the new room and deck. It was suggested to move the shower around so the door swings toward the entry instead of the room. The Board noted there does not seem to be adequate room for a bed. They suggested a wider door opening for the possibility of a future wheelchair. Mr. Walter asked how a wheelchair would access the house. The Board suggested the room get one foot wider to allow better access and interior accessibility. Architectural Board of Review 02/20/2024 Page 3 of 5 Approved with the following conditions: 1) windows will have grids to match the house; 2) the lattice below the deck will extend to the deck edge; 3) moving the deck railing spindles to be on the inside of the rails. The Board suggested the following: 1) widen the addition by 1 foot to allow interior spacing and door width; 2) consideration for ADA requirements/ needs; 3) turning the shower; 4) space for the bed; 5) allow for the possibility of a future ramp need from the deck; and 6) extending the deck width to have the new sliding doors centered on the deck. Submit revised plans for administrative review. * * * * #21300 - 17911 Scottsdale Boulevard – Resubmission: Window Alterations. Igor Abramovsky, Genesis Construction Group, described the pictures he submitted. The almond color window sample is shown in several locations against portions of the house and next to the existing windows. There was discussion regarding the color of the new windows as compared to the dark house brick color. Mr. Neville noted the color on the house is soft, while the color of the proposed windows is a stark contrast. The almond color of the window sample is lighter than the existing trim around the front door. Approved dark brown replacement windows. Proposed “almond” window color denied. * * * * #21309 - 3427 Tuttle Road – Resubmission: Sign – Boom Pizza. Mr. Feinstein recapped the comments from the previous meeting. AJ Suever, HSB Architects, explained the changes. The lightning bolt sign is behind the glazing on the vestibule wall. The black background was removed from the Boom’s vinyl on the west elevation. The Boom’s sign is an outline with a shade hiding the mechanical unit behind the window. The vinyl on the windows has been modified to a simple 1 inch yellow band. Mr. Feinstein noted the applicant will be attending a Board of Zoning Appeals meeting the first week in March for variances to the entry location and signage. Ms. Suever said the entry does not face the street as is required. They will be seeking a variance to the number of signs and percentage of clear glass. Mr. Neville said he would still like to see the south facing canopy extend between the masonry pillars as was suggested at the last meeting. He has no problem with the main entry location facing south and not the street. Architectural Board of Review 02/20/2024 Page 4 of 5 There was discussion regarding the horizontal yellow line location. Mr. Walter said he would like to see the window line consistent on all of the panes. The lightning bolt will read behind the glass. He asked if the yellow will wrap around the canopy. Jonathan Bennett, tenant, said it does not currently wrap, but he is not opposed to that happening. He noted the stripe is reflective. There was discussion regarding the yellow stripe on the west facing canopy. Mr. Berlekamp asked if when the doors on the west are open if patrons can enter. Mr. Bennett said they can, but it is discouraged. Sue Frankel, RMS, said the landlord is supportive of all of the changes. Continued for the applicant to review the following: 1) continuing the horizontal yellow window stripe around all exterior glass; 2) removing the yellow stripe from the west façade canopy; 3) wrap the south entry canopy with the yellow stripe; 4) extend the width of the south canopy to run between the brick. Submit revised plans for Board review. * * * * #21304 – 3558 Lee Road – Resubmission: Sign – Ohio Contemporary Ballet. Mr. Feinstein reported that the Board of Zoning Appeals approved a variance for a maximum 15 square foot sign. Approved. * * * * #21311 - 20300 Chagrin Boulevard - Signage: Urgent Care. Vince DiIonno, Blink Signs, representing Health Express UC, tenant.
