The meeting was called to order by Daniel Feinstein, Senior Planner at 8:03 a.m.

Approval of the February 20, 2024 Meeting Minutes
Approved.

#21298 - 16601 Chagrin Boulevard - Resubmission: Signage – UH Urgent Care.
Mr. Feinstein reviewed the past meeting comments. He explained the applicant has several options
for the signage facing Lee Road proposed for review.
Marie Cipolletta, Signarama, said Option A has the best visibility and is lit channel letters on the
façade of the building.
Mr. Feinstein said the existing tree proposed that blocks the sign is proposed to be removed and
replaced per zoning requirements.
Ms. Cipolletta said the Option B signage would require a build-out of the building itself and is not
optimal.
Mr. Walter asked if there is a reason that the signage cannot go in the upper fascia band like the
signage facing Chagrin Boulevard.
Ms. Cipolletta said that fascia band limits the size of the sign. Option A the preference of the owner.
Jordan Voorhees, University Hospitals, said the preferred signage design Option A is due to the
visibility from Lee Road.
Mr. Leskosky said Option A is acceptable.
Ms. Madison asked if additional landscaping can be added to the base of the building to soften the
stairs and foundation.
Ms. Voorhees confirmed that foundation landscaping can be added.
Approved with the condition that foundation planting is added around the step unit to the employee
entrance.

#21317 - 2865 Manchester Road - Window Alteration.
Rick Norris, Gunton Corporation, explained there are three second floor windows on the rear of the
house that are deteriorated beyond repair. The existing windows have leaded glass, which are
original to the house. They propose replacement windows with brown SDL grids to replace the
colonial grid pattern.
Mr. Walter noted that given the replacement windows are of a similar pattern, he is accepting of the
proposal.
Ms. Madison said these windows are on the rear of the house and not feature windows like the
arched windows.
Mr. Leskosky agreed. Since these are not architectural feature windows, they could be replaced. This
logic could be true for other window replacements in the house.

#21318 - 3615 Pennington Road - Vinyl Siding.
Josh Raggi, Crossroads Property Restoration, said this house is similar to others in the
neighborhood with a two tone first and second floor siding design. They propose shake vinyl siding
in a brown color above a straight lap siding in linen color on the first floor.
Ms. Madison asked if the band board between the first and second floor and on the front dormer
will be retained.
Mr. Raggi confirmed they will be retaining the band board between the floors.
Mr. Feinstein asked if the windows will be built out as part of this application.

Mr. Raggi confirmed they will be building out the trim and wrapping it in aluminum coil.
Approved with the condition that the corner boards match the wall siding color.

#21321 - 3553 Maynard Road - Exterior Alteration.
John Stewart, The Tartan Group, explained there are currently two side door entries. They propose
to remove one nearer the rear of the house which leads to a hallway. They will fill in with matching
brick and mortar.
Mr. Feinstein asked if they have a good brick match. The new brick needs to be toothed into the
door opening.
Mr. Stewart said they have a brick match and will tooth in the brick. The owner is trying to restore
the entire house to match the historical materials.
Approved.

#21303 - 3272 Enderby Road - Resubmission: Porch Alteration.
Mr. Feinstein reviewed the discussion from the last meeting.
James Dunphy, Great Day Improvements, said they have revised the drawings and the knee wall will
be solid, not glass. The window spacing has been adjusted and new support posts will be used. The
entry remains in its current location.
There was discussion regarding the detailing of the windows within the wall and the knee wall
exterior design.
There was general agreement that this obvious porch could look different than the house. The knee
wall needs a panelized design. The posts need to be on the exterior of the knee wall.
Approved with the following conditions: 1) the posts are set back from the existing header; 2) the
new posts are exposed all the way to the foundation; 3) the knee wall areas between each post are
panelized with trim detail.
Submit revised drawings for Board review.

#21323 - 14412 Larchmere Boulevard - Window Alteration.
Zach Tame, Home Depot, said they are replacing 13 windows on the house which are currently
non-operable or severely deteriorated. They are using an Andersen fibrex product to replace

currently leaded glass windows. Windows 1 and 2 are currently double hung windows and the owner
would like to propose casement windows. These are located in a hard to reach area of the kitchen.
Donna Ferrante, homeowner, explained they have restored all of the other leaded glass windows on
the house that face the street on this corner lot. These few are the last to be replaced and are beyond
repair. They are on the rear of the house.
Approved with the condition that windows 1 and 2 are casement windows with a regular grid
pattern.
Submit revised quote for administrative review.

#21322 - 22099 McCauley Road - Window Alteration.
Justin Davies, architect, said this home is at the corner with Shelley Road. They are replacing the
three windows to the right of the bay as shown on the photos. The existing windows are double
hung and have an arched pattern in the top sash. The revised window opening will have a more
traditional casement window with an infill panel above, which mimics the panel above the nearby
entry door.
Approved.

#21252 - 3621 Glencairn Road - Resubmission: New House.
Richard Parker, architect, explained the updates to the house design. They did explore what to do at
the front entry and determined a modest projection awning would work best. This awning will also
have lighting for the porch.
Mr. Walter said the changes are a solution to balance the front façade design. He would suggest
shutters for the second floor front.
Ms. Madison noted the floor plan has not been updated to the exterior changes.
Approved with the following conditions: 1) the floor plans are updated to reflect the changes to the
façade; and 2) appropriately sized shutters are added to the second floor front façade.

#21309 – 3427 Tuttle Road – Resubmission: Boom’s Pizza
AJ Suever, HSB Architects, explained they extended the south canopy and wrapped the stripe
around it. The stripe was removed from the western facing canopy. All glass has the yellow pinstripe
with the exception of the panel with the Boom’s Pizza graphic facing west.
Approved.

#21320 - 22325 Rye Road - Vinyl Siding.
Nick Hill, The Home Corporation, explained this is a complete re-siding of the house. The trim
capping, gutters and downspouts will remain white. They will use a 5-inch clapboard siding in
“Herringbone:” color and the corner boards will be the same as the siding color. The shutters will be
re-attached.
Ms. Madison asked about the window trim.
Mr. Hill said they will re-capture the trim around the windows and build them out, wrapping them in
aluminum coil.
Approved with white trim and window capping and the corner boards matching the wall color.
Submit revised plans for administrative review.

#21319 - 3528 Daleford Road - As-Built – Roof Color.
Mike Pandurevic, Kita Construction, said the roof was installed without a permit. They were
concerned with the ongoing interior water leak damage and took advantage of good weather to
replace the roof. The asphalt shingles are Owens Corning in the color Desert Tan.
Mr. Feinstein noted there was also work on a rear porch that would need to be addressed separately.
Mr. Leskosky said the house is white so the roof color does not seem to be problematic. There is
enough contrast between the colors.
Ms. Madison said based on the photos provided she does not object due to the white house color.
This roof color does not work for another color house.
Approved the roof shingle color with the condition that the stained white aluminum siding is
cleaned.
Discussion held regarding alterations made to a rear porch. Plans must be submitted for formal
review.

#21311 - 20300 Chagrin Boulevard - Signage: Urgent Care Family Medicine.

There being no further business, the meeting was adjourned at 10:15 a.m. The next meeting will be
