Architectural Board of Review Minutes Monday, May 6, 2024 8 A.M. Via Conference - Zoom Members Present: Sandra Madison, Chair Hans Walter, Vice-Chair James Neville, Member Vincent Leskosky, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of the April 15, 2024 Meeting Minutes Approved. * * * * ABR24-000008 – 3528 Daleford Road – Resubmission: Rear Porch Alterations. Mike Pandurevic, Kita Builders, said a step has been added at the outside of the porch to allow access to the yard. The first floor will receive PVC spindles and the first and second floor will match. The posts are only on the first floor and will be wrapped in cedar or a composite material. Both floors have the same materials. Mr. Leskosky asked if the second story posts will line up with the first floor. Mr. Pandurevic said yes. The finish will look like the original with the exception of the access to the rear yard. Ms. Madison said the roof pitch appears to have been increased from the previous roof. Mr. Pandurevic said this roof has not been touched with the exception of a gutter being added. Mr. Walter indicated the plans do not match the railing design top and bottom as described by the applicant. Approved with the following conditions: 1) the railings are composite or a vinyl system; 2) existing posts will be wrapped in cedar or composite material; 3) trim is added to the top and bottom of the posts; and 4) both floors are shown together with materials listed on a new drawing of the porch. Submit a drawing showing both floors in the same elevation for administrative review. * * * * ABR24-000009 – 3364 Stockholm Road – Landscape Elements. Seth Hansen, Exscape Designs, said they will be removing the concrete patio and existing steps. There will be new steps with a masonry finish and a bluestone walkway. The pergola is attached only to the wall of the garage and is cedar. Mr. Neville asked how the head of the rear doors meet the pergola. Mr. Hansen said there are a few inches, but it can be increased to allow maintenance of the house. Approved with the condition that the joist is far enough away to get a paintbrush in to the trim above the rear entry doors. * * * * ABR24-000010 – 22400 McCauley Road – Exterior Alteration. Gerald Kazmir, contractor, explained they will be removing the windows and trim at the rear porch. New windows and trim in a slightly different location will be created. The door will be moved to the far right in order to increase interior usable space. Mr. Walter asked if the windows are all the same size. Mr. Kazmir confirmed all of the windows are the same size. Mr. Neville asked if they had considered a wider standard 30-inch width door. This would also allow for a three lite transom over the door. Ms. Madison suggested matching what was originally there. Mr. Kazmir said the goal is to maximize usable space in the room so the door is relocated. Ms. Madison said even if the windows are different near the door, they are in a different bay. A standard door size really is the goal. Approved with the condition that the transom be removed and a full height door be used. Submit a revised drawing for administrative review. * * * * Architectural Board of Review 05/06/2024 Page 2 of 7 4ABR24-000011 – 2900 Green Road – Exterior Alteration. Mark Williams, Joyce Factory Direct, said only the walls are being replaced. They will be working between the header and floor sill. This is a modular system. There will be a patio door entrance and a standard swing door on the opposite side. They will be using the existing brick foundation. All of the aluminum system is enclosed with vinyl. The slider windows are operational from both sides. The Board suggested sliding doors be used on both sides in order to have window openings that are equal. Mr. Williams showed pictures of the system and the infill wall material and design. Discussion held regarding the planned work and covering the existing slab. Continued in order for the applicant to provide sliding doors on both elevations. Submit revised plans for Board review. * * * * 21339 - 20979 Shaker Boulevard – Resubmission: Siding Material. Mr. Feinstein explained the outcome of the last meeting where the Board asked for a larger spacing between each of the panels of the new ship lap siding material. The 1/8 inch gap was not similar enough to the other existing lap siding. Alex Kanareff, Brookes & Henderson, did note that the old and new siding are not visible at the same time. They cannot get the other lap siding material that was used on the rear elevation. Mr. Neville said the now proposed ¼ inch will work. The ½ inch which is seen at a local store is much too large for this residential application. Approved. * * * * ABR24-000012 – 3695 Tolland – Sunroom Alterations. Mark Williams, Joyce Factory Direct, said this installation is also only from the header to the slab. There is a centered rear door and the exterior color is beige. The Board requested the door be moved in order to make each side light equal. Diana Braun, homeowner, said the beige color was chosen to be the same as the house trim color. She provided a picture of the color sample against the house. Approved with the following conditions: 1) the door is moved to allow the door frame to be right Architectural Board of Review 05/06/2024 Page 3 of 7 justified on the rear elevation; and 2) the window header height is as close to the door header as possible. Submit revised drawing for administrative review. * * * * ABR24-000013 – 3386 Tuttle Road – Façade Alteration. Christy Schalmo, Bialosky Cleveland, said the new tenant will occupy the first and second floor as was originally intended. The tenant will be using the Farnsleigh Road entrance and will no longer need and will remove the rear entrance and canopy. The infill windows will be the same as the original storefront. Approved. * * * * ABR24-000014 – 18100 Shaker Boulevard – Window Alteration. Michael Ranallo, Gunton Corporation, the homeowner is renovating and replacing windows. One set of windows will change where there are transoms above the large windows. This occurs no other place on the rear elevation. The front elevation windows, like these, will remain. The plan is to convert the rear windows to picture windows. Mr. Leskosky asked if the center bar in the big window will remain. There was discussion regarding the awnings and how this breaks the view between the first and second floor. Approved. * * * * ABR24-000015 – 15702 Aldersyde Drive – Landscape Elements. Adam Brown, homeowner, said this is a pool/spa that will have a deck surround. This will allow them to swim year-round. The cover lowers and a seat wall is proposed nearby of brick to match the house. Mr. Feinstein asked the cap material for the seat wall. Nick Pinzone, contractor, said the cap is sandstone. Approved. * * * * Architectural Board of Review 05/06/2024 Page 4 of 7 ABR24-000016 – 22100 McCauley Road – Rear Addition. David Ellison, architect, said the attached garage has a 17-foot wide interior and is impractical for two modern sized cars. They propose to retain one car width of the attached garage and add a one car detached garage. There is also an addition proposed onto the rear of the house. There is a short wall proposed to screen a generator in the front. They propose a railing above the front entry as is shown on the original plans. The addition is a kitchen and family room addition opening onto the terrace of the new addition. He showed renderings of the addition as described. Mr. Feinstein said the proposed garage will be reviewed by the Board of Zoning Appeals for variances. It is not visible up the driveway but it faces the street. Mr. Neville said the windows on the addition are double hung but on the garage are cottage windows. Why? Mr. Ellison said the windows are taller on the addition, leading to the difference. Mr. Feinstein asked about the wall in the front yard. He noted the limit for a front yard wall is 3 feet in height. Mr. Ellison said he should resubmit corrected drawings showing the relative existing and proposed window heights and a three foot wall. Mr. Leskosky asked the color of the roof. Mr. Ellison said it is natural copper if the budget allows. If not, it will be a dark brown metal material. Board approved of the design with comments regarding the window header alignments, garage door/window and the front screen wall. Submit corrected drawings for Board review. * * * * ABR24-000017 – 3715 Rawnsdale Road – Window Alteration. Matthew DeGrand, homeowner, explained they will be replacing the middle window on the front of the house at the second floor. This is a bathroom location. The new window is a double casement and is dark brown on the outside. The existing window has leaded glass and the new window has grids between the glass. Mr. Walter said given that the existing windows are square pattern grids and not a “special” window or the architectural feature of the house, the change is acceptable. Mr. Neville agreed. Approved. Architectural Board of Review 05/06/2024 Page 5 of 7 * * * * ABR24-000018 – 2903 Southington – Window Alteration. Jessica Powell, designer, said they are trying to match the rear facing windows on the side elevation with new side window designs. The upper window in the bath would have the sill raised to be only the top sash size. The brick exterior of the house has been parged to appear like stucco. Mr. Walter asked why the bathroom window is not aligned to the first floor. Ms. Powell explained the interior restrictions. Mr. Leskosky asked what if they match the top sash of the adjacent window. This could tie the windows together. Approved with the condition that the bath window is re-sized to bring the window sill to the adjacent double hung meeting rail height. Submit revised plans for administrative review. * * * * ABR24-000019 – 15911 Aldersyde Drive – Accessory Structure. Mike Chevraux, representing the tennis program of the Shaker Heights City Schools, explained this is an 8 by 10 foot shed and will contain tennis team equipment. The shed is wood and they would like it to be Shaker red. It will be assembled on site by volunteers. They would later paint the shaker logo on the side. The Board agreed a neutral finish with the red shaker logo on the side would be more appropriate. A dark grey color would be best. Approved with the condition that the finish of the shed is dark grey in color. * * * * Ms. Madison left the meeting. * * * * ABR24-000020 – 17707 Lomond Boulevard - Deck. Nehemiah Guy, homeowner, explained the retaining wall, landscaping and steps. There have been many issues with these items. They plan to use a band system to reinforce the retaining wall. They then plan to parge over and use a brick texture. Mr. Neville asked about the parging on the wall. He said he is not sure the exterior parge material Architectural Board of Review 05/06/2024 Page 6 of 7 will survive the freeze/thaw process long term. There was discussion regarding the railing design of the rear porch and the one along the front steps. Mr. Leskosky said the front rail is a guard rail design and should be a handrail design. The rail does not flow with the steps appropriately. The Board agreed the rear porch rail was acceptable as redesign as long as it was painted. Continued for the applicant to supply the following: 1) rear handrail color to match trim color; 2) front yard handrail should be a handrail not a guardrail, designed and aligned appropriately with the steps; 3) suggested alternate exterior finishes including a brick or thin brick corner pier for the brick wall where carbon fiber bands are to be installed. Submit revised plans for Board review at a meeting. * * * * ABR24-000021 – 3255 Chalfant – Exterior Alteration. Bryan Black, contractor, explained the changes proposed to the opening of this small infill mudroom. He also asked if they would be able to remove the roof over the patio. He said they will clean the house and repair brick where needed.
