Architectural Board of Review Minutes Monday, May 20, 2024 8 A.M. Via Conference - Zoom Members Present: Sandra Madison, Chair Hans Walter, Vice-Chair Greydon Petznick, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of the May 6, 2024 Meeting Minutes Approved. * * * * #ABR24-000030 – Farnsleigh Road – Resubmission: Raye. Mr. Feinstein reviewed the previous reviews for this apartment building and the garage specifically. The building is currently under construction. Joyce Braverman, Planning Director noted there was a change in the parking garage edge walls from concrete to wire. The ABR required the applicant to present a landscape plan that would soften the look of the eastern garage wall. Jon Ratner, The Max Collaborative, noted the concrete crash wall was much more solid than the wire option they chosen. James Michael, SCB, said the wire railing will give an appearance of openness and transparency. The concrete color is a dark grey paint. This will also help the concrete walls recede. The landscaping has been photoshopped into the picture to show how low the garage walls compared to the rest of the building. The view of the garage wall will diminish visually over time based on the color and landscaping. He showed photos of the existing conditions under construction. The landscaping the garage recedes into the urban fabric. Mr. Ratner noted the plan shows how in the spring, summer and fall the wall is hidden and there is modest impact. Ms. Madison asked if the concrete panels are painted. Mr. Michael said the dark grey color for the walls was chosen to match the dark grey on the building. It should feel like a shadow. Ms. Madison asked if all of the concrete will be painted. Mr. Walter said the lighter vertical panels in the front make the other colors recede. Mr. Feinstein said a landscape plan was provided. The image is more helpful. Ms. Braverman asked how tall the mature trees will be. Alex Colvin said they will grow from 15 to 20 feet tall. Mr. Petznick asked if the finish will be paint or stain. Mr. Colvin said it is an elastomeric coating. Approved with the dark grey concrete elastomeric coating. * * * * #ABR24-000022 – 18102 Parkland Drive – Window Alteration. Laura Mott, Renewal by Andersen, said the existing metal windows have leaded glass. The new windows will be 1 grid smaller because the new material sashes are wider. They are keeping the design details. The exterior is terratone color to match. The entire second floor will be done with this proposal, and the first floor will be done next year. Mr. Walter said the sizing of the grid pattern on the first floor windows may have an impact on this decision. He said he would like to see the sizing on the new first floor windows to make sure all of the phases are cohesive. Tabled for the applicant to show both first and second floor phases of the new window proposal for appropriateness of the complete window replacement. Submit revised drawings for Board review. * * * * Architectural Board of Review 05/20/2024 Page 2 of 9 #ABR24-000025 – 25 Lyman Circle - Railing. Mark Kotoch, Monarch Construction, said they will be taking out the ornamental metal railing system, and installing a Timbertech system. The support poles will be wrapped with Azek to be solid columns. The materials are all white. He showed inspiration photos. Mr. Petznick asked the depth of the box around the posts. Mr. Kotoch said it will be 6 inches. The capital and base are a one by detail in the same material. There was discussion regarding the column details. Approved with the condition of approximately 1 ½ ich of additional trim at the top of the column capital. Submit revised plans for administrative review. * * * * #ABR24-000026 – 20955 Byron Road – Roof Material. Michael Bazemore, Royalty Roofing, said they will remove the existing slate roof and will replace it with DaVinci slate in the castle grey color. This is as close to the existing slate color as possible. Approved. * * * * #ABR24-000029 – 17707 Lomond Boulevard – Resubmission: Deck/Wall/Railing. Dan Feinstein recapped the outcome of the last review. Nehemiah Guy, homeowner, said there have been modifications to the design of the porch wall and the front railing. The front railing will connect completely over the run of the stairs. When the landscaping is completed, this detail will recede based on the color used and the relationship to the dark house trim detailing. Mr. Walter asked about code requirements for the front railing in this case. Ms. Beck said there are no code requirements for the railing in the yard, only at the house. Mr. Guy said the front door is the only entrance besides the entry inside the garage. There is another railing on the front step unit. The Board discussed the front walkway railing extending further into to the top landing in front of the entry. Mr. Guy explained the proposed design of the added thin brick to the exterior retaining wall under Architectural Board of Review 05/20/2024 Page 3 of 9 the rear porch. Discussion was held regarding the finish detail of the wall both facing the street and along the side area. Approved the brick wall with the following conditions: a) if no stabilizing bands are used, thin brick should only infill the wedge of concrete below the deck; b) if stabilizing bands are used, thin brick should infill the wedge below the deck and encompass the corner to cover the bands. This brick must be painted white; and 2) two sections of front walk railing are added to fill in the gap mid-step and extend to the upper landing. * * * * #ABR24-000031 – 3553 Pennington Road – New House. Mr. Feinstein explained this developer is building several homes on Sudbury Road which are almost complete. Ibrahim Hakki, architect, said this is a 3 bedroom, 2 ½ bath two story detached 2 car garage. The laundry is located on the second floor as requested by buyers. Mr. Feinstein said this is a 2 color vinyl sided house with a composite material for the porch. The windows have grids in the top sash. Mr. Hakki said the windows are also white vinyl. These houses have a bay window in the dining room. Mr. Walter said the side wall bay window is nice. Could there be a couple of extra windows toward the front of the house. Mr. Hakki said the price spent on the proposed bay window expends all of the money they have to invest in the house. They could need to remove the bay in order to add windows in another locations. They are up against pricing pressures for new construction. Mr. Walter asked about the left elevation window adjacent to the front window. Could this be removed from there and added to the second floor on the right elevation. This would balance out that elevation better. Mr. Hakki said this is the bedroom wall so there are furniture location considerations. Mr. Walter said moving the window toward the bathroom in the bedroom wall would leave room for the bed Ishmael Martin, G&M Investments, developer, said they could implement a window high on the wall in this room. Approved with the following conditions: 1) that the window next to the front entry (left side) be removed and a window be added to the second floor bedroom on the right side; and 2) the front Architectural Board of Review 05/20/2024 Page 4 of 9 and rear railings be white in color. Exposed treated lumber is not permitted. Submit revised plans for Board review. * * * * #ABR24-000032 – 3562 Pennington Road – New House. See discussion for ABR24-000031 – 3553 Pennington Road. Approved with the following conditions: 1) that the window next to the front entry (left side) be removed and a window be added to the second floor bedroom on the right side; and 2) the front and rear railings be white in color. Exposed treated lumber is not permitted. Submit revised plans for Board review. * * * * #ABR24-000033 – 3607 Pennington Road - New House. Ibrahim Hakki, architect, said this is only a 38 foot wide lot so the bay window is not possible. They could add windows on the right side elevation. Mr. Martin asked if they could use a bank of 3 windows on the side elevation instead of the bay window like they did on the houses on Sudbury Road. There was agreement that the bank of 3 windows on the side elevation was a good idea. Approved with the following conditions: 1) that the first floor dining room windows are altered to a bank of three mulled windows; and 2) the front and rear railings be white in color. Exposed treated lumber is not permitted. Submit revised plans for administrative review. * * * * #ABR24-000034 – 3633 Pennington Road - New House. Mr. Feinstein said this is the first house design repeated. Ibrahim Hakki, architect, said this is a 38 foot lot and could do the bank of three windows instead. Approved with the following conditions: 1) that the first floor dining room windows are altered to a bank of three mulled windows; and 2) the front and rear railings be white in color. Exposed treated lumber is not permitted. Submit revised plans for administrative review. Architectural Board of Review 05/20/2024 Page 5 of 9 * * * * #ABR24-000035 – 3653 Pennington Road - New House. Mr. Walter asked if they have a shorter version of a house for this particular lot. There are two smaller bungalow style homes on either side of this lot. Mr. Hakki said they have a shorter version, but it is not selling. They are not building their bungalow design as no one wants to purchase that house due to their Sudbury homes marketing. Mr. Walter said they need to figure out some way to reduce the mass of the house if this two story colonial style design is proposed on this lot. He said that could include turning the roof. The front façade as designed is large for the context of this area of the street. Mr. Petznick asked about a proposing a shed porch for the roof. This lowers the appearance as it is approached. That could combine with a main roof change to lower the visual height of the house from the street. Tabled in order for the applicant to revise the plans to reduce the visual height of the structure. The Board suggested that a reverse gable roof, a hip roof and a shed porch roof should be studied. Submit revised plans for Board review. * * * * #ABR24-000036 – 3670 Pennington Road - New House. Mr. Walter said this lot between two smaller bungalow style houses and is the same comment about scale and mass of this two story colonial design as the one before. The visual height needs to be reduced. Mr. Hakki said they are fighting setbacks on this lot as well as the lot is not very deep so this house sticks out in front of the neighboring houses. They had to move it forward to fit the garage in. Mr. Feinstein said he is not sure having the front wall closer to the street than other homes on the street will work with the City Planning Commission site plan review. The size of the existing homes on either side may be a direct result of the smaller lot size. Mr. Walter asked if they could remove the porch and carve an entry into the house like the neighbor. He noted the entry could be moved to one side as well to help lower the front elevation visually. Mr. Feinstein said if this is too tough lot to build this two story colonial design house on, then maybe another lot should be picked for this style home. Tabled in order for the applicant to revise the plans to reduce the visual height of the structure. The Board suggested that a reverse gable roof, a hip roof and a shed porch roof should be studied. Architectural Board of Review 05/20/2024 Page 6 of 9 Submit revised plans for Board review. * * * * #ABR24-000037 – 3693 Pennington Road – New House. Mr. Feinstein said this lot has bungalow homes on either side. This is a two color combo house. It is a wider lot and has the bay window. Mr. Petznick asked what their civil engineer recommends for turning space for the garage entry. Mr. Hakki said 25 feet from the garage to the house wall. Mr. Feinstein asked if the left side stair window should also be moved to the right side upper bedroom on this house as was discussed in the same house design. Mr. Walter said yes. Approved with the following conditions: 1) that the window next to the front entry (left side) be removed and a window be added to the second floor bedroom on the right side; and 2) the front and rear railings be white in color. Exposed treated lumber is not permitted. Submit revised plans for Board review. * * * * #ABR24-000038 – 3734 Pennington Road – New House. Mr. Hakki said this is another 38 foot lot. There could be a triple window in the dining room. This house design is different colors than the previous application which is across the street. Approved with the following conditions: 1) that the first floor dining room windows are altered to a bank of three mulled windows; and 2) the front and rear railings be white in color. Exposed treated lumber is not permitted. Submit revised plans for administrative review. * * * * #ABR24-000011 – 2900 Green Road – Resubmission: Exterior Alteration. Mr. Feinstein detailed the outcome of the previous meeting. Mark Williams, Joyce Factory Direct, said they changed the doors so that both sides of the room are the same. They matched the window height to the door height. Approved. Architectural Board of Review 05/20/2024 Page 7 of 9 * * * * #ABR24-000039 – 2705 Dryden Road – Window Alteration. David Brown, The David Brown Company, said they are replacing all of the windows and doors. The new windows will be similar and will have either diamond grid or colonial grid mullion patterns to match the original house detailing. Tim Brady, Pella Windows, said they are preserving the exterior brickmold with a Pella reserve replacement window. The leaded glass is from the Kenyon line. He showed a picture of that diamond grid pattern. There are only three smaller leaded glass windows. The Board agreed that the proposed diamond grid windows do nicely look like the tight diamonds of the existing windows. The existing leaded glass windows are not main feature windows in this house design. Approved. * * * * #ABR24-000040 – 2878 Brighton Road – Deck. Skylight. Awning. Garage Floor. Mike Dragar, Payne & Tompkins, said they are adding skylights in the kitchen and sunroom. The existing deck will be extended and a railing added. The owner would like an awning above the deck. In the detached garage the interior slab will be replaced. The awning structure is flat and built on site. Mr. Petznick asked the material for the awning. Mr. Dragar said it is an aluminum post and roof fascia with a flat roof. Mr. Walter asked the railing color. Mr. Dragar said the finish is white. Mr. Walter asked how the awning will attach to the frieze board. Mr. Dragar showed samples of the awning. Approved with the following conditions: 1) suggestion that the attachment feet align to the column on the house; and 2) the structure has a white finish. * * * * #ABR24-000041 – 21801 South Woodland Road – Exterior Alterations. Joe Iacobucci, owner, said they propose to remove the chimney and the roof will be patched to Architectural Board of Review 05/20/2024 Page 8 of 9 match. They also propose two windows on the rear of the house. There was discussion regarding the new window in the kitchen. Approved with the condition that the kitchen window has only vertical grids.
