The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m.

Approval of the May 20, 2024 Meeting Minutes
Approved.

ABR24-000027 – 22279 Douglas Road – New Hardie Siding Material.
Justin Moser, Royalty Roofing, explained they will remove the existing aluminum siding and install
new 7-inch Hardi cement lap siding in arctic white.
Ms. Madison asked if the front door trim detail will be retained.
Mr. Moser said that detail will remain.
Mr. Feinstein asked about the shutters.
Mr. Moser said they will be replacing the shutters with new black shutters.
Mr. Feinstein said the new shutters should be appropriately sized, running from the sill to the header
and half the width of the window.

ABR24-000047 – 3600 Chelton Road – Front Porch Rail and Columns.
Syrice Adams, Looking Good Home Improvement, said they will be installing new flooring, rails,
and columns on the front porch. They propose new wood handrails to grade on the steps. One of
the existing columns is broken open. They propose to replace all four columns along with the lattice
below.
Mr. Neville asked if the new columns are round.
Ms. Madison asked if the new columns will taper like the existing columns.
Mr. Adams said the new columns are rounds but they will not taper.
Mr. Feinstein asked about the color of the new details.
Cassandra Thompson, homeowner, said she would like to have black trim with white windows. The
house will be painted grey. The columns and railings would also be black.
Mr. Neville asked about the masonry repair that is planned. He would like to be assured that the
color of the brick and mortar will match the existing, along with texture and profile.
Approved with the condition that the posts and perimeter rail be the same color as the handrail on
the steps.

ABR24-000049 – 3448 Tuttle Road – Storefront Renovation.
Anthony Majc, RSA Architects, explained that the adjacent tenant is expanding into the adjacent
storefront. The new storefront will match the original space. They are looking for a unified façade.
Approved.

ABR24-000055 – 19801 Van Aken Boulevard, #10 – Porch Alteration.
Robert Harders, homeowner, said the existing screened in porch is in disrepair and limits the use of
the area. They propose to replace the porch with a 4-season porch.
Mr. Feinstein said the screened porch is an existing use. Today’s zoning ordinances doe not allow
the structure this close to the rear property line as a 4-season room.
Mr. Harders said they will use the same foundation slab. The visual change is in the shape of the
roof. All of the other porches and patios have flat roofs. They were advised to have a gable roof by
the architect. The siding will be Hardi lap siding and the roof will be asphalt. The entire porch will
be white.

Mr. Neville said he is not sure how the new structure connects to the building. He would like to
have the trim on the windows even with the overhang of the eave. This could also require moving
the roof to be lower on the wall.
Approved with the following conditions: 1) the upper trim is even with the underside of the eave
through a combination of lowering the roof and extending the trim; and 2) include the colors of the
materials on the plans.
Submit revised plans for administrative review.

ABR24-000054 – 17616 Parkland Drive – Window and Door Alterations.
Molly Machmer-Wessels, Woodland Design, explained this is a bathroom renovation, outside of the
bathroom is a small courtyard and they will create a small deck space outside. They will remove an
existing door and create a new door and window on the bathroom wall for access from the
bathroom itself.
Approved.

ABR24-000023 – 3703 Daleford Road – Porch Alteration.
Sally Levine, architect, explained that this entire porch will be demolished. The first floor has a gate
through the railing to one side. All of the new porch structure will be white.
Mr. Neville said the plan looks fine, but he would like to see the roof header on the second floor
detailed on the elevations. It is in the detailed cross section but not in the elevation drawing.
Approved with the condition that the architect submit a revised elevation drawing (A-5) showing the
header detail.

ABR24-000053 – 23451 Bryden Road – Siding Material. Window Color.
Mark Kotoch, Monarch Construction, said this is a full renovation of the house. The exterior
changes include a new roof, which was approved last week, new vinyl siding, and some window
replacements. The siding is proposed as charcoal grey with white trim and downspouts. All of the
windows will end up being white. They propose the rear picture window to have no grids.
Mr. Feinstein noted the new siding is proposed to be dutchlap style.

Mr. Neville said the nearby stone is nice and dutchlap siding would be too busy in appearance next
to that nice stone pattern.
Ms. Madison agreed and noted that a double 5-inch regular lap siding should be used.
There was discussion regarding the front and rear picture windows with and without a grid pattern.
Approved with the following conditions: 1) new vinyl siding must be double 5-inch straight lap; 2)
the front elevation picture window must have grids to match the original; and 3) the rear picture
window is acceptable without grids.
Submit revised plans for the vinyl siding details.

ABR24-000056 – 3722 Traver Road – Rear Porch.
Gerrell Williams, Spartan Storm Shield, said the existing porch was damaged by a tree during a
storm. They have repaired the house roof and the porch was demolished. They propose a new
screened in porch with a new wood rail on the second floor.
Elizabeth Hamlin, homeowner, said she would like the second floor railing to be black like the metal
railing that was up there before.
Ms. Hamlin said they propose a composite railing for the second floor.
Mr. Kennedy said some proportion of the corner posts should be enhanced to “ground” the
appearance of the structure.
Mr. Williams said he proposes 6-inch corner posts but the architect drew them at 4-inch posts. He
also noted that they measured all of the details before they removed the previous porch so they
could replicate that design.
Approved with the following conditions: 1) the corner posts are 6x6” in final size; 2) the fascia
board is 12” in size; and 3) the plans are detailed correctly showing the bottom rail and additional
support on the second floor guard.
Submit revised plans for administrative review.

ABR24-000043 – 19020 Scottsdale Boulevard – New Garage.
Jim Guggenheim, contractor, said they will be demolishing the existing garage. The new garage will
match the existing garage. The hood will be black asphalt and have a “flat” roof. The siding is
double 4-inch vinyl.

ABR24-000052 – 14201 Southington Road – Preliminary Review: Ludlow School Entrance.
Aaron Rodebaugh, GPD Group, described the renovation and entry addition project at Ludlow
School to enable its conversion into the District’s pre-school building. The site plan and parking lot
are designed to accommodate parent drop off. There are two playgrounds proposed. The ballfields
remain. A new entry on the north corner of the building is proposed. They need to create an
accessible, secure main entry at this location. The front entry of the building was considered to be
redesigned. The proposed new entry is much more feasible and the best option. He described the
entry design and entry into the building and gym on the inside. Another small storage addition and
accessible entry are proposed on the other side of the gym.
Mr. Neville said the overall school building’s existing architectural features were to be included in
the design plans. The correct brick, trim, and window details should inform the addition design and
allow appropriate design review. He questioned the exterior stair location and suggested interior
stairs.
Mr. Rodebaugh said there is not enough space inside the entry to provide interior stairs and a ramp,
especially with the existing multiple interior doorways.
Mr. Kennedy said the window size, location, architectural design and mullion patterns do not go
with the existing building design. The canopy design looks retail, not institutional and needs to be
restudied. The stairs should be less steep especially for preschoolers.
Mr. Neville said the entry design needs additional study. The existing front entry design could
inform the design of this entry.
Mr. Kennedy agreed with the direction. The storage addition entry door needs to be de-emphasized.
Mr. Neville said the proportions and details of the entry need to work with the building.
There was general discussion of the steps, ramp and walls.
Mr. Kennedy and Mr. Neville agreed the ramp wall was imposing and could be reduced in massing.
The window removal in the front, in classroom 105 was discussed. It was suggested to replace these
small windows and that this window size might inform the new window size and design proposed
for the office wall.
A preliminary review was held with the following comments: 1) The new entry addition facade
should be studied to better relate to the existing building. The existing front entry verticality and
stone trim should inform the redesign; 2) The entry addition feels shoved into the corner of the
building. Understanding it needs to be there, study how to successfully locate the form and design

into the building architecture; 3) The entry addition should be studied to create a separation to the
existing building; 4) The entry canopy looks like a retail solution. Study another canopy design; 5)
The steps should be studied and maybe reconfigured to allow more space to lower the rise and
lengthen the step tread to better accommodate pre-school age children; 6) The Ludlow facing
window in the entry addition should relate to the other fenestration on the building; 7) Any arch top
forms used in the design should match the existing arch top form design on the building; 8) The
small windows on the front elevation that are proposed to be infilled should be studied, suggestion
to replace the windows; 9) The storage room addition entrance should be de-emphasized; 10) The
masonry wall around the ramp is large and tall. Redesign it to be at least partially, a more open view
to the street; 11) The existing building elevation plans need to include the accurate brick and
window details on the building to better enable a full design review; 12) The proposed window grid
pattern should coordinate with the existing building fenestration.
