Architectural Board of Review Minutes Monday, October 21, 2024 8 A.M. Via Conference - Zoom Members Present: Hans Walter, Chair James Neville, Vice Chair David Berlekamp, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of Minutes from the October 7, 2024 meeting. Approved. * * * * ABR24-000158 – 17423 Fernway Road – Exterior Alterations. Preston Lowden, Preston Construction Services, explained this is a kitchen renovation. They propose to infill a kitchen window to allow for interior cabinets. There are other windows further back on the house that allow light into the kitchen. The brick will be toothed in and the sill removed. They also propose to raise the rear entry. There is currently a interior step upon entry into the house which will be eliminated. There will be a single sandstone step added to the exterior. Mr. Neville said the house has a very special broken brick that was fired that way. If a new infill brick is broken to make a new brick look like the old brick it will degrade very quickly since the soft interior of the brick will be exposed. Have they considered leaving the window and using a black laminate panel on the inside? Mr. Lowden said the owners are using the Heritage Home Loan program. The program administrator has said this type of interior wall backing is not within the program guidelines. Mr. Neville said they cannot match the brick for the infill, so this is a difficult aesthetic issue. Mr. Berlekamp asked about a mortar match. Mr. Lowden said their mason will hand match the mortar in color and texture. Mr. Feinstein suggested he would speak with the representative from the Cleveland Restoration Society administering the Heritage Home Loan Program regarding the Board preference to leave the window intact and for the laminate panel infill. Approved with black laminate infill panel behind the existing side kitchen window. Staff will contact the Cleveland Restoration Society. * * * * ABR24-000170 – 16706 Chagrin Boulevard - Sign. Shadi Mikdad, Shadi Neon Signs, said this sign is LED lit channel letters on a 1 inch raceway which will be painted the color of the wall. The lettering is orange and red. Mr. Feinstein said this sign complies with zoning, but the size is maxed out on the sign panel. Mr. Walter said the sign is imposing on the façade and tight in the space. Mr. Berlekamp said he would prefer more space at the top and bottom of the sign in the sign band. It should shrink proportionally to allow for a 6 inch space above and below the lettering. Mr. Neville agreed and said the sign would be better as one color. Approved with the following conditions: 1) the sign be reduced in size proportionally to be at least 6 inches off the top and bottom of the sign panel and about 8 inches from either side; and 2) one color is utilized through the lettering. Submit revised plans for Board review. * * * * ABR24-000172 – 3259 Grenway Road – Solar Panels. Justin Scharfeld, Yellowlite, said this is a 28 panel array with locations on the main front and rear roofs plus the rear addition roof. Mr. Feinstein said it appears as if there is one extra panel on the front. It could be moved to the rear roof to allow a more regular appearance on the front as the Board has required in other instances. The Board agreed the 19th panel on the front must be removed and the remaining panels centered on the front roof. Approved with the following conditions: 1) there are only 18 panels on the front roof, centered on the roof; and 2) the conduit is painted to match the soffit and body color of the house. Submit revised plans for administrative review. Architectural Board of Review 10/21/2024 Page 2 of 6 * * * * ABR24-000146 – 3685 Gridley Road – Resubmission: Solar Panels. Mr. Feinstein explained the last meeting outcome regarding whether the same number of panels and energy could be achieved on the rear roof. Justin Scharfeld, Yellowlite, said if they move the panels to the rear, they lose 10 percent of the power production. The owner will be adding electric vehicles, which will increase their consumption. The loss would be significant. The Board agreed the panels on the front façade are acceptable as they are in a regularly shaped configuration. Approved. * * * * Mr. Neville left the meeting. * * * * ABR24-000167 – 22650 Rye Road – New Vinyl Siding. Theodore Tomaselli, Barbera Home Improvement, said the stone detail is only on the front elevation. They propose to install new vinyl siding over the remainder of the house. They also propose new panelized black shutters. The Board agreed shutters are not needed in the front dormer window, like the other second floor windows. Mr. Feinstein noted the new shutters should be ½ the window width. The existing shutters are too narrow. Mr. Tomaselli said the owner would like the smokey grey color, but it only comes in either 4 ½ inch straight or 4 ½ inch dutchlap format. Mr. Walter said he would like to see the color against the stone on the house. The existing white siding provides nice contrast. Mr. Berlekamp said the original color contrasts the body of the house against the darker roof slate and darker stone detail. These details get lost with a dark siding color. The Board agreed a lighter color is appropriate for this colonial house and stone detailing. Ms. Beck asked the Board to confirm that a straight lap configuration is required. Architectural Board of Review 10/21/2024 Page 3 of 6 Mr. Walter said straight lap siding with as deep a drop as possible is best for this house. Approved with the following conditions: 1) new black shutters only on the front 3 second floor windows not including the dormer window, ½ the width of the existing window width; 2) lighter siding color to highlight the roof slate and stone detail; and 3) corner posts of the same color as the siding. Submit color photos of lighter siding colors against the stone front for Board review. * * * * ABR24-000174 – 18710 South Woodland Road – Porch Alteration. Jessica Powell, architect, said the are proposing a change to the front corner entry porch in order to create a mudroom. They will convert these full height openings. The house has a very distinct brick so they propose to infill the side opening with vertical v-groove panels painted the trim color and the front with a new exterior door. The existing wood trim will remain. Approved. * * * * ABR24-000176 – 3530 Northfield Road – Window Alteration. Mr. Feinstein explained the location of the alterations and showed a street view from Northfield Road. Ben Skiba, Empire Window, said there is currently an HVAC unit at the base of the third window next to the doors. The proposal is for a new 2 panel door and framing out a wall above the HVAC with vertical SmartSide siding. Mr. Feinstein said there are no exterior plans. It would look the same with a new picture window over the air conditioning units. The Board agreed a fixed window above the HVAC is appropriate. The future replacements can be the same. The picture windows above the HVAC must be beige color. Denied the proposed alteration. Approved a new picture window above the HVAC unit with beige color frame. All new doors and picture windows throughout this side of the building facing the courtyard must be beige in color. * * * * ABR24-000179 – 18765 Shaker Boulevard – Landscape Elements. Drew Krage, Kew, said there are a lot a changes being proposed to the rear yard layout. Some trees Architectural Board of Review 10/21/2024 Page 4 of 6 will be removed to allow more sun and additional colorful landscaping. Mr. Feinstein said per zoning some of the built details have to move to be 10 feet off the side property line. Mr. Kew said the structures are cedar with 8 x 8 inch posts and 1 x 10 beams. The umbrella stays all year long and is served by electric for heat and lighting. Approved for design. Submit a revised site plan for zoning requirements for location, along with a tree preservation plan for administrative review. * * * * ABR24-000180 – 19000 South Park Boulevard – Pool House. James Haas, architect, said they are altering the pool house with some contemporary details. There is also an addition to the pool house proposed and a roofline change. There will be new windows throughout. Mr. Walter asked about the detailing of the window on the east elevation. Mr. Haas said it is a shorter window with a panel in order to accommodate a small kitchen on the inside of the structure. Mr. Berlekamp said there are no gutters shown on the hip roof section. How will the flat roof sections be handled? Mr. Haas said there are hidden gutters in these areas. Approved. * * * * ABR24-000166 – 19000 South Park Boulevard – Landscape Elements. Michael Beightol, Populus Studio, representing Kylie Volpe, homeowner. Approved administratively. * * * * ABR24-000175 – 18750 North Park Boulevard – Window/Door Alteration. Charles Fazio, architect, representing The North Park Trust, owner. Approved administratively.
