The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m.

Approval of minutes from the October 21, 2024 meeting.
Approved.

ABR24-000183 – 20863 Farnseigh Road – Door/Window Alteration.
Elizabeth Goodwin, owner, explained she has been cited for not having a railing on the attached
garage roof. She is proposing to replace the access door to this area with a window, negating the
need for the railing.
Mr. Neville asked if the new window in the door opening is the same size as the other windows on
the second floor.
Ms. Goodwin said the door is slightly narrower.
Laban Kaufman, Hershberger Roofing, said the measurements are very similar. They will be using
the door framing and keep the header, creating a new sill. The infill below will be cedar shake siding
like the rest of the house.
There was discussion regarding the new pitch on the garage roof and how that will be finished on
the driveway edge.

ABR24-000185 – 2880 Warrensville Center Road – New Garage.
Mr. Feinstein said the new garage will be moving to face the street. The new location complies with
zoning.
James Nadzam, JMN Carpentry, said they will be removing the existing garage, along with its
foundation and building a new 24 by 22 foot garage. The design includes a steel overhead door and
double 5 inch white vinyl siding.
Mr. Leskosky asked the roof material.
Mr. Nadzam said the house has a new roof, and the garage roof will match the house.
Mr. Neville said there is a note for a concrete block foundation. He asked for clarification.
Mr. Nadzam said they will actually use a cast in place concrete curb.
Mr. Neville said that new concrete curb must be rubbed smooth while green.
Approved with the following conditions: 1) the cast concrete foundation curb is rubbed smooth;
and 2) the roof material matches the house roof.

ABR24-000187 – 2854 Litchfield Road - Awning.
Jeff Oslin, Brightcovers, said this is a new patio cover with a grey translucent roof panel over the
trellis as a roof.
Mr. Feinstein asked the profile of the translucent material.
Mr. Oslin confirmed it is flat. The framing is white aluminum.
Mr. Neville asked if the framing is cast into the footer.
Nancy Sin, homeowner, said the cover does not attach to the house as shown on the plans, it will be
attached under the second story overhang.
Approved with the condition that the corrected plan is submitted showing the construction
beginning under the overhang of the second floor.
Submit revised plan for Board review.

ABR24-000186 – 3726 Lytle Road – New Vinyl Siding.
Jeff Strope, Ken’s Parkhill Roofing, explained they are replacing the original vinyl siding on this
1990’s era home. The new siding is cactus color and the owner would like the horizontal vinyl siding
to run through the area of existing vertical siding on the gable ends, eliminating the second story
trim band. The gable vents remain.
Mr. Walter asked if all of the trim will remain white. What color are the corner boards?
Ken Romanini, Jr., said the trim remains white. The corner boards are proposed as the cactus color.
There was discussion regarding the front bay window details and the existing window trim.
Approved with the following conditions: 1) the front bay window is designed with Azek or similar
material be used to replace the existing white horizontal siding; 2) the siding, j-channel, and corner
boards are cactus color; and 3) the first floor frieze board trim remains at the front façade.
Submit revised plans for administrative review.

ABR24-000169 – 3380 Milverton Road – Addition Alteration.
Eric Brazier, Top Notch Construction, said they will be removing the work in progress on this rear
room. There will be new double hung windows, with one on each side and three on the rear
elevation.
Mr. Leskosky asked if the new window heads line up with the fascia board like the other windows
on the house.
Mr. Walter said they must be moved to align with the fascia trim. He would prefer the windows to
be ganged together on the rear elevation. The new windows are not shown with any trim. This must
be part of the design.
Approved with the following conditions: 1) the windows on the rear elevation are ganged together
with trim between; 2) all of the new windows and entry door are trimmed out to match the existing
house condition; and 3) the windows are raised up to meet the upper fascia to match the existing
windows on the house.
Submit revised plans for administrative review.

ABR24-000190 – 21600 Shaker Boulevard – Exterior Alteration.
Scott Snyder, RoofTec, said the church is renovating two rear entrances. About 72 feet of canopy in
between the entries will be removed. The church would like to leave the existing steel I beams and
add lighting or hanging plants on these remaining elements.

Mr. Leskosky said he is mainly interested in the steel columns that are proposed to remain. How will
they be treated after the canopy is removed?
Mr. Snyder said he is not involved in this part of the project. He has heard that the church plans
flower baskets hanging off the metal beams.
Mr. Leskosky said the plan to renovate the entrances is appropriate. It cleans up the appearance. The
remaining metal columns are problematic.
Mr. Walter said they need to know what the plans are for the steel I beams that are left behind. The
current solution does not look intentional. He questions whether leaving the steel I beams in place is
appropriate.
Mr. Snyder said he is aware that the demolition contractor will be removing all of the parts and
attachments to the I beams.
Continued in order for the applicant to provide additional information regarding the I-beam details
and intention after demolition of the canopy.

ABR24-000184 – 2970 Carlton Road – Window Alteration.
Ms. Beck said she was advised that the change in windows is at the landing on the rear. The existing
window is a 6 lite casement and the proposed new window is a 4/4 grid double hung window.
Approved.
Other Business
16706 Chagrin—Signage.
Approved revised plans detailing 6 inch top and bottom relief and 8 inch relief from sides of sign
band.

There being no further business, the meeting was adjourned at 9:45 a.m. The next meeting will be
November 18, 2024.
