Architectural Board of Review Minutes Monday, December 16, 2024 8 A.M. Via Conference - Zoom Members Present: Hans Walter, Chair James Neville, Vice Chair David Berlekamp, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of minutes from the December 2, 2024 meeting. Approved with corrections. * * * * ABR24-000210 – 19701 Fairmount Boulevard – Window Alteration. Ron Stevens, Renewal by Andersen, explained this change is only to the sunroom on the rear of the house. The existing windows are jalousie/awning windows and are proposed to be 6 white double hung windows. Mr. Walter asked why there are not grids in the windows. Mr. Stevens said the owner would like more visibility from the room. Mr. Neville said in the past they have reviewed sunrooms with fenestration changes and required grids if the new windows in the sunroom look more like a house addition. These new windows should match those on the house, including the grid pattern. Approved with the condition that grids are added. Submit a revised quote including grid pattern, for administrative review. * * * * ABR24-000215 – 2948 Claremont Road – Preliminary Review: Railing Material. DuPre Marks, homeowner, said they received notification that the new railing on their porch needs to be white. They have changed the colors on the house and the trim color is no longer white. They propose a black metal railing at the rear porch. Mr. Walter asked if there were really only 4 posts to hold the railing. The span seems too wide and Building Code will require additional support. Mr. Neville said he would like to see how the railing will be attached at the house wall. Approved with the condition that the post location and details at the house wall are provided. Submit details for administrative review. * * * * ABR24-000216 – 14500 Shaker Boulevard – Preliminary Review: Dormer Addition. Sunroom Addition. Jessica Powell, architect, said this home had recently been vacant. New owners propose two phases of work. The first phase includes the east roof receiving a dormer. She showed the drawings of the location. Mr. Walter asked the wall material for the new dormers. Ms. Powell said it will be slate, like the existing dormers at the rear of the house. Mr. Berlekamp asked if there are constraints on the placement. Ms. Powell said she wanted to center the dormer, but could not move it any farther. She may be able to center it on the roof peak. Mr. Neville said that location would be preferred, but only if it is possible. Ms. Powell said the other item for the first phase is a sunroom addition. The addition will have a slate roof and brick foundation. There was discussion regarding the details at the existing exterior French doors. Mr. Walter suggested they play with the window height in order to add some detail to offset the loss of the old French door transom detail. Mr. Neville and Mr. Berlekamp agreed and said the proposal is appropriate. Ms. Powell said Phase 2 will be to convert the existing garage to living space and to create a new garage. The family is large and they are looking for all the room they can find. Architectural Board of Review 12/16/2024 Page 2 of 5 The Board generally approved the Phase 1 plans and requested the following be considered: 1) final location of the dormer, possibly centering it on the roof peak; 2) investigate the window design on the proposed sunroom. Submit formal plans for Board review. * * * * ABR24-000180 – 19000 South Park Boulevard – Resubmission: Pool House. Mr. Feinstein summarized the outcome of the last review of this pool house renovation. Mose Wengerd, MW Remodeling, explained they are now eliminating the rinse shower on the exterior of the structure and proposing a storage area with an unfinished interior. The nano wall was extended to cover the entirety of the elevation, eliminating the small wall between two sets of doors. These doors will also have a recess at each end for door storage and no interference with the walkway between the pool and the pool house. The fireplace has also been moved into the interior and will no longer be visible to the outside of the pool house. Mr. Berlekamp asked how they arrived at the grid pattern for the doors and windows. Mr. Wengerd said the original pattern was derived from the nano wall pane divisions. This detail has been removed and the doors of the nano wall no longer have grids allowing them to update the window grid patterns. Mr. Walter said he thinks the 4 lite pattern for the windows and doors seems awkward. The new storage door needs additional detailing or additional height to the door as it appears squat relative to the brick detailing at the exterior of this new room. Tabled the request for the following: 1) study of the window and door glass and mullion proportions to perhaps add another horizontal grid; and 2) use of a taller, and maybe solid, door on the storage room. Submit revised plans for Board review. * * * * ABR24-000217 – 2688 Cranlyn Road – Preliminary Review: Addition. Steven Golden, homeowner, explained they are looking into a two story addition at the location of the existing patio, just to the left of the attached garage. They are also looking at using half of the garage as a mud room and having a smaller overhead door and adding a service door. The addition includes a new two story porch. They will keep the style of the existing house windows, but the new windows are larger than those on the house. The exterior will be Hardi board horizontal siding. There was discussion regarding where the roof meets the original house roof and the location of the eave lines. Architectural Board of Review 12/16/2024 Page 3 of 5 Mr. Neville said he would like to see a stronger relationship between the existing house and the proposed addition. The details of the house may work in their favor to help improve and inform the design of the addition. He suggested they study the relationship between all three of the rear rooflines and their gables. Mr. Berlekamp asked about the chimney currently in the rear roofline. The black trim is fine, but he is not excited by the prospect of black exterior walls. Mr. Golden said that will be retained and they will have to work out how to deal with it. The Board discussed the proposed black sided walls and how it relates to the house. They noted that the black trim painted on the brick portions of the house is fine. The black color does not translate well for the entirety of the addition color. Mr. Golden noted the brick on their house is difficult to match. There are many colors, as well as many textures within its makeup. There was discussion regarding the two gable peaks of the new addition. The gable design and sizes compete with each other and the rest of the house. They need further study. Julia Golden, homeowner, said they took reference from nearby homes. Mr. Walter said they may want to take design cues from the front elevation. The gables have a hierarchy about them. Even though the entry is not in the space with the largest gable, the largest gable has the most architectural detail. The Board agreed they are not opposed to Hardi board materials for the exterior, but encouraged the owners to study an alternative color. Mr. Berlekamp suggested the service door be moved left in the garage infill so there are not so many small spaces for siding and for a larger garage door. Mr. Feinstein noted a zoning variance is needed in order for the 1 car garage conversion. Mr. Neville emphasized setting up an architectural hierarchy for the exterior details of the addition. Discussion held. The Board suggested the following: 1) study ways to establish a hierarchy among the three forms of this addition; 2) investigate alternative colors for the exterior wall material; 3) explore rooflines that lessen the complexity of the design; 4) explore the eave lines and where the roof meets the existing house walls; 5) consider moving the service door in the garage infill to increase the overhead door width and replace lap siding with trim.
