The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m.

Approval of minutes from the December 16, 2024 meeting.

ABR24-000228 – 15400 South Woodland Road – Preliminary Review: Woodbury School
Renovations.
Mr. Feinstein said there was a joint meeting of the City Planning Commission and the Architectural
Board of Review. There have also been meetings of the City Planning Commission Working Group.
This meeting in particular is being held to continue the discussion and review regarding massing and
design of the proposed new building.
Aaron Rodebaugh, GPD Group, explained there are site constraints including a 100 foot setback on
both South Woodland and Woodbury Roads. There is also the Doan Brook watershed and the need
to retain some of the front yard fields. The school campus contains the Schools Administration
Building and the High School to the south. They will maintain the original 1917 building while the
wing structures on each side will be demolished. The entry driveway shown on the site plan is still
under review with the schools. They propose to maintain the existing curb cuts on Woodbury Road
for parking and combine the parking lot with Onaway School. The overall parking space counts will
be similar, and will need on-street parking for staff. They are proposing to shorten the existing
running track. The rest of the ball field will be retained. The main entry for parent drop-off,
bicycling and walking students will be on Woodbury Road. The bus drop-off entry will be off South
Woodland Road. They want to highlight the original building with the athletics/pool/music building
wing being lower than the three story original building. There is an exterior courtyard within the
building, directly behind the original structure.
Abby Rainieri, GPD Group, said this courtyard will allow for inspiration for the arts and media
spaces, which overlook it, and allow light in the classrooms. She showed historic views of the school
and how these vantage points relate to the new building.
Mr. Rodebaugh explained some specific changes since the last review at the City Planning
Commission Working Group Meeting. The entry on Woodbury Road has been lowered. They are
using glass to delineate the break between the new building and the historic structure. This also
brings light into the stair and transition areas. A material change at the third floor of the Woodbury
classroom side can visually lower the appearance of this section of the building.
Mr. Kennedy said he hopes the circular driveway does not happen as shown. He asked if this
driveway does take place that it have a smaller footprint. This is thoughtful treatment of the site
overall. The building near the field entry with the kitchen is an unrelenting façade of brick. What
alternate material is being considered for the third floor along the Woodbury façade?
Mr. Berlekamp said this is a good presentation. He is most concerned with the massing of the
gymnasium area. He agrees it is wise to have a distinction between the old and new with the glass
sections. The original building has very strong architectural language. Could the new construction be
simplified? A more consistent simplified design language around all the new additions would unify
the overall building design. There are some areas with cornice details and some without now that
seem inconsistent.
Ms. Rainieri said the thought was to have less architectural language the farther away you move from
the original 1917 building.
Mr. Walter said the glass separations are well done. The original building’s tower really is the jewel.
He would like to see a somewhat contemporary restrained language for all the new additions. He
agrees that design needs to be consistent and unify the site. The massing of the gym/pool is low. Is
there a way to stack the gym and pool and have both sides of the new construction at the same
height where it meets the original building? Similar massing on both sides would help.
There was discussion regarding raising the eastern wing to be higher out of grade.
Mr. Berlekamp said they may consider an architectural roof expression to hide mechanicals to make
that portion appear higher.
Mr. Rodebaugh said the state requires air handlers to be indoors or on the ground, which comes
with its own set of issues. They will investigate raising that section of the building.
Mr. Neville said the glass separations work well. The plans have come a long way and there is more
design work needed. He would suggest they study the consistency and simplification of the
architecture design and how it relates to the existing building.
The Board had the following comments: 1) work to simplify and unify the overall architectural
design and detailing; 2) investigate raising the mass of the gym/pool wing; 3) study how to reduce

the massing and standardize the building facing Woodbury Road on both sides of the entry; 4) look
for consistency in the orientation of the glass in the connection pieces; 5) study the programming
overlooking the fields so that more fenestration might be implemented; and 6) study a horizontal,
maybe canopy, as part of the new entry design.
Submit revised plans for Board review.

ABR24-000213 – 16014 Chadbourne Road – Window Alteration.
Zachary Graham, Renewal by Andersen, said this is phase 2 of a change in window color. The new
windows and the capping will all be dark bronze in color. At the front bow window, they propose
casement windows at the angled sides while retaining double hung windows in the center. These
new double hung windows would have top and bottom grids. The proposed replacement windows
at the left corner of the first floor are to be casement windows.
Mr. Neville said he would like to make sure the infill to the arch above is dark brown as well. He
asked if they could look into three new windows at the front of this infill instead of two. The
window sizes will more closely relate to the windows adjacent the entry door in the other side of this
space.
There was discussion regarding the consistency with the other house windows with these proposed
changes.
Approved the first and second floor bay windows with double hung windows with grids in the top
and bottom sashes. The infill arch at units 101, 102, 104, and 106 must be the dark brown trim color
to match the house.
Continued units 104 and 106 to determine if the sizing of three (3) casement windows can be
implemented to more closely match the side elevation windows in the same room.
The Board required the storm door between units 101 and 102 be painted.

ABR24-000196 – 20041 Walker Road – Resubmission: Paloma Sign.
Mr. Feinstein recapped the previous meeting notes.
Sue Frankel, RMS, explained the existing sign is not visible from the Market Hall. It is blocked by
the Mitchell’s building. This blade sign would identify the location to those leaving the parking
garage via the walkway at the Market Hall. It will also be visible at the Walker and Farnsleigh Road
intersection.
There was discussion regarding the size and height from grade of the new blade sign. The smaller
sign was too small, while the larger sign option was too large.

Approved the sign conditioned on it being perpendicular to the Walker Road elevation, not
mounted at an angle.
Submit revised drawings for administrative review.

ABR24-000221 – 3524 Palmerston Road – New Vinyl Siding.
Robert Hoge, The Home Corporation, explained they are proposing new double 4 inch dutch lap
siding in sage color with cream trim.
Mr. Feinstein asked the color of the windows.
Mr. Hoge said the existing windows are white.
Mr. Feinstein said that typically the trim material color matches the existing trim on the house, in
this case white.
Mr. Neville said the white and cream colors are so close. They will not be right together. He does
not see an issue with having all the trim white.
Mr. Hoge said they do not have a problem changing the color.
Mr. Berlekamp noted double 4 inch dutch lap siding is very horizontal in appearance. He would
prefer straight lap siding in at least a double 5 inch size.
Mr. Feinstein showed an historic picture of the house with shutters on the front.
Mr. Neville said he would recommend shutters at the second floor windows, as well as the first floor
left-most window.
Approved double 5 inch straight lap siding with white trim and corner boards. Shutters must be
reinstalled on the left-most first floor and three second floor windows.
Submit a revised quote detailing the above conditions.

ABR24-000214 – 3288 Lee Road – Vinyl Siding on Sun Porch.
Diane Bija, New Creation Builders, explained the rear porch would be sided as well as the front
dormers and entry. The rest of the house is painted brick.
There was general agreement that the front entry should not be covered in siding so the existing
architectural details could be maintained.
Approved the rear porch residing and the upper front dormers with the condition that the front

entry remain as original or be restored and be painted.

ABR24-000225 – 2695 Cranlyn Road - Addition.
Matthew Wolf, architect, outlined the house addition. The addition will use hardi board lap siding
and the roof form will tie into the rear house roof. They propose a brick base exterior with azek trim
and an asphalt roof.
Mr. Feinstein noted the condensing units are not conforming to zoning regulations and will need
further discussion.
Mr. Neville asked how the window sizes on the addition compare to the existing house windows.
The Board typically does not consider it appropriate for slate and asphalt roofs to meet on additions.
Mr. Feinstein said the Architectural Board has not approved connecting main roof lines of two
materials.
Mr. Walter asked about the siding frequency change between floors.
Mr. Wolf confirmed there is a 5 inch reveal at the first floor, then a band, and a wider 7 inch reveal
at the second floor lap siding.
There was discussion regarding detailing of the foundation and at the horizontal siding band trim.
Mr. Wolf said the new windows are a little bigger to maximize light. On the dining room there is one
existing window. They propose a matching window located symmetrically within the room. New
window wells will alleviate water issues at the basement. He noted the existing house roof is slate.
They will investigate the addition roof also being slate.
Continued in order for the applicant to address the following: 1) the new roof material; 2) exposure
of foundation should be matching brick; and 3) the section drawings match the described details.

ABR24-000180 – 19000 South Park Boulevard – Resubmission: Pool House Renovation.
Mr. Feinstein recapped the outcome of the previous meeting.
James Haas, architect, said the pool house was approved, but there are new changes proposed. The
window grid patterns are now all proposed at 1 horizontal and 1 vertical grid regardless of size or
orientation. There are no grids proposed for the nanowall doors.
Mr. Neville suggested they eliminate all of the grids in the windows. There are so many window sizes
and orientations that this will alleviate any inconsistencies.

Mr. Berlekamp suggested only the taller, thinner window near the nano wall have no grids.
Approved with the condition that the narrow and tall side windows do not have grids.
Submit revised plans for administrative review.

ABR24-000226 – 3178 Ludlow Road – Window Alteration.
Laura Mott, Renewal by Andersen, said they propose to replace this cottage window with a picture
window. The house owner does not want this window to open any more.
Mr. Neville said this change does not make a lot of sense. The existing or new window can simply
be locked and then not opened.
Denied.

ABR24-000227 – 3364 Clayton Road – New Garage.
Anthony Majc, RSA Architects, said there is car damage to one wall of this garage. If the garage
needs to be re-built.
Mr. Berlekamp said they should make sure to round the corner and tooth into the existing wall.
Mr. Neville said they need to match the brick and especially the mortar.
Approved with the following conditions: 1) tooth-in to existing masonry with matching brick and
mortar; 2) the pilaster does not need to be included; and 3) provide a brick and mortar sample on
site.
