Board of Zoning Appeals & City Planning Commission Minutes Tuesday, June 4, 2024 7 P.M. City Hall Council Chambers Members Present: David E. Weiss, Mayor Sean P. Malone, Council Joanna Ganning, Member Jason Russell, Member Others Present: Joyce G. Braverman, Director of Planning William M. Gruber, Director of Law Daniel Feinstein, Senior Planner The meeting was called to order by Mayor David Weiss at 7:00 p.m. * * * * Approval of the May7, 2024 Meeting Minutes It was moved by Mr. Malone and seconded by Mr. Russell to approve the minutes. Roll Call: Ayes: Weiss, Malone, Russell Nays: None Abstain: Ganning Motion Carried * * * * CITY PLANNING COMMISSION #2258. BERKEY/LEDONNE RESIDENCE – 3702 CHELTON ROAD: A Public Hearing was held on the request of City of Shaker Heights, representing Kayla Berkey and Sena LeDonne, 3702 Chelton Road, to the City Planning Commission for subdivision of land in order to join a city-owned vacant lot with the property on which the home is located. The house parcel at 3702 Chelton (735-23-082) is proposed to be combined with the vacant adjacent lot at 3706 Chelton (735-23-081). The homeowners propose to integrate the vacant lot into their yard. This combined lot meets code requirements in the TF-Two Family Residential zoning district. Subdivision of land requires City Planning Commission approval. Mr. Feinstein showed pictures of the site. He stated this is a request for subdivision of land in order to combine the homeowner’s property to the city-owned vacant lot. The applicant requests subdivision review to combine parcels 735-23-082 and 735-23-081. Both the Neighborhood and Economic Development Committee and City Council have approved the sale of the property. The combined lots meet the code requirements for the TF Two-Family Residential zoning district. Staff supports the request with the condition that a final plat is submitted to the city and recorded with the county. Mr. Gruber indicated he can answer any questions the Board may have. Mr. Feinstein said the applicant has submitted a plat of the combined lots to the city. Mayor Weiss opened the Public Hearing. No comments were received in regard to this application. It was moved by Mr. Malone and seconded by Mr. Russell to approve the request based on the findings of fact and conclusions of law as set forth in the Action Sheet with the condition that a final plat is submitted to the city and filed with the county. Roll Call: Ayes: Weiss, Malone, Ganning, Russell Nays: None Motion Carried * * * * #2259.LUDWIG RESIDENCE – 3415 MILVERTON ROAD: A Public Hearing was held on the request of City of Shaker Heights, representing Kacie Ludwig, 3415 Milverton Road, to the City Planning Commission for subdivision of land in order to join a city-owned vacant lot with the property on which the Ludwig home is located. The house parcel at 3415 Milverton (735-15-029) is proposed to be combined with the vacant adjacent lot at 3417 Milverton (735-15-030). Ms. Ludwig proposes to integrate the vacant lot into the yard. This combined lot meets code requirements in the TF-Two Family Residential zoning district. Subdivision of land requires City Planning Commission approval. Mr. Feinstein showed pictures of the site. She asked when she would hear back from the city. Dr. Ganning asked in general how many total city lots are still available and how many have been transferred to neighbors. Ms. Braverman said staff is currently working on these statistics. Staff will follow up with Board members when that information is compiled. It was moved by Dr. Ganning and seconded by Mr. Russell to approve the request based on the findings of fact and conclusions of law as set forth in the Action Sheet with the condition that a final plat is submitted to the city and filed with the county.
