COUNCIL MEETING MINUTES OF THE SHARON HILL BOROUGH COUNCIL FEBRUARY 14, 2019 @ 7:00PM Meeting called to order President Oliver Pledge of Allegiance to the Flag Roll Call: Roll call was answered as follows: Present: Mrs. Booker (running late), Mrs. Bedford-Dean (POLYCOM), President Oliver, Mayor Dunfee, Messrs., Green, Finnegan (excused), Felder, Mr. Martinez and Mr. Smith. President Oliver asked for a motion to approve the Budget Meeting minutes from November 12, 2018. Motion made by Mr. Martinez second by Mr. Green. No questions on the motion. All in favor? Opposed? Motion carries 5-0. President Oliver asked for a motion to approve the Council Meeting minutes from December 13, 2018. Motion made by Mr. Martinez second by Mr. Green. No questions on the motion. All in favor? Opposed? Motion carries 6-0. President Oliver asked for a motion to approve the Council Meeting minutes from January 10, 2018. Motion made by Mr. Martinez second by Mr. Felder. No questions on the motion. All in favor? Opposed? Let the record reflect that Councilperson Booker has joined us and participated in the last 2 motions. All in favor? Opposed? Motion carries 6-0. Mayor Dunfee swore in 3 new SHACC members: Kathleen Deidre Gayle President Oliver opened the floor to public comments: John Zangara 89 Frances Ave. expressed his concerns about his neighbor across the street at 86 Frances Ave. regarding his cars and trucks that are parked on Frances Ave. and he has been selling cars on the street but in the last week he noticed that things have changed. He is seeing less cars and trucks now. Hopefully things have changed. Thank you. President Oliver told Mr. Zangara last month that this was a work in progress that Mr. Smith and the Police Chief has been working on this and is continuing with getting different departments over there to get that rectified and it takes time for the system to work. Mr. Smith we cleared out a number of vehicles the other day Chief Herron? Chief Herron we stickered 5 of them. Mr. Smith we took out 5 a few days ago. Our Code Enforcer is continuing to pressure the property owner so we are on it. It takes time. I realize it’s frustrating as a neighbor. Mayor Dunfee thanked Mr. Zangara for his patience and understands his frustration and the problem has gotten out of hand. These folks here are working as hard as they can to rectify the situation. President Oliver with no other public comments moved to Committee Reports. Mr. Green gave an update on the Recreation Board. They are having their first meeting of the year on March 6th at 8pm. They are still looking for volunteers for the Rec Board if you are interested please come out. The Ramblers Annual Banquet is being held next weekend at the Oaks Ballroom on the 23rd from 1-5pm. Mr. Martinez read the Fire Chief and the Police reports see attached: Mr. Felder read the Code report and the Highway reports see attached: Mrs. Booker thanked the highway department for putting a light on Ridley and Marshall and requested a light at her end of the block if possible and more rotation of the police department in the evening hours. Mr. Smith stated that there is a lot of activity back there from NHS. Mrs. Booker gave the SHACC report. They had a wonderful time at the Vision Board event and I want to thank the Fire Department for allowing us to use the hall. The last day of Dancercise was last Saturday and the last day of Jazz Palates was yesterday. There will be an African American Film night on the last Wednesday of the month. Looking for ZUMBA in March and there will be a make and take with rain sticks in March. Mrs. Dean we will talk about personnel in the executive session. President Oliver read the treasurers report. Mayor Dunfee read the Police Chief’s report and the Abandoned Vehicles report see attached: Mr. Smith reminded everyone about their Statement of Financial Interest was due by May 1st. Mr. Smith stated that the Brandywine Valley SPCA contract is in your folder for your review. Mr. Smith Also in your packet is a renewal for our energy provider. This should save us money with this energy provider. They have been vetted through the PSAB and was recommended by them. See attached: Motion to accept the APPI contract made by Mrs. Booker that upon review of our solicitor finding no circumstances from us signing the contract that we can sign the contract with Pa Electric/Hudson Energy second by Mr. Martinez. All in favor? Opposed? Motion Carries 6-0. Mr. Smith at next month’s meeting you will have Ordinance # 1401 the Pollution Reduction Plan. It’s a part of the MS4 and the Storm Water requirements. He will email the 32 page document to council for review. We can make a motion to advertise in March and adopt in April. Auditors will be in here starting February 25th to do the Borough then the Fire Company and the Library. Mr. Smith I have a number of Items for executive session. Mr. Schleigh and Mr. Smith will be meeting with a vendor in relation to potential projects that the borough can take on under the Conservatory Act. President Oliver asked council to reach out to the borough secretary with updated email and contact information so we can update our website. Mr. Schleigh reviewed the APPI agreement approved it for a motion. President Oliver open the floor to public comments. Chuck Burk asked that everyone clean their dryer vents. There was a fire last week that started in the dryer. The new part time fire fighters went into service on the 11th. We have 4 fire fighters on duty from 9-3. 2 work 7-3 and 3 work 9-5. He gave a brief description of where they came from and their qualifications. He thanked council for their support and giving them the tools they needed to work with. Ms. Kate Smith stated that she as a mother of a fire fighter appreciates the new people coming in because it’s one thing to sit and listen to that whistle go of again and again. It’s scary. Donna Hunter 1026 Coates St. asked if there was any information regarding going solar. There was further discussion of solar panels we will get a list of providers posted on the TV station. No other public comments. There is an n executive session after this meeting. The next Council Meeting will be held on Thursday March 14, 2018 @ 7pm. Meeting adjourned
