President Allen introduced and read bio for new Borough Manager, Joy Taylor. • Public Comments None – Filling of Council Vacancy Seat Nominations of Sheila Carter and Mary (Mimi) Smith Majority Vote requested for both candidates Roll Call Vote Requested for Mimi Smith nomination Motion to fill Council vacancy - Motion passed Mary (Mimi) Smith sworn in by Judge Forbes Committee Updates: President Tanya Allen: Library, CPCIP • Library Report: Mr. Ashby - The Library report was received and accepted. - Mr. Ashby recognized Black History Month with books displayed in council chambers from the library. - There will be a book signing by Reverend Joe Williams of the Dixie Hummingbirds on Saturday February 7. - The Health Fair on January 31st was reviewed by library board member, Monique Williams. She reported that although The Fair was for general health issues, the blood pressure screenings conducted at the Fair were a huge success. - Mr. Ashby was acknowledged as President of the Pennsylvania Library Association and is the 1st African American to hold the seat. He will be recognized on February 27 at a reception in the library at 6:00 p.m. • CPCIP: - The committee will meet next Thursday, and an update will be provided at the next meeting. - We applied for our Main Street Grant and were awarded the Planning Resource Grant. A sub-committee of 6 municipalities (includes Folcroft) has been established as a liaison to CPCIP. The 1st meeting of the new committee will be February 23, 2026. - Bike the Pike is still scheduled in May and will be launched from Sharon Hill. 1  - We have been seeking awards for our municipal building project which we started planning for about 2 years ago; and, we are excited to report to the community that we have been awarded the Community Project Funding Earmarked Fund in the amount of $1.2MM. Vice President Rodney Hill: Recreation • V.P. Hill shared that Easter will be their 1st event and they will be doing the same thing but will also partner with the Fire Department to get things back to the park where it was for many years. The event will be on April 18, 2026, from 12-2 p.m. • Jalen Duren made the Allstar Team, and he also was on the cover of Slam Magazine. Junior Council Report – No report Councilor Deidri Brabham: SHACC • Councilor Brabham announced SHACC will be having their Meet Thy Neighbor event on Saturday, February 21, from 3-5 p.m. • Line dancing starts on Wednesday, February 25, from 7-8 p.m. for the next 6 weeks. • The new SHACC Commissioner was introduced, Sharon Eskridge, who was sworn in by Mayor Booker. Councilor William Felder: Fire Department • The monthly January Fire Chief Reports were read and accepted. • The Code Official monthly January Report was read and accepted. • Councilor Felder addressed trash collections in the borough and reviewed how to dispose of trash and asked residents to help in this regard. Councilor Dr. Tammi Fleming: Public Health • Councilor Dr. Fleming’s report was submitted and accepted. • Council President reported she reached out to former council president who shared the route and will be reaching out to Chief Herron to get a route together for the 5K run/walk Dr. Fleming is planning. Councilor James Patrick, III: SE Delco School District • As the liaison for the SE Delco School District, Councilor reported he reached out to the Superintendent and the School Board President, and they will be getting together in the next couple of weeks. • Officials’ Updates: Mayor, Edward Booker: Police - The Police reports for January were read and accepted. - The Mayor announced he asked for as many people as possible to sign up to help the Fire Company. He shared that he joined about a week ago to help and to learn more about the fire company as it is a volunteer fire company. - Regarding the recent massive snow, the mayor suggested that the greatest due diligence we can do is to help ourselves and also help our neighbors. 2  Borough Solicitor, Kyle Miller, Kilkenny Law - The update on 1100 Chester Pike is we have obtained the signatures on the plans and are proceeding to recording. - We have resumed work on the draft of the employee handbook and will be circulating for review and input from everyone. - We recently circulated the MOU to the Fire Department for their input/comments. Once their comments are received, the Solicitor will circulate to Council for comments and then proceed to finalize and move forward to get to Council for consideration. He also asked that any comments be forwarded to him directly instead of replying to council as a whole. - The short-term rental ordinance was discussed in great detail. The Solicitor acknowledged there have been several questions raised by Council along with input from property owners and other outside companies. He gave a brief overview of the situation with different scenarios that can be done. It was requested that the Solicitor send a copy of the ordinance to the Mayor and Council and everyone should then send their impressions, questions, suggestions, and recommendations to him and he will review and send his findings to Council. Borough Engineer, Susan Lynch, Lighthouse Engineering - Reports were submitted and accepted. Council to review and if there are questions, please hold them for the next meeting. Building Code Official, Anthony Tartaglia - Reports were submitted and accepted. Council to review and if there are questions, please hold them for the next meeting. Building Code Officer, Gary Collins - No report Police Chief, Richard Herron - There have been several minor accidents on back roads due to the extreme weather. - The Mayor and Chief continue reviewing vendors regarding cameras and will advise when information is available. Treasurer, Will Morgan - The list of vendors we use was presented to Council. - The January 2026 Treasurers Report was read and accepted. - The Bills and Applied Payments report was reviewed with specifics being highlighted by the Treasurer. - Clarification is needed on A to U services regarding abatement clean-ups. - We need to understand why we have a second water bill for Aqua at Weiderwax. - There are 2 water bills for the fire company, both for Nov/Dec and we need to look into why they have 2 different account numbers. - We need to verify if Fire should be paying their AT&T bills. Treasurer will confirm. - Bellevue Strategies have changed agreement structure to billable hours. - Regarding the Verizon bill, the treasurer noted it is a connection line at the park and for the Ramblers field. The treasurer will investigate and report findings. Borough Manager, Joy Taylor - The Borough Manager transition report was read and accepted. - We are in the process of completing the liquid fuels audit exit. 3  - We have established reengagement with the Solicitor regarding contract negotiations with our Teamsters Union as well as the MOU with the Fire Department. - We completed the general liability insurance company walk-through this month. - We completed inspection of all fire extinguishers at borough hall and the library. The Police Dept will follow shortly. - We are enhancing operations so that trash calls are routed to the trash vendor. However, council would like to keep abreast of the residents’ calls. Public Comment – - Pat Ruemaker 325 Greenwood Rd – When are the calendars coming out? - After the December meeting, 2 people that spoke while council was speaking were asked to leave. - The parking situation has been bad during the recent storm with people putting out items to reserve spaces. - The driveways in the 100 and 200 blocks of Laurel have not been done. - The trash company say they cannot get down the street so will there be an issue for the fire trucks to come up. - I was told you cannot put things out on recycling day in plastic bags. I see them out, so someone needs to address. - Council - Calendars are in route. We have a couple of copies here tonight. - Regarding the removal of residents, it is not when they speak out of turn, but when they are disrespectful and disruptive and the meeting cannot move forward. You were asked at the last meeting if you would clarify who the person you were referring to so we could address at the time, but you did not do so. I still cannot address it because I do not know who you are speaking about. Also, the other people were asked not to disrupt, and they stopped and the meeting continued. - The driveways of 100 and 200 blocks. The Mayor spoke to the need for citizens to move their cars, but residents need to also take care of their properties to help get the driveways cleared. - Regarding the Fire Company 5 years ago, I believe, if I am not mistaken, I asked the question at the time about a tree which was impeding their ability to make a turn rather than a weather-related issue. We will need to go back to see what the conditions are today, but I have not heard any reporting that place a hindrance for the fire company. - Trash is not being picked up in plastic bags; specifically, supermarket bags are not allowed as they will jam the trash machines, but other bags are allowed. If there is any change, we will find out and report back. The Mayor added that there is a need and he is committed to finding ways to communicate with residents about the rules and regulations of recycling. - Sandra Holcolm 115 Brainerd Blvd – Are you still giving out recycling cans? - Are the Ramblers, Recreation Board, and SHACC meetings still monthly and open to the public? - Council - We can have someone bring a recycle can to your home. - Yes, the meetings are still monthly. - Judge Forbes – Congratulations to new council member Ms. Mimi Smith. I am proud of you, - Tracy Turner 200 Laurel Road – Can the Borough guys pick up the trash and take it to the end of the block in the alleyways so that the trash company can pick it up. - The Borough properties have not been cleared. - Council - We agree that trash should be picked up and we have been very proactive with the trash company, to get the trash picked up and will continue to do so until the issue is fixed. We also want to thank you for your recommendation on how we can get those routes picked up faster. The Borough Manager was tasked to look into this. - What is going on with the Police driving by cars that are illegally parked. We are concerned about that as well. Chief Herron was asked what we can do to get the ticketing to start after the snow emergency and he responded they have been knocking on doors to ask them to move the cars. - Mr. Hendricks 1415 Melrose Ave – I have a problem with the trash company getting my trash. They came out on multiple occasions and did not get all of the trash. - The community has 24 hours to remove snow. We should enforce the code. - Council - We will follow up on why your trash was not taken after several trips to your home. - We will look into the borough properties not being cleared. 4  - Mr. Franco - My comment in general was about recycling in plastic bags. I was told recycling could be in a black trash bag because they needed to be able to see them in the bag and, if the recycling was not picked up one day, can it be picked up another day? - Council – Yes, if you do not pull your trash back, they will pick it up.
