Sharon Hill Borough Legislative Meeting Minutes Thursday, February 19, 2026 Quote of the Meeting “If you want something said, ask a man; if you want something done, ask a woman.” – Margaret Thatcher • Call To Order at 7:00 p.m. • Pledge of Allegiance • Roll Call – President Tanya Allen (P) Vice President Rodney Hill (P) Councilor Deidri Brabham (P) Councilor William Felder (P) Councilor Dr. Tammi Fleming (P) Councilor James Patrick III (E) Councilor Mimi Smith (E) Mayor Edward Booker (P) Borough Solicitor Kyle Miller (P) Borough Engineer Susan Lynch (P) Police Chief Richard Herron (P) Code Building Official Anthony Tartaglia (P) Code Officer Gary Collins (P) Borough Treasurer Will Morgan (P) Borough Manager Joy Taylor (P) President Allen announced that Council met in Executive Session on Monday, February 10 at 5:30 p.m. to discuss a personnel matter. Former Councilor, Sharon Booker, performed her spoken word poem, which she delivered in front of the state committee in Harrisburg, in honor of black history month. • Committee Updates: President Tanya Allen: Library, CPCIP • Library Report: Mr. Ashby - The Library February 2026 report was received and accepted. - The Library received a grant for $2,500.00 from the American Library Association for racial healing. - The Library received a check from the PA Board of Education for their State funding. - The State Annual Report for the library has been completed. - Mr. Ashby reiterated that when the library is open, it is always available to everyone. - In March we will be having a Women’s history month program. - Also, in March, we will be starting a knitting club. - We would like everyone to join us in celebrating Mr. Ashby’s achievement where he has been appointed the Pennsylvania Library Association President. The celebration will be on Friday February 27, 2026. CPCIP: - The Committee had a meeting last Thursday where we have a new appointee from Prospect Park who joined the board. - There was discussion about “Green Light Go.” which encompasses managing traffic signals. - Bike the Pike is still scheduled to launch on Saturday, May 30, at 10:00 a.m. and Sharon Hill Borough will start the launch and ribbon cutting ceremony. - President Allen was at the Delaware County Council meeting last night and they have a lot of upcoming events; but, on Saturday, February 28th from 11-1 they will be having a program, which they launched here at our library, where veterans share their stories. The event will be at Delaware County Community College. Vice President Rodney Hill: Recreation – No Updates from the Caucus meeting. 1 Councilor Deidri Brabham: SHACC • Councilor Brabham appointed the current commissioners back on duty: Elaine Bundy, Kate Smith, Regina Wright, and Edith Patrick. There are also 2 new commissioners being added, Cheryl Shaw and Monae Williams. • SHACC will have their 2nd annual Meet Thy Neighbor event. There are flyers on the table in the back. • Line Dancing will begin on Wednesday, February 25, at 7:00 p.m. in Borough Hall upstairs. Councilor William Felder: Public Works / SHFC – No update. • There is no update on Fire and Code Reports from previous reports. The statistics are the same. Councilor James Patrick, III: SE Delco School District - No report. Councilor Dr. Tammi Fleming: Public Health – No report • Officials’ Updates: Mayor, Edward Booker: Police, DCJA - Mayor Booker announced he attended the DCJA meeting and announced we are in current standing with no delinquencies outside of the scope. - The Police Monthly report was read and accepted. Borough Solicitor, Kyle Miller, Kilkenny Law - The Solicitor informed residents that the Council is hoping to roll out an informal new public comment sign-up process. The Borough Manager added that the hope is to implement resident information accurately as well as to be able to contact you in case there are any questions or clarifications needed. The cards are at the podium for the purposes of the meeting tonight; but, in the future, they will be on the back table. - The Solicitor has circulated an email outlining some of the suggestions regarding short-term rentals. The responses are being gathered, and he should have something for Council to review shortly. - Regarding the employee handbook, the Solicitor will also be circulating the document for Council to review. - The Solicitor received a letter pertaining to the local union which contained an order requesting us to post a copy of the order. He will put everything together and have it notarized and posted. Borough Engineer, Susan Lynch, Lighthouse Engineering - The Engineer picked up plans for 325 Oak Avenue, the vacant lot, and will be reviewing. She is working with the BCO to get approval for the lot. They are proposing to build rainwater down spouts. - The Engineer sent an email to Council regarding a meeting on Tuesday, March 3, at 10:00 a.m., for Darby Creek hosted by Delaware County, giving insight into the community component. The meeting should be an informational update. - The Engineer attended a meeting at the county regarding a liquid fuels grant. We do not have to accept it if we do not plan to use it. However, if we do, it will require a resolution. The grant is approximately $5,000.00. Building Code Official, Anthony Tartaglia – - The Code Reports were submitted and accepted. - Regarding the Project for 1100-1106 Chester Pike and the sprinklers; the BCO informed that the owners have assured us they were correct. The Ordinance in effect since 1999 is still in effect. We did have several inspections as they are trying to move to interior work. There was a question regarding sidewalks and the BCO said there would not be an 2 Occupancy granted without everything being completed. Another question was regarding whether there was any talk about adding a rain garden. The engineer responded no because they have underground storage. - The bill from AtoU for the property on Bartlett Ave was discussed. However, AtoU should have waited to collect due to the Abatement Process. The Borough is requesting a refund or credit to the account. - Regarding the cars and trucks on the CVS lot on Chester Pike, the BCO advised that they leased the property to Dollar Tree, but they are in agreement to put stickers on the cars to be picked up within 72 hours. Building Code Officer, Gary Collins – - Property Maintenance code report was read and accepted. Police Chief, Richard Herron - - The Department started the new year with training. They have about 30 training courses to go thorugh. - The Chief met with a company at the field to review the camera project. They are looking to put 4 hi-def cameras up once we have the approval from Council. With approval, it will take about 1-1/2 weeks to complete. Other Boroughs looking into the system include Darby, Newtown Square, Collingdale, and Folcroft. The Solicitor will review the information due to the parameters of Act 22. - There was a question to Chief Herron regarding receiving current and previous reports from the department to Council. Chief Herron will follow up. Treasurer, Will Morgan - The January 2026 Treasurers Report was read and accepted. - The Bills and Applied Payments report was reviewed with specifics being highlighted by the Treasurer. - The Treasurer updated Council on questions on specific vendors from the Caucus meeting. He will speak with the Police Chief and the Fire Chief regarding AT&T and T-Mobile for additional clarification and report back to council. Regarding the Verizon account and the Aqua account at Weiderwax Park, the accounts can be closed. Borough Manager, Joy Taylor - The borough has established a You-Tube Channel. However, we do need to reach a certain number of subscribers in order to do live videos. If you search Sharon Hill Boro, you will be able to find the channel. We are also hoping to be able to upload previous videos from Facebook to You-Tube. - The 2026 on-site tax collection dates have been released. The elected tax collector will be on site for some of the tax dates as well. The hours will be between 10:00-2:00pm. All dates and times will be updated on the website. - The 2026 calendars have gone out and anyone who did not receive one can let us know as we have them available. - We are in the process of completing the liquid fuels audit exit. - We have the draft of the 2022 audit and are on our way to moving to 2023. Public Comment – - Latassha Threadgill 1408 Melrose Ave. - Assistant Principal of Academy Park High School wanted to introduce the Principal, Mr. Richard Sherin. Principal Sherin introduced himself and said thank you to all his neighbors. He went on to say that we want you to know that we want to build as many partnerships as possible. - Donna Hunter 1036 Coates– Info concerning 2 police arrests in Sharon Hill. Are they on leave? Chief Herron responded that there is no comment due to it is an active investigation. They are on administrative leave. Old Business – • Traffic Calming • The digital sign coming into Sharon Hill Borough was denied for grant. Options are being revisited. The Borough Manager will follow up by the next Caucus meeting. • We lost a couple of women in our community.
