• The meeting was called to order at 3:30 p.m. by President Amy Stuber.

APPROVE MINUTES OF LAST MEETING MARCH 13, 2024
• Meeting minutes from the March board meeting were reviewed. Motion by Brad Keuschel, second by
Michael Johnston to approve. Motion carried by voice vote of 7-0.
FINANCIAL REPORT
• March financials were reviewed. Motion by Chelsea Gilling, second by Jill Birr to approve. Motion
carried by voice vote of 7-0.
SOUND OFF - PUBLIC COMMENT
• Lindsay Johnson reminded the board about the upcoming school district referendum community listening
sessions. See the school district website and Facebook page for dates and times.
BID COORDINATOR UPDATE
• *BID Coordinator report can be found attached to this month’s agenda for review.
COMMITTEE REPORTS
• EVENTS & PROMOTIONS: See BID Coordinator report.
• BUSINESS PROPERTY COMMITTEE: Additional grant applications have been received and approved.
Report attached to the agenda shows there is room for one more additional grant to be approved. This is after
recently receiving additional funds from RDA. Eddie Sheppard commented that moving forward a different
approach may be needed rather than asking RDA for multiple small sums of money. An item to be discussed
with the RDA once funds have been utilized.
OVERVIEW OF BID DISTRICT DESIGN STANDARDS
• Eddie Sheppard talked about design standards available in downtown (see two attachments to April BID
agenda). In addition, the discussion included that Main Street first floor should be utilized for commercial on
the first floor with office, storage and residential for second story. The BID board would be interested in
implementing guidelines for the district so the look and feel of our Main Street can be preserved moving
forward. Eddie will do some research on other communities, collaborate with Lindsay Johnson on this, and

Amy Stuber.

PRESENTATION BY COVANTAGE CREDIT UNION
• Dan Gast thanked business owners for their investment in our community. He gave a brief overview of the
services they provide at CoVantage. Thank you to CoVantage for sponsoring the BID Annual Meeting social.
INTRODUCTION OF NEW BUSINESS OWNERS

• BID Board member introduction as well as recognition of retiring board members Jennifer Hoffman and
Michael Johnston. New board member introduction: Annelies Hartwig and Stephanie DeLorme.
FINANCIAL REPORT
• Review of the 2024 budget. A few highlights:
BID assessment remained the same for 2024 at $3.00 per $1000 assessed value.
For 2024, we increased our Event Fees and Sponsorships in order to have additional income to offset
the additional expense in Advertising/Promotions where we plan to do some additional TV
commercials this year.
BID ACTIVITIES IN 2023 - AMY STUBER, BID PRESIDENT
• Amy Stuber reviewed 2023 highlights:
30 businesses participated in spring 2022 Ladies’ Day event.
ShawanoFest continues to grow and expanded into The Naberhood this past year.
Coach buses returned bringing bus loads of witches to Shawano for Witches’ Night Out.
100 Christmas trees, sponsored by area businesses and non-profits, were on display at Franklin Park for
the Holiday Stroll & Tree Lighting event and throughout the season.
BID grants – In 2023, BID awarded $35,000 in grants. The eight businesses, that were the recipients,
completed a total of $131,744.30 in renovations. The BID is proud to support these businesses and their
investment in our downtown.
In addition, BID continues to serve as a resource to our downtown businesses. Amy encouraged
business owners to reach out to Lindsay Johnson or a BID board member with questions.
2024 EVENT DATES
• Lindsay Johnson, BID Coordinator, discussed the upcoming event dates for the year and reminded those in

attendance to remain open during the event hours.
• Ladies' Day - April 19 - Event runs until 7 p.m.
• Sip, Swirl & Stroll – June 14 - Event runs 4 to 8 p.m.
• ShawanoFest - July 13 - Event runs 10 a.m. to 3 p.m.
• Sidewalk Sale Saturday - August 9 & 10
• Octoberfest - October 5 - Event runs 10 a.m. to 3 p.m.
• Witches' Night Out - October 11 - Event runs until 7 p.m.
• Christmas Open House – November 8 & 9
• Holiday Stroll & Tree Lighting - November 30 - Event runs 3 to 5 p.m. This is Small Business Saturday;
businesses should remain open until 5 p.m.
• Santa Parade - December 6 - Parade begins at 6 p.m.
CITY OF SHAWANO - EDDIE SHEPPARD
• Eddie Sheppard, City Administrator, expressed his gratitude to the business owners for their commitment to the
downtown. The amount of renovations to buildings and new businesses that have moved in during the last ten
years is truly astounding. Eddie read a list of the Top 10 Things that Make Amazing Downtowns, and they are
all items that have already been done or are in progress. The City appreciates the partnership they have with the
BID and has been the key to so many successful projects in the downtown area.
SAFETY IN OUR DOWNTOWN - LT. MICHAEL MUSOLFF, SHAWANO POLICE DEPARTMENT
• Lt. Mike Musolff and Officer Jacob Korth talked to business owners about maintaining a safe downtown and
encouraged business owners to call the police department for incidents of shoplifting, vandalism, suspicious
activity, etc. Officers also encouraged store owners to use cameras and potentially upgrade the cameras they do
have so the quality of footage is usable in identifying suspects. As our events have continued to grow, the
Shawano police department has significantly increased their patrolling at these events. Jacob Korth talked about
the service he provides to businesses who would like an assessment of their environment. Jacob will spend
about two hours with the business owner understanding where they may have issues and observing the path of
traffic in relationship to your checkout counter. He will gather information, assess and then provide some
solutions for the business owner.. This is a time-consuming process so while he won’t be available to complete
this for every business in the immediate future, but he encouraged business owners to reach out and schedule an
appointment to get on his calendar.

BID Coordinator Report
May 8, 2024
Event Recap:
BID Annual Meeting: Thursday, April 18.
o Sven the Sturgeon made an appearance!
o Guest speakers: Lt. Michael Musolff and Officer Jacob Korth talked about safety in our
downtown. Jacob outlined a service he provides to businesses who would like an assessment of
their environment.
o Many attendees commented that this was one of the most informative annual meetings that
we’ve ever held.
o Disappointed in the turnout that we had for the meeting compared to the last couple years. We
had many people who replied that they were attending, but were no-shows at the meeting.
Ladies’ Day: Friday, April 19
o We had 33 businesses participate.
o The map that ran in the Market Messenger was well-received. I actually had people ask for
printed copies and was able to tell them we are working on that for the future.
o Safe Haven did some promo videos the week of the event that we shared.
o I did a Facebook Live at Martin Jewellers and also recorded a video clip at Jill’s Pet Grooming –
just to create a bit more excitement and traffic on what people could expect on Ladies’ Day.
o It was a terribly windy day but that didn’t stop the shoppers. Again, they were out earlier in the
day with many of them waiting outside stores for them to open!
o Surprising shoppers wearing teal went well again and people are always excited to win and
spend that gift certificate right away.
o Another great year of teaming up with Safe Haven; they are so appreciative of the support
Shawano Downtown gives them.
Upcoming Events:
Sip, Swirl & Stroll: Friday, June 14
o Details went live on EventBrite, Facebook and website on Monday, May 6.
o Selecting wine for the event in the coming week.
o If those in attendance at the BID meeting who are participating in the Sip, Swirl & Stroll event
could meet afterwards for about 10 minutes, I have a few items I need input.
ShawanoFest: Saturday, July 13
o Vendor spaces: 40
o Food trucks signed up include: Osorio's Latin Fusion, The Melt Stop, Nuttin but Butts, Alpha
Dogs, Rollin', Stone Press, and Cottontail Candy (making cotton candy)

o Event sponsor confirmed: co-sponsored by Total Fitness and SweetLife Eatery
Other:
Meeting with the high school to start the Santa house project

Title: Downtown Overlay District
Subject:
The approval of this action item would provide BID support for city staff pursuing a downtown
overlay district for zoning purposes.
Background:
At the April BID board meeting, Eddie Sheppard provided an overview of design
standards (see April BID board meeting minutes) where design standards and first floor
utilization were discussed.
The process moving forward includes: the BID board giving their recommendation for
city staff to pursue additional information to create a downtown overlay district for zoning
purposes. This would need to be presented to Plan Commission and then taken to City
Council.

Recommendation:
Recommend city staff pursue a downtown overlay district for zoning purposes.

Title: WLUK Fox 11 2024 Proposal
Subject:
The approval of this action item would air :15 second commercials during the summer (5/27 to
8/4) and for the holiday (11/6 to 11/9 and 11/18-11/30), in addition to a digital campaign for each
time period.
Background:
The summer proposal has been tweaked from last year to include digital advertising.
Plan would be to have Fox 11 crew come here yet this month to take some video
footage for the summer commercial.
Holiday commercial would be an addition from last year and include two different
commercials – one for the Holiday Open House weekend and the other for Holiday Stroll
& Tree Lighting. Also includes two live segments on Living with Amy.
Financial Considerations:
BID allocate $11,000 of the Advertising/Promotions cost area (210-56720-3120) for TV
commercial advertising. The City has agreed to partner on this project and contribute
$45000.
Recommendation:
Recommend the WLUK Fox 11 Summer and Holiday commercial and digital campaigns, with
the expense of $11,000 coming from the BID Advertising/Promotions cost area.
