Sawyer Street, Shawano CALL TO ORDER • Chairperson Seth Mailahn called the Parks and Recreation Commission meeting to order on Wednesday February 19, 2025 at 5:30 PM at City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Roll Call showed members present: Bill Krenger, Nickiann Meyers, Seth Mailahn, John Stang, Alderperson Kevin Barkow, and Alderperson Jim Hauer. • Also Present: Parks and Recreation Director Matt Hendricks, Deputy Clerk Leah Pierquet, City Administrator Eddie Sheppard, and Dave Passehl. APPROVAL OF THE PARKS AND RECREATION COMMISSION MINUTES OF JANUARY 15, 2025 • Motion Krenger by to approve the January 15, 2025, Park and Recreation Commission minutes, seconded by Meyers. Motion carried by voice vote. PUBLIC COMMENT • None. CORRESPONDENCE • Ski Shark Request - Dave Passehl from the Shawano Ski Sharks was at the Parks and Recreation Commission meeting to discuss additional storage space at Smalley Park for the Ski Sharks as they are running out of storage space. Passehl came to the Commission with two options for storage: Option one - Horizontal cedar slats under the pavilion enclosing the areas around the storage unit the Ski Skarks have under the pavilion. The cedar slats would match the already standing pavilion. Option two - An auxiliary storage building that would be located where the original concession stand was located before the current pavilion was built. The existing concrete slab would be utilized, with an auxiliary building that would match the appearance of the pavilion that is at Smalley Park. The garage door would face the river and there would be two overhangs on the side of the walking path leading to the bleachers. There would also be another door for the sound crew and their equipment as well as props. The auxiliary storage building would be approximately 20ft x 14ft. The Ski Sharks are not looking for financial support from the Parks and Recreation Commission for this project. Hendricks - The building would have to meet state building codes because this is a public space. Plans would have to be approved by a state building inspector. Historically, no non-profit has been allowed to build storage spaces in city parks. The city has been in the process of removing storage buildings from city parks. The choice of whether to allow an auxiliary storage unit in Smalley Park is up to the Parks and Recreation Commission. Discussion followed. This is just a discussion and no decisions are being made at this meeting. The commission will consider the requests and come back to the Ski Sharks with their thoughts. The communication between the two entities is open. The Commission is requesting more information regarding the building plans. The Ski Sharks plans to start any project are about a year or so out. Page 1 of 2 Page 3 of 4 RECREATION CENTER FLEXIBLE FACILITIES PROGRAM UPDATE • Hendricks gave an update on a few items. The original bid release date was today. This was pushed back to February 25th to avoid having to put out an addendum to the bid request. This new release date does not change when the bids are due back to the city. There were additional tests done on the recreation center building; the structural and the lead and asbestos test results came back with nothing of significant concern to report. There were concerns at the Common Council meeting about having no racquetball court included in phase one of the new recreation center building; MSA is going to bid for an alternate to include racquetball court in phase one. All bid information regarding the recreation center renovation will be discussed at the next commission meeting on April 2nd at 5:30 PM. Hendricks also went through survey results regarding the recreation center. 2024 ANNUAL REPORT • Hendricks went over the 2024 annual report with the commission. COMPREHENSIVE OUTDOOR RECREATION PLAN REVIEW • Hendricks went over a few action items from the Outdoor Recreation Plan with the commission. A handout from the Outdoor Recreation Plan passed in 2024 was given to the commission showing trends and what the Parks and Recreation Department is doing well at and what can be improved upon. The Outdoor Recreation Plan document directs what the commission will focus on for the next 5 years. The commission was given a ranking sheet to get a sense of what the commission's priorities for the department are moving forward. Hendricks went over the questions with the commission. Hendricks also went over a past ranking from 2023. The rankings that the commission gave tonight will be presented for review at a future meeting. REVIEW OF BILLS • Bills were reviewed. UPDATE ON PARKS AND RECREATION CENTER/POOL • The pool was closed for a few days due to temperature levels being low. The temperature is back to normal now. There is an energy recovery unit that helps move air throughout the building. This unit has been disconnected from the building and is no longer working. This is something that will need to be fixed in the future. Tara and Maddie are currently working on summer programs and activities. The parks guys have been renovating the restrooms at City Hall and the evidence storage unit at the Police Department. COMMITTEE MEMBER COMMENTS OR NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • Hendricks asked the commission about what level of storage they feel comfortable letting non-profits have in public parks? Asking commission members to come back to the next commission meeting with thoughts. • Next meeting date: Wednesday, April 2, 2025. ADJOURN • Motion by Krenger to adjourn, seconded by Stang .
