Sawyer Street, Shawano, WI CALL MEETING TO ORDER WITH MOMENT OF SILENT PRAYER OR MEDITATION • President Zielinski called the Police and Fire Commission meeting to order on Tuesday September 19, 2023 at 3:00 pm at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Members Present: Tony Zielinksi, Marvin D. Erdman, Stacy Cicero, Ronald Bystol, and Dan Mauel. • Staff Present: Police Chief Brad Rabideau, Fire Chief Shawn Borlace, Mayor Bruce Milavitz, and Deputy Clerk Leah Pierquet. COMPLIANCE WITH OPEN MEETING LAW • Deputy Clerk Pierquet reported compliance with the open meeting law. APPROVAL OF PROPOSED AGENDA • Motion by Erdman to approve the proposed agenda, seconded by Bystol. Motion carried by voice vote. APPROVAL OF THE MAY 23, 2023 POLICE & FIRE COMMISSION MINUTES • Motion by Erdman to approve the May 23, 2023 Police & Fire Commission minutes, seconded by Cicero. Motion carried by voice vote. REPORT FROM THE POLICE CHIEF - Brad Rabideau • Chief Rabideau briefly went over the reports that are provided to Council monthly. Detective Atkinson has been working closely with the County on drug enforcement, the change in numbers reported in recent months on this topic relate to this work by Detective Atkinson. SRO's are no longer filling in during vacant shifts on the road. They are under Lieutenant Cartwright, and are their own entity, this change began last summer and will continue. During the summer months, SRO's want to continue to check in with minors in the community while on break from school. This summer, meals in the park were provided by the Police Department during the 3 month break from school. Charlie's County Market and Performance Foods donated all of the food for these meals. This program fed approximately 250 kids. The "We Need You Here" campaign is continuing this year with local businesses and the Schoo1 District as well. The third session of the Crisis Intervention Training (CIT) took place in August, all but a few officers attended. This was a huge success, some changes are coming but will continue. Stacy Cicero helped organize CIT the first year. NAMI helps to fund the program. Chief Rabideau and Captain Stange are now able to take a step back and Officers Ferg-Meshnick and M. Frechette are able to take charge of this program. Clintonville wants to start their own program. We use our own resources when we do the program in Shawano. REPORT FROM THE FIRE CHIEF - Shawn Borlace • Station #1 37 Firefighters Station #2 6 Firefighters Station #3 10 Firefighters Total 53 Firefighters Page 1 of 2 Page 3 of 4  SAFD is averaging 17 firefighters per call. SAFD is averages 27 firefighters per structure fire. Phase 2 at the training facility is almost complete, another concrete pad was added as well as a deck for the second floor. As of September 1, 2023, $5,700 had been raised for the MDA "Fill the Boot" campaign. CLOSED SESSION GO INTO CLOSED SESSION UNDER WISCONSIN STATUTES SECTION 19.85(1)(c) CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE UNDER THE COMMISSION'S JURISDICTION (to discuss personnel issues) • Motion by Erdman to go into Closed Session per Wisconsin Statutes Section 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee under the Commission's jurisdiction (to discuss personnel issues). Invited in: Commission Members, Police Chief Rabideau, Fire Chief Borlace, Mayor Bruce Milavitz, and Deputy Clerk Leah Pierquet, seconded by Bystol. Roll Call Vote "Ayes" Cicero, Bystol, Erdman, Mauel, and Zielinski. "Nays" none. Motion carried by roll call vote. • Chief Borlace left the meeting at 3:27 pm. RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2) • Motion by Mauel to return to Open Session per Wisconsin Statute 19.85(2), seconded by Erdman. Motion carried by voice vote. ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE • Motion by Erdman to accept the resignation of Officer Georgia Gallagher, seconded by Cicero. Motion carried by voice vote. • Motion by Edrman to decertify the current eligibility list as of September 19, 2023 and create an unranked eligibility list of the candidates to allow the Police Chief to fill the vacant officer position from the new eligibility list, seconded by Mauel. Motion carried by voice vote. COMMITTEE MEMBER COMMENTS OR NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • Zielinski mentioned if anyone wants to go to Police and Fire Commission (PFC) training, Lisa will find out when the next training is and notify the Commission of the date(s).
