Sawyer Street, Shawano, WI CALL MEETING TO ORDER WITH MOMENT OF SILENT PRAYER OR MEDITATION • Chairperson Tony Zielinksi called the Police & Fire Commission meeting to order on Wednesday, September 18, 2024 at 10:30 AM at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Roll Call showed members present: President Tony Zielinski, Vice-President Marvin D. Erdman, Stacey Cicero, Ronald Bystol, Dan Mauel, Police Chief Brad Rabideau and Fire Chief Shawn Borlace. • Also present: City Administrator Eddie Sheppard, Captain Shane Stange, and Administrative Assistant Lisa Bruette. COMPLIANCE WITH OPEN MEETING LAW • Bruette reported the agenda was faxed or emailed to Shawano Leader, WTCH, Market Messenger, Public Library, and Premier Community Bank. It was posted at Shawano City Hall and the City's website. APPROVAL OF PROPOSED AGENDA • Motion by Erdman to approve the proposed agenda, seconded by Mauel. Motion carried by Voice Vote. APPROVAL OF THE MAY 8, 2024 POLICE & FIRE COMMISSION MINUTES • Motion by Cicero to approve the May 8, 2024, Police and Fire Commission minutes, seconded by Erdman. Motion carried by Voice Vote. REPORT FROM THE POLICE CHIEF - Brad Rabideau • Chief Rabideau discussed PD's community outreach events. A trailer was donated to the department which has been very helpful. Received a grant for a drone that will be used by the police department and fire department and also by other departments to promote the City. There are officers being recognized at the Ball of Badges, Mequon Frechette, PD Clerical, and Scott Ruen. Discussed SRO's Tyler Thornborrow and Brandy Hoffman, and the great job they are doing with our youth. Various events such as Cone with Cop, Lunch in the Park, and the Culver's event have been successful and well attended. Discussed police activity with other departments within the City. REPORT FROM THE FIRE CHIEF - Shawn Borlace • Chief Borlace stated there are 53 firefighters. He met with the Bureau Board, it went well and they are happy with the FD operations. The "Fill the Boot" event for MDA generated over $5,000. Call volumes are on the same pace as last year. CLOSED SESSION GO INTO CLOSED SESSION UNDER WISCONSIN STATUTES SECTION 19.85(1)(c) CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE UNDER THE COMMISSION'S JURISDICTION • Motion by Cicero to go into Closed Session per Wisconsin Statutes Section 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee under the Commission's jurisdiction, and invite City Administrator Eddie Sheppard, Police Chief Brad Rabideau, and Captain Shane Stange into the meeting, seconded by Erdman. Roll Call Vote "Ayes" Cicero, Erdman, Mauel, Bystol, and Zielinski. "Nays" None. Motion carried. Page 1 of 2 Page 3 of 4 RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2) • Motion by Cicero to return to Open Session, seconded by Erdman. Motion carried by Voice Vote. ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE • Motion by Erdman to authorize the Police Chief to post for the Chief position internally within the City Police Department, seconded by Bystol. Motion carried by Voice Vote. COMMITTEE MEMBER COMMENTS OR NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • On next Police & Fire Commission agenda, include decertifying the current eligibility list. SET NEXT MEETING DATE • To be determined. ADJOURN • Motion by Erdman to adjourn, seconded by Mauel. Motion carried by Voice Vote, meeting adjourned at 11:20 AM.
