CALL MEETING TO ORDER WITH MOMENT OF SILENT PRAYER OR MEDITATION
• Chairperson Tony Zielinksi called the Police & Fire Commission meeting to order on Thursday, October 24,
2024 at 1:00 PM at Shawano City Hall.
PLEDGE OF ALLEGIANCE
ROLL CALL
• Roll Call showed members present: President Tony Zielinski, Vice-President Marvin D. Erdman, Secretary
Stacey Cicero, Members Ronald Bystol, and Dan Mauel.
• Also present: Police Chief Brad Rabideau, Captain Shane Stange, City Administrator Eddie Sheppard and
Mayor Bruce Milavitz.
COMPLIANCE WITH OPEN MEETING LAW
• Cicero reported the agenda was faxed or emailed to Shawano Leader, WTCH, Market Messenger, Public
Library, and Premier Community Bank. It was posted at Shawano City Hall and the City's website.
APPROVAL OF PROPOSED AGENDA
• Motion by Erdman to approve the proposed agenda, seconded by Mauel. Motion carried by Voice Vote.
APPROVAL OF THE SEPTEMBER 18, 2024 POLICE & FIRE COMMISSION MINUTES
• Motion by Erdman to approve the September 18, 2024 Police & Fire Commission minutes, seconded by Bystol.
Motion carried by Voice Vote.
DISCUSS AND ACT ON DECERTIFYING THE CURRENT ELIGIBILITY LIST
• Motion by Mauel to decertify the current eligibility list, seconded by Erdman. Motion carried by Voice Vote.
CLOSED SESSION
GO INTO CLOSED SESSION UNDER WISCONSIN STATUTES SECTION 19.85(1)(c) CONSIDERING
EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY
PUBLIC EMPLOYEE UNDER THE COMMISSION'S JURISDICTION (Police Chief position)
• Motion by Cicero to go into Closed Session per Wisconsin Statutes Section 19.85(1)(c) considering
employment, promotion, compensation, or performance evaluation data of any public employee under the
Commission's jurisdiction, and invite Chief Rabideau, Captain Stange, Administrator Sheppard and Mayor
Milavitz into the meeting, seconded by Bystol. Roll Call Vote "Ayes" Cicero, Bystol, Zielinski, Erdman and
Mauel. "Nays" None. Motion carried.
RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2)
• Motion by Erdman to return to Open Session, seconded by Mauel. Motion carried by Voice Vote.
ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE
• Motion by Erdman to promote Mike Musolff to Chief of Police for the Shawano Police Department effective
date February 4, 2025, seconded by Bystol. Motion carried by Voice Vote.
